HomeMy WebLinkAbout1977-04-07 Minutes• • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held at 9:00 A. M., Thursday, April 7, 1977, in the Board of Directors Room, City Administration Building, Fayetter__ ville, Arkansas. CITY REPRESENTATIVES PRESENT: Bobbie Jones, Angie Medlock, Clayton Powell, Wally Brt, Larry Wood. UTILITY REPRESENTATIVES PRESENT: John Kehn, Andy Calloway, Clyde Terry. DEVELOPERS AND/OR ENGINEERS PRESENT: Jim Lindsey, President of Hyland Park, Inc., Rick Cowdrey. The first item for discussion was the proposed final plat of Hyland Park, Phase 3, Block 6. Jim Lindsey was present to represent. Comments were as follows: HYLAND PARK Phase 3, Block 6 Final Plat 1. Clayton Powell (Street Superintendent): Said Mr. Lindsey has incorporated all of Clayton Powell's recommendations on the preliminary plat and also on the approval of engineering plans and profiles for streets. Everything is fine. 2. Larry Wood (Planning Consultant): No comments. 3. John Kehn (Arkansas Western Gas): No comments. 4. Andy Calloway (Southwestern Bell Telephone Company): Said he had asked Dick Shaw about this and he said they would get back with Jim Lindsey if they encounter any problems. 5. Clyde Terry (Warner Cable): Said he had talked to Jim Lindsey about coming down the south side of Lot 11, Phase 2, and that is all he needs. They have their cable and are ready to go. 6. Wally Brt (Sanitation Superintendent): Asked what kind of temporary turn -around they would have on Rock .Cliff Road. Jim Lindsey said it would be a temporary cul-de-sac built to Clayton Powell's recommendations. Wally Brt said he doesn't see any problems. 7. Bobbie Jones (Planning Administrator): Said there are only two things she sees (1) they need to indicate the radius on the cul-de-sac on Hyland Park Road; and (2) on Lots 3 and 4, they need to show the distance from the lot corners to the beginning of the triangular shaped easement. She also asked Jim Lindsey if he wanted a contract or a bond and he said he will probably have a contract. 8. Scott Martin (Acting City Engineer): Not present. No comments. 9. Jimmy Crownover (Ozarks Electric): Not present. Said everything is fine. 10. Tom Halk (Community Appearance): Not present. No comments. 11. Perry Franklin (Traffic Superintendent): Not present. No comments. 12. Charlie McWhorter (Fire Chief): Not present. No comments. • • • Plat Review Committee Meeting April 7, 1977 -3- side of Lot 3, Block 2 that has been omitted. Note on the plat that there is to be no direct access from Highway 71B to Lot 1, Block 1 or Lot 1, Block 2. Obtain signatures of adjoining property owners on a copy of the preliminary plat to show they have seen the plat. Street lights are to be at intersections and every 300 feet in between and should be shown on the plat. Indicate sidewalks, the legend should indicate that the sidewalk is 5 feet and also the street lights. Add a legend for utility and drainage easements. You will need to show the owner, developer, and engineer's names and mailing addresses on the plat; also show acreage and zoning. (By the C-2, put Thoroughfare Commercial). We will need a copy of the protective covenants and how they are to be recorded should be reflected on the plat. If there are no protective covenants it should be reflected on the plat. The preliminary plat fee has been paid but we still need an application filled out and submitted. Mr. Cowdrey said he has shown a 71 foot wide easement along the southwest side of Drake Street. If this is not needed, he would like to delete it. Bobbie Jones said she would check with SWEPCO and the City Engineer to see if it is needed by them. The Planning Office will need a revision by April 18 in order for it to go to the Planning Commission on April 25th. The meeting was adjourned at 10:20 A. M. • • Plat Review Committee Meeting April 7, 1977 -2- The next item for discussion was the preliminary plat of Carlon Center, a proposed commercial subdivision on the CARLON CENTER west side of College Avenue, north of Township Road. Preliminary Plat Rick Cowdrey was present to represent. 1. Clayton Powell (Street Superintendent): Said he and Rick Cowdrey had been talking and they have the street engineering plans and profiles already approved. They have the intersection of College and Drake Road resolved and it meets all street require- ments. There is a question as far as access to Lot 1. It would be desirable to prevent access from College on Lot 1, Block 1, and Lot 1, Block 2, due to the drainage easement.. It would be best to have access to both Lot 1, Block 1, and Lot 1, Block 2 to come off Drake Road Rick Cowdrey said he thought that was Mr. Bassett's intent. Bobbie 'Jones said,this-needs-,to be reflected on the plat. Clayton Powell said this will be constructed to minimum standards for collector's streets with a 5 foot sidewalk on one side. Bobbie Jones mentioned that they are required to put sidewalks on both sides. Clayton Powell said sidewalks on the north side were waived due to the utility companies problems. Rick Cowdrey asked if it would be possible to put some kind of median divider at the intersection of Drake and College. Clayton Powell said a median like the one on the west side of Sycamore would look good there. Mr. Cowdrey said they had thought about putting a sign in the median and Clayton Powell said he would need to talk to Freeman Wood about that. 2. Larry Wood (Planning Consultant): Concurred with Clayton Powell in that there be no driveway access off College and it be shown on the plat. 3. Wally Brt (Sanitation Superintendent): Lots 2 and 5 will have a narrow frontage on Drake Road. Rick Cowdrey said whoever buys those lots would have to build a road (drive) down into the main portion of the lots. Wally Brt said that at that time he would need written permission from the owner to enter onto those driveways. If it doesn't meet minimum street specifications the packer truck will eventually tear it up. Cowdrey said the roads are proposed to be 40 feet wide. Wally Brt said the only other alternativewould be to have them set the cans at the street line or at Drake'Road if they don't want to permit his trucks to go on their roads. Otherwise, there should be no problems. 4. Andy Calloway (Southwestern Bell Telephone Company): Andy Calloway and Clyde Terry agreed that they will need the following easements: Along the north side of Lot 1, Block 1, increase the easement to 25 feet; along the northwest side of Lot 2, Block 1, only down as far as across the easement across the back of Lot 3, Block 1, widen to 25 feet and widen to 25 feet between Lots 3 and 4 and Lot 2, Block 2 as far as the North line of Lot 1, Block 2. (They did not ask to widen the easement shown along the South side of Lots 1 and 2, Block 2 because of an existing 20 foot easement outside the Subdivision. 5. Clyde Terry (Warner Cable): Agreed with the above mentioned easements. 6. John Kehn (Arkansas Western Gas): Agreed with the easements. He said they have a 6 -inch transmission line across Lot 1, Block 1. This transmission line may be moved to the east along the north edge of the project and tie back into some existing transmission lines going out parallel to Drake Street. They have to have a 25 foot setback from this to build. 7. Bobbie Jones (Planning Administrator): At each corner of the subdivision there should be a 4 inch by 4 inch by 30 inch concrete monument. It should be indicated on the final plat at each subdivision corner. We usually indicate it with a square. At each lot corner, and at a change or bend in the property line there should be an iron pin 12 inch by 30 inch reflected on the plat. Add these into your legend. Dimension and show the easements outside and abutting the subdivision. The bearings and angles on the curves should be reflected. We have one lot line dimension on the south
