HomeMy WebLinkAbout1977-06-23 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held at 9:15 A. M., Thursday, June 23, 1977, in the Board of Directors Room, City Administration Building, Fayette- ville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Albert Rukgaber, Clayton Powell, Wally Brt. UTILITY REPRESENTATIVES PRESENT: Floyd Hornaday, Stewart Thomas. DEVELOPERS AND/OR ENGINEERS PRESENT: Dr. John Andre, General Bruce Kendall. The first item for discussion was the proposed AMRITA ACRES final plat of Amrita Acres, a Planned Unit Planned Unit Development Development, located north of Highway 45 and Corner of Old Wire Rd.. $ Hwy. 45 West of Old Wire Road, Dr. John Andre, developer. John Andre was present to represent. 1. Clayton Powell (Street Superintendent): Said they have reviewed and -.approved the final plat, the driveway is a private drive and they are going to install the minimum 15" drainage tile and dedicate the additional 10 feet right-of-way on Old Wire Road. Bobbie Jones mentioned that they are also going to install a sidewalk. Dr. Andre told Clayton Powell that there is a rock retaining wall on the front of Lot 2 which is too close to the street to get a sidewalk between the street and wall. Clayton, Powell questioned if the existing rock wall is on the additional dedicated right-of-way and Dr. Andre said he didn't know. Clayton Powell said if they are extending the sidewalk from the southeast corner of Lot 2 to the north property line, they may be able to delete the storm drainage tile under the driveway. He said he would go out and check this. He stated that they wouldn't be able to put the side- walk over the bar ditch. 2. Floyd Hornaday (SWEPCO): Said they have the necessary easements and don't see any problems. 3. Wally Brt (Sanitation Superintendent): Said he does have a letter authorizing him to go onto the private drive. Kenneth Wagner (Arkansas Western Gas Company): Not Present. Gas is available. 5. Bobbie Jones (Planning Administrator): Asked if he had talked with.the Water and Sewer Superintendent and Dr. Andre said he understands that all they have to do is clear the sewer with Scott Martin. Scott Martin told Dr. Andre that there are existing sewer manholes where they can stub onto for each lot. John Andre said he understands that if he will give the easements for water, the City will set three meters on Highway 45 and they will run private water lines into each lot from there. John Andre said the existing sewer line does not get onto his property at all Bobbie Jones said there is different wording for inside the City and outside the City and this will need to be changed on the plat. She mentioned that there are some things on the plat which don't need to be there and some things which need to be added. She gave Dr. Andre a. copy of the plat showing these things. She said the engineer has not pinpointed the quarter section corner and the point of beginning; he has omitted the building setback line on Lot 2. She also said he has not shown the abutting sewer easement and it should be shown. Under "Zoning" he needs to change it to Low Density Residential; he needs to add "Acreage". Bobbie Jones asked about protective covenants and said it should be noted on the plat if there are none. Plat Review Committee Meeting June 23, 1977 -2- Also, the Planning Office will need a copy of these covenants. She stated that he doesn't have to have the signatures from the utility companies on the plats inside the City. She said she has a statement which the City engineer and other city officials will need to sign which will need to be on the plat. They will need a 4" by 4" by 30" concrete monument at each subdivision corner and iron pins at the other lot corners. These should be indicated by a legend. She said she would not need a vicinity map on the final plat. She also said he needs to identify 10 feet on Lot 2 as a street easement. Clayton Powell said he would check to see where the sidewalk can go so it can be put on the plat. Bobbie Jones said that in the legal description it calls the dimension along Old Wire Road as "more or less" and it will need to be exact. She said the drawing should note the angles, distances, and bearings on the curves. She said the husband and wife must both sign the plat. 6. Larry Wood (Planning •Cgn$ultant .): Not present. No comments. 7. Dick Shaw (Southwestern Bell Telephone Company): Not present. 8. Paul Logue (Fire Chief): Not present. 9. David McWethy (Administrative Assistant): Not present. No comments. 10. Clyde Terry (Warner Cable): Not present. Said he will follow SWEPCO's pole line. He said if they decide to go underground he will have to provide and install conduit. The only other item for discussion was the LEWIS ESTATES • informal plat of Lewis Estates located outside Informal Plat the City. General Bruce Kendall was present to represent. Bruce Kendall said he was representing Mr. $ Mrs. Lewis who are neighbors of his. He said Mr. Lewis had a stroke so he asked Mr. Kendall to represent him. General Kendall said this property is surrounded ) by paved county roads on three sides. He said the Lewis' will live on one lot (not included in the subdivision) and sell the other seven lots. General Kendall said they will have a 10 foot north/south and east/west easement on all interior lot lines. Bobbie Jones said that on the lot they are going to retain it will need to be given by a separate instrument but asked that it be shown on the plat. Bruce Kendall questioned if they would need a final plat mylar and Bobbie Jones said he would not need to prepare a mylar until everythingisworked out --then two mylars must be made to file. General Kendall said the gas company will need an easement to get into Lots 2, 3, and 4 and it is shown. He said all utilities are to the edge of all lots except for the gas company which has been taken care of. • 1. Kenneth Wagner (Arkansas Western Gas): Not present. Gas is available. 2. Clyde Terry (Warner Cable): Not present. There is no cable available there at this time. 3. Clayton Powell (Street Superintendent): Said this plat was submitted during the moratorium period and he will have to wait to see what the Planning Commission and Board of Directors agree on for the criteria for the roads. 4. Wally Brt (Sanitation Superintendent): No comments. 5. Bobbie Jones (Planning Administrator): Said Bud Allen had asked that they show the 30 -foot building setback from the road. Bruce Kendall questioned if it was 25 • • • Plat Review Committee Meeting June 23, 1977 -3- feet and said he would check into this and show the required building setback. Bobbie Jones said he should add the county road names. She said he needs a concrete monument at each corner of the subdivision and an iron pin at the lot corners. There was some question about how the dimensions of the lots should read to reflect the county road easement and Bobbie Jones checked with City Attorney McCord who said the dimensions could read as shown but the easement will need to be clearly shown as a "county road easement". Also the certificates will need to refer to them as road easements rather than rights-of-way. City Attorney McCord said this land would remain on the tax books unless the property owner dedicates it as a road right-of-way rather than an easement. Bobbie Jones said he would need to add a section which says the total acreage. Identify all quarter section corners. Also identify the quarter section corner as the point of beginning. 6. Kenneth Wagner (Arkansas Western Gas): Not present. Gas is available. 7. Scott Martin (Acting City Engineer): Water service is available to all lots. 8. David McWethy (Administrative Assistant): Not present. No comments. 9. Paul Logue (Fire Chief): Not present. 10. Larry Wood (Planning Consultant): Not present. No comments. The meeting was adjourned at 10:10 A. M. Clayton Powell talked with Floyd Hornaday about relocating some RELOCATION OF utility poles. The poles are located at Willow and UTILITY POLES Huntsville Road, at the intersection of College and AT INTERSECTIONS Davidson, and at the intersection of Spring and College. Mr. Hornaday said it would be extremely difficult and expensive to move the pole located at Spring and College. He said they would also have trouble moving the pole at the intersection of Willow and Huntsville but he felt they could do that. Clayton Powell said he needs to have a street light moved on Elm and Ash for the extension of Juneway Terrace. This is in Ozarks Electric area and their representa- tive (Stewart Thomas) had already left the meeting.
