A meeting of the Fayetteville Plat Review Committee was held on Thursday, July 14,
• 1977, in the Board of Directors Room, City Administration Building, Fayetteville,
Arkansas.
CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Clayton Powell, David McWethy,
Clyde Randall.
UTILITY REPRESENTATIVES PRESENT: Dick Shaw, Clyde Terry, Frank O'Donnel.
DEVELOPERS and/or ENGINEERS PRESENT: J. C. Rucker, Larry Smith, Warren Segraves, Ted Doke.
The first item for discussion was the proposed large scale
development plan of First National Bank located north of
Highway 62 West, and east of Highway 71 Bypass.

1. Dick Shaw (Southwestern Bell Telephone Company): Said he has talked with Mr. Segraves
and will get back with him when the plans are further along. He asked that there be a
15 foot easement along the north side of the property. He said First National Bank
will need to furnish 2 inch PVC conduit into the equipment room.
2. Clyde Terry (Warner Cable): Said they do not have cable available for this at this
time. Mr. Doke said the bank would not require cable.
3. Kenneth Wagner (Arkansas Western Gas Company): The gas line is in front of the
building and runs down to the west fence line. Also, if gas is used, they will
need conduit under the driveway.
4. Clyde Randall (Water $ Sewer Department): Water and sewer are available. No problems.
5. Clayton Powell (Street Superintendent): Said that according to the plat book the
required right-of-way for Highway 62 West has already been given. He said he doesn't
know what the State Highway Department will need on Highway 62 West. He said they
will need to get permits for driveway cuts from the State Highway Department in Fort
Smith. Larry Smith said they are meeting with someone from the Highway Department
this afternoon.
6. Floyd Hornaday (SWEPCO): Not present. Said services are available from the northeast
part of the development and he has talked to the architect and has the needed easements.
Warren Segraves said they will come to a pole on the north side and come underground
into the mechanical room.
7. Wally Brt (Sanitation Superintendent): Not Present. Said First National Bank will
need to get a letter from Wal-Mart permitting his sanitation trucks to come onto
their property to get into the bank to pick up trash. They are going to use a trash
compactor but there will be a weight limit on the compactor for the packages not to
exceed 45 lbs, per package. They will use cans.
8.. Paul Logue (Fire Chief): Not present. No comments.
9. David McWethy (Administrative Assistant): Not present.

10. Tom Halk (Community Development): Not present.
11. Bobbie Jones (Planning Administrator): Advised them that she could not tell if this
is in the flood plain or not but it is very close. They should check with the Inspection
Superintendent, Harold Lieberenz.
The second item for discussion was Rolling Meadows, Phase II,
located north of Rolling Hills Drive and between Sheryl Avenue
and Old Missouri Road.
J. C. Rucker, Mickle-Wagner and Associates was present to represent.
1. David McWethy (Administrative Assistant): Said that if they ever have in mind
using the unopened street right-of-way (Roland Street) which comes off of Sheryl
they may want to be present at the public hearing which will be held on August 2,
1977, on a petition to close that portion of the street. Bobbie Jones said this
will go to the Planning Commission on July 18. She mentioned there had been some
discussion at the preliminary plat level of putting a sidewalk through there for
school children. J. C. Rucker said they didn't have any plans to use it.

2. Harold Lieberenz (Inspection Superintendent): Not present. Said the final plat
must show the flood plain area and label it as such.
3. Clayton Powell (Street Superintendent): Said he had just received street, water,
sewer, and drainage profiles and will have his comments made before the State Health
Department approval. He stated that he doesn't see any problems with the August 1
construction date.
4. Clyde Randall (Water and Sewer Department): Water and sewer have been approved by
Scott Martin, former Acting City Engineer. They will need an additional 5 feet
easement on the south side of Lot 81 and 10 feet on the north side of Lot 60 for
sewer lines.
5. Clyde Terry (Warner Cable): Questioned if it would be overhead or underground
utility lines and J. C. Rucker said they would be underground. Clyde Terry said
since Phase 3 is not yet developed, they would come from a pole line on the east
side of Sheryl. Mr. Terry asked that the developer furnish the trench for Ozarks
Electric and the cable company.
6. Dick Shaw (Southwestern Bell Telephone Company): The easements are o.k. as shown
for the telephone company.
7. Kenneth Wagner (Arkansas Western Gas Company): Said they have a gas line on the
north side of Lots 91 and 92 across Loxley. Kenneth Wagner asked for a 20 foot
easement on the west side of Lot 97 instead of the 15 feet shown. J. C. Rucker
said they would change this.
8. Floyd Hornaday (SWEPCO): Not present. Easements are o.k. as shown.
9. Bobbie Jones (Planning Administrator): Said she would like the easements shown on
the outside of the subdivision identified as easements proposed in Phase 3. She
questioned if the utility companies were satisfied with these easements not being
actually dedicated and the utility companies agreed that they are satisfied with
this shown as being proposed. Bobbie Jones asked and Mr..Rucker said the developer

is planning to continue the sidewalk on to Harold. Mr.. Rucker said they did not.,
Bobbie Jones said they will need the sidewalk to continue up the West side of Lot 91
and if they don't want the sidewalk to extend on to Harold, the Planning Commission
will need to waive that requirement. Bobbie Jones questioned the distance between
street lights on Cortland Street. She said the maximum distance between street
lights is 300 feet and the Planning Commission will need to waive that. She said
they do not need the certificate for acceptance on the plat for the mayor and city
clerk to sign. Bobbie Jones asked if they would want a bond or contract and J. C.
Rucker said he felt they would want a contract.
Bobbie Jones noted that Lots 81, 80, and 82 only show 38.4 feet of actual frontage
on the street. The ordinance requires 70 feet of frontage at the 25 foot building
setback line on a cul-de-sac. She asked that he confirm the dimension at the 25
foot building setback line and if it is not 70 feet he will need a variance from
the Board of Adjustment. Any variance granted should be shown on the plat.
Bobbie Jones said she will need a revision by next Monday to go to the Planning
Commission on July 25.
The meeting was adjourned at 10:25 A. M.
Clayton Powell told Kenneth Wagner, Arkansas WEstern Gas Company, that the City
could not extend Juneway Terrace until the gas company can relocate the gas line.
This is a gas main which goes across the proposed extension. Also, Ozarks
Electric will need to move a pole which has a street light on it.
