HomeMy WebLinkAbout1977-05-05 Minutes• • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held at 9.0.5.A.,.M,, Thursday, May 5, 1977, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. CITY REPRESENTATIVES PRESENT: Scott Martin, Clayton Powell, Wally Brt, Angie Medlock, Bobbie Jones, David McWethy. UTILITY REPRESENTATIVES PRESENT: Clyde Terry, John Kehn. DEVELOPERS and/or ENGINEERS PRESENT: Dr. John Andre, Saieed Jim Ogden. Dr. John Andre and Saieed Noorbakhsh were present to represent a proposed Planned Unit Development for four single-family dwellings. 1. Clayton Powell (Street Superintendent): Said it looks great as it is but he would like the driveway to be labeled "private drive". He said the drainage is to Old Wire Road so he would like swales or flumes to draw it Noorbakhsh, Rick Cowdrey, AMRITA ACRES Preliminary Plat W corner of Hwy. 45 $ Old Wire Road the east coming to into the ditch on Old Wire Road. He would like to have the existing private drive shown as closed. He mentioned that the drainage tile may need to be 18" instead of 15" and he will let the Inspection Office know if he will require the 18" tile. He said the City has 60 feet right-of-way on Old Wire Road and Mission and said he will need an additional 10 feet from Lot 2 for Mission. 2. Wally Brt (Sanitation Superintendent): Said he will need a letter permitting sanitary trucks to travel on the private drive. He said the City will not be responsible if they tear up the road. He asked if they would have an asphalt road. Dr. Andre said it would probably be double chip and oil seal. Wally Brt said the two 25 feet radius' will be adequate in the driveways. 3. Scott Martin (Acting City Engineer): Said they will have trouble getting sewer service. He said there is a sewer line that dead ends to the north of the property. He said they will have to run all private lines if they don't put in a main. He stated that they need to provide some kind of access. Bobbie Jones told Scott Martin that this is a Planned Unit Development so they can have private mains. He said when they get ready for service, the City will set four water meters and the developer can take over from there. Scott Martin asked Bobbie Jones if they would have to have individual sewer service. Bobbie Jones said she thought they would be individually owned. Scott Martin said the Property Owners Association will be responsible for it. He said they could individually meter the water. If the sewer line Bill Graue put in crosses this property, the City will need an easement for it. 4. John Kehn (Arkansas Western Gas): Said he didn't know whether the best way would be to follow the private drive or to come up Old Wire Road. He said it would probably be better to follow the drive, and in that case, they will need an easement parallel and adjacent to the private drive. If the gas company is the only one in the easement, they will need 15 feet. If the other utilities are in the easement, it will need to be a wider easement to accommodate all of them. Dr. Andre said he would like to dedicate the entire 20 foot private drive as a utility easement. Mr. Kehn said the gas company needs to be away from the blacktop. Dr. Andre suggested they come up the south side of the private drive as far as the existing garage and then cross underneath to each lot. .John Kehn said they would like to have • • • Plat Review Committee Meeting May 5, 1977 -2- Dr. Andre go with a contract, which means the gas company will charge $1.25 per foot for gas main extensions and then the gas company will refund $125 for each meter installed within a S -year period. Dr. Andre questioned if they could put gas and water in the same easement and Mr. Kehn and Scott Martin said it would be o.k. but they need to be 5 feet apart. Clyde Terry (Warner Cable): Said if all of the utilities go underground they will need a much larger easement. He said they would also have to furnish a separate conduit for SWEPCO, TV Cable, and telephone if they are to go under the street. Mr. Terry said he didn't want to plan anything not knowing where SWEPCO and the telephone company are going to go. He said he will follow SWEPCO. Dr. Andre indicated he would probably want overhead electric. 6. Bobbie Jones (Planning Administrator): Said they need to add, after the name of the subdivision, that this is a "Planned Unit Development". She said they did get a variance from the Board of Adjustment to have a Planned Unit Development on less than 5 acres. She said the Planning Office will need the individual breakdowns on thelot line dimensions. Dimension the width of the existing street right-of-way. She said they need 30 feet from the existing centerline of the right- of-way of Old Wire Road and 40 feet from the existing centerline of the right-of- way of Mission. Show a dedication for any additional right-of-way needed. Add a legend and the building setback line (25 feet) from the required right-of-way on Mission and Old Wire Road. Bobbie Jones said the setback from other properties should be the same as those required on the lots abutting the property. The setback from the side property line would be 8 feet. Submit a revision showing the easements and the street as a private drive, the building setbacks, and the additional right-of-way. 7. David McWethy (Administrative Assistant): Asked if Dr. Andre is planning on having street lights and sidewalks. Dr. Andre questioned if other Planned Unit Develop- ments had had street lights in the past and David McWethy said that Jim Lindsey did. Bobbie Jones said she would suggest that they put one in the intersection at least. She said they may want to put in three street lights, it is up to them. David McWethy suggested they use an 8,000 lumen high-pressure sodium light. He said it will be their -responsibility for maintenance and operation and to pay the electric bill on them. The City will not maintain a street light on a private drive. 8. Paul Logue (Assistant Fire Chief): Not present. No comments. 9. Floyd Hornaday (SWEPCO): Not present. 10. Perry Franklin (Traffic Superintendent): Not present. 11. Andy Calloway (Southwestern Bell Telephone Company): Not present. 12. Tom Halk (Community Appearance): Not present. 13. Larry Wood (Planning Consultant): Not present. Next was the revised preliminary plat of Villa North, located VILLA NORTH south of Appleby Lane. Rick Cowdrey and Jim Ogden were present Preliminary Plat to represent. VILLA BLVD. Jim Ogden said they have decreased the number of some lots by -increasing the size of the lots. He said most of the people are getting FHA and VA loans and they require the house to be set on a 60 foot lot. He said he thought the only one it would affect would be the electric company. • Plat Review Committee Meeting May 5, 1977 -3- 1. Scott Martin (Acting City Engineer): No comments. 2. Clyde Terry (Warner Cable): Said this would present a problem. They will need an additional 10 -foot easement across the back of Block 3 where the sewer is to keep from cutting the sewer line. Jim Ogden said this wouldn't be any problem. He said they would give them the additional easement. 3. John Kehn (Arkansas Western Gas): No problems. 4. Wally Brt (Sanitation Superintendent): Asked if this would be containers or cans. Jim Ogden said it would be cans. Wally Brt said there shouldn't be any problems. 5. Clayton Powell (Street Superintendent): Said there should be a note on the plat saying that as part of this development Drake Road will be constructed from the east side of Lot 9 to College Avenue. The City Board approved reimbursement of $10,887 --this is the difference in cost (except engineering fees) between a 31— foot wide street and a 45 -foot wide street. Clayton Powell said Drake Road will not be built along the North line of Villa North at this time. It will be built when the north side of Drake Road is developed. Clayton Powell said all utilities must be installed on all dedicated streets prior to curb and gutter. The utility lines or conduit should run from one side of the right-of-way to the other side of the right-of-way. 6. Harold Lieberenz (Inspection Superintendent): Said they will need to meet the provisions for maintenance of the recreational areas and facilities in the mobile home park as set out in City Ordinance 2319. The driveways are shown as too close to the side property line. 121/2 feet is required and they are shown as 8 feet from the side property lines. The sketches on the plat show the front setbacks from the curb and should be from the property line or street right-of-way line. • 7. Bobbie Jones (Planning Administrator): Mr. Ogden stated he was anxious to get started on the footings. Bobbie Jones said no permits could be issued for them until the final plat is filed. Rick Cowdrey said he could not get it ready in time for the May 23 meeting. It was decided to run the revised preliminary plat through May 23, 1977, and the final plat June 13, 1977. 8. Paul Logue (Assistant Fire Chief): Not present. No comments. 9. Floyd Hornaday (SWEPCO): Not present. 10. Perry Franklin (Traffic Superintendent): Not present. 11. Larry Wood (Planning Consultant): The use of culs-de-sac on four of the five north -south streets would reduce the cost of paving (or three of the middle ones).
