MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Fayetteville Plat Review Committee was
February 10, 1977, in the Board of Directors Room, City
Fayetteville, Arkansas.

CITY REPRESENTATIVES PRESENT: Clayton Powell, Wally Brt, Angie
UTILITY REPRESENTATIVES PRESENT: Clyde Terry, Al Gibbons, Dick
DEVELOPERS AND/OR ENGINEERS PRESENT: Ervan Wimberly.
The only item for discussion was the large scale
development of Ralph Freeman for apartments on the East
side of Leverett Avenue, between North and Sycamore.
Ervan Wimberly was present to represent Mr. Freeman.

Large Scale Development
1. Clayton Powell (Street Superintendent): Leverett is designated a Collector's
Street on the Master Street Plan with 60 feet of right-of-way required. The plat
does need to reflect the 10 feet on Leverett as additional right-of-way. Leverett
is the only access. If there is any development on the east side of Skull Creek
it would have to be private drives and I would like to see the specifications
for the drainage structures crossing Skull Creek. .
2. Wally Brt (Sanitation Superintendent): It will take three 6 -yard containers
when you get the apartments finished. For the first phase you need two 6 -yard
containers. For now put one on the South end of the west parking lot and one at
the Northeast corner of the other parking lot.
3. Kenneth Wagner (Arkansas Western Gas): Gas is available.
4. Clyde Terry (Warner Cable): Asked if the power company would want power overhead
or underground. He said he will probably go with them. The feed source for the
cable is from the north. If they go underground with the telephone, cable can do
the same thing. I need a 2 -inch PVC conduit from Leverett along the south side,
then going up to the middle of the west 8 units and back down along the south side
to the middle of the 12 units on the south; and the middle of the 12 units on the
north, then under the parking lot to the edge near the future 8 units on the North.
From the middle of the 12 units on the south we will also need a 2 -inch PVC pipe
going under the parking lot toward the future 20 units on the east side. All of
this conduit should be under the pavement.
5. Dick Shaw (Southwestern Bell Telephone Company): The telephone company will ask
for a 20 -foot easement all the way across the South property line. We will need
a 2 -inch PVC under the pavement area and sidewalks the same as the cable is asking
for. He said he would recommend Mr. Freeman buying a good heavy-duty conduit
because if he has to go back in under the 5 -foot sidewalks, he will really tear it up.
6. Harold Lieberenz (Inspection Superintendent): Not Present, but requested that it
be entered into the minutes of this meeting that the developer must be put on notice
that the location of the Eastmost proposed apartment building appears to be in a
Zone "A" hazardous flood plain area of the City.
This will require that the developer furnish the City Inspection Superintendent
with additional information prior to commencing any earthwork in the flood plain
area shown on the sketch so that compliance with City Flood plain regulations can

. be assured. The Inspection Superintendent is furnishing the developer with a
letter outlining the information needed.
7. Bobbie Jones (Planning Administrator): Asked Mr. Wimberly if the building height
exceeds 20 feet. Mr Wimberly said "no". She said the parking must be paved and
must be striped and have wheel stops. He has more spaces than are required. The
future parking for the North building would have to be screened along the North
property line. You are allowed up to a 40 -foot driveway and I feel the Fire Chief
may ask that it be 30 feet at the opening. Mr. Wimberly said he will make a wider
radius there. Bobbie Jones said the driveway should be 121 feet from the property
line and Mr. Wimberly shows 11 feet. I also need proof that this property has not
been divided since June of 1970. We will need the easement deed for the additional
10 feet of right-of-way before a building permit can be issued. I can have City
Attorney Jim McCord prepare this if I knew what names to put on it. Check on the
10 feet on the North, East, and South sides. The old Evin's Farm plat has 20 feet
wide strips around each lot but I don't know if they are supposed to be streets,
alleys, or just easements. When the apartments are completed, we will need an
as -built plan submitted showing locations of improvements and all utilities.
Revise the plan to show easements on the South side.
8. Larry Wood (Planning Consultant): Not Present. No comments.
The meeting was adjourned at 9:45 A.M.
