HomeMy WebLinkAbout1977-05-19 Minutes• • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 19, 1977, at 9:00 A. M., in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Wally Brt, Clayton Powell. UTILITY REPRESENTATIVES PRESENT: Clyde Terry. DEVELOPERS and/or ENGINEERS PRESENT: Dr. Floyd Harris. The only item for discussion was the proposed large scale Large Scale Development development plan of Dr. Floyd Harris, for property located Dr. Floyd Harris North of Poplar and West of Green Acres Road. (Dr. Harris Poplar $ Green Acres Road had previously submitted a joint large scale development with Dr. Thermon Crocker, but they have since decided to develop their properties separately). 1. Wally Brt (Sanitation Superintendent): Asked if Dr. Harris is going to have containers. Dr. Harris said "yes". Wally Brt questioned the location of the proposed container for Phase 2A and Dr. Harris said the driveway would be half on his property and half on Dr. Crocker's property but the container itself will be on Dr. Harris' property. Wally Brt said the locations of the containers are fine. He suggested they pour a 12 x 15 foot concrete pad to set the container on. He said it may be enclosed on three sides but will need to be left open on the front (15 feet). 2. Clyde Terry (Warner Cable): Asked if they would want TV cable service. Dr. Harris said he didn't think his building would need it but he isn't sure about the other buildings. Mr. Terry said if they have a two-inch PVC conduit they will try to follow the telephone company or SWEPCO (in the same trench). Mr. Terry said they can put a pedastal beside the transformer and from there will need another conduit into the equipment room of the building, in case it is needed in the future. Clyde Terry said they have service from the south or east, and he should be able to serve from the same point as SWEPCO. Dr. Harris said he will call the cable company when they are ready for a rough -in. 3. Clayton Powell (Street Superintendent): Said they have the additional right-of-way dedication for Green Acres Road and Poplar Street shown. He said it looks good but asked if they were going to install curb and gutter, especially on Poplar since it is so narrow. Dr. Harris said they plan to have two big drain inlets. Dr. Harris said the ditch on the south needs to be lower but Clayton Powell explained that there are sewer and water lines there so they cannot lower the ditch. Clayton Powell said the Planning Commission may require off-site improvements. Powell said he would go out and check to see what size drain tile they will require. 4. Bobbie Jones (Planning Administrator): Said the additional right-of-way is shown. She said the street deed has been prepared but Dr. Harris' attorney still has it, she didn't know if it is signed yet or not. The Planning Administrator will have to have it before a building permit can be issued. Bobbie Jones said the building setback line on Phase 2A (to the north) needs to be 25 feet and the 15 foot setback on the West should be dimensioned. She said he will lose one parking space where the trash container is shown on the north side of Phase 2A. Bobbie Jones said when he occupies the building he will need to have the parking finished for that building (10 spaces). She said if they cannot get that done by the time the building is ready to occupy to check with the Planning Office about a week before the building is finished. She stated that there is a requirement that an as -built plot plan showing individual utility lines, etc. be furnished the Planning Office upon completion. She asked that a revision showing the setback line on the north side of Phase 2A be submitted by June 6 in order to go to the Planning Commission on June 13. Before June 13, the property owner to the West must be notified of the development plans according to the Ordinance. S. Paul Logue (Acting Fire Chief): Said there is no problem as long as the building is one story. 6. Scott Martin (Acting City Engineer): Not present. Water and sewer is available. 7. John Kehn (Arkansas Western Gas Company): Not present. Said there is gas in the ditch on Poplar and asked that they call the gas company before starting digging. 8. Floyd Hornaday (SWEPCO): Not present. Said he had worked everything out the first time the plans were submitted. 9. David McWethy (Administrative Assistant): Not present. No comments. 10. Tom Halk (Community Appearance): Not present. 11. Larry Wood (Planning Consultant): Not present. No comments. 12. Perry Franklin (Traffic Superintendent): Not present.
