MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Fayetteville Plat Review Committee was held at 9:15 A. M.,
Thursday, September 16, 1976, in the Board of Directors Room, City Administration
Building, Fayetteville, Arkansas.

CITY REPRESENTATIVES PRESENT: Paul Mattke (Arrived late --9:45 A. M.), Tom Halk,
Larry Wood, Robin Northrop, Bobbie Jones
UTILITY REPRESENTATIVES PRESENT: James Crownover, Dick Shaw, Frank O'Donnell,
Clyde Terry.
DEVELOPERS AND/OR ENGINEERS PRESENT: Jim Lindsey.
The first item for discussion was the Final Plat
of Hyland Park, Phase 3, Block 6.
Mr. Jim Lindsey was present to represent. He said
that the sewer line along Rock Cliff Road was installed
to serve Phase 2, Block 5, Hyland Park.
Comments were as follows:

1. Clayton Powell (Street Superintendent): Not present. Comments: He
said that the grades on the streets exceed 15 percent, which means that the
Planning Commission will have to waive the maximum grade The maximum grade
is 15 percent for a maximum of 300 ft. Anything beyond 15 percent, with a
maximum length of 300 ft., will have to be approved by the Planning Commission.
There are three segments of the street that exceed 18 percent. The precedent
has been set, in that the Planning Commission did waive 15 percent maximum grade
on Brophy's East-West street, and it exceeded 20 percent in that case. Anything
over 10 percent has to be concrete.
Hyland Park Road terminates in a cul de sac It exceeds 1000 feet for this phase.
Ultimately, he will tie back in with Rock Cliff Road, but now he has two cul
de sacs that exceed 1000 feet, and that would have to have Planning Commission
approval. The tie-in with Boston Mountain View, whether or not the Planning
Commission will let him keep it a private emergency access or rebuild it as
a public street, the Planning Commission needs to make that decision. The
street under -drain structures will have to be enlarged. The Consulting
Engineers are aware of that; they are revising the plans to indicate that.
2. James Crownover (Ozarks Electric Company): Wanted to know how deep the
sewer line is. Mr. Lindsey said that it is 6 to 8 ft. deep. Mr. Lindsey
said that, initially, the utility companies were talking about an easement
on the lower side of the street, but he had thought it would be better on the
upper side of the street. His Engineers, Crafton, Tull $ Associates said that
it would be better on the lower side. That is why the easements were changed.
Mr. Crownover wanted to know which way it drains. Mr. Lindsey said that it
drains to the West. He was concerned about the utility companies needing a
25 ft. easement on the lower side.
Mr. Crownover said that the utilities have to stay outside the street right-of-
way.
Mr. Lindsey said that Crafton, Tull, and Associates felt that 20 ft. was more
than enough.
Mr. Crownover said that he is asking for 25 ft. --without sewer.

Mr. Lindsey said that the sewer is in the right-of-way; they designed the
street so that the sewer maintains within the right-of-way, and it is all on the
North side. Mr. Lindsey said that he believes that they will put in an 8 -inch
water line, and it will be on the South side.
Mr. Crownover told Mr. Lindsey that if he has an extra copy, he would make him a
layout.
3. Frank O'Donnell (Arkansas Western Gas): Said that with
of the street, he planned to run gas on the South side.
Mr. Lindsey wanted to know if it was o.k. to put two (2) 20
each side of Rock Cliff Road. This was agreed upon by all
sewer on the North side

the utility companies.
4. Clyde Terry (Warner Cable): Said that he will need to cross the streets at
the same place with Ozarks Electric. He agrees to the two (2) 20 ft. easements
on the North and South sides.
5. Dick Shaw (Southwestern Bell): Wanted to know when they plan to start
construction on the streets ---let them know so that they can get their pipes
(crossings) in. He said that he will stay on the North side, he doesn't know
where the road crossing will be yet. He agrees to the two (2) 20 ft.
easements on the North and South sides.
6. Paul Mattke (City Engineer): Said that his comments are basically the same
as before, except that there is one other thing: He said that a street stub, or
a provision for a future street connection on the South, out of this property, is
needed. He said that he thinks they have a good grade in one area, but they
do need the tie to the South.
Mr. Lindsey said that he has no problem making that tie in that direction.
In response to Mr. Mattke's request to standardize the legends used in Fayetteville
Plats, Mr. Lindsey said that their computer only draws those types of legends
shown for monuments.
Mr. Mattke said that he only requested that; it was not a requirement.
Mr. Lindsey said that they designed the road so that the sewer line and North
line of the road are within very close proximity.
Mr. Lindsey said that they are going to put in the same number of feet of
pedestrian pathways, as would be required in sidewalks, if they were only on
half of the road. There is a pedestrian pathway between Lot 33 and Lot 32, which
runs down the back of Lots 25-29, to a temporary turn around, all the way down
the West side of the Subdivision from the North side of Lot 9, all the way down
to Lot 2, and it follows the backs of Lots 1.and 2, back to the street. There
is another pathway between Lots 5 .and 6. The footage and circumstance of putting
pedestrian pathways on one side of the road, he feels, would give them more than
enough footage. He said that the reasons for going with pedestrian pathways, is
because of the terrain. The terrain is vicious; the pathways will be concrete,
but sidewalks will be on the back of the lots. He also said that the Planning
Commission and Board of Directors had approved this earlier.
7. Tom Halk (Community Appearance): No continents.
8. Larry Wood (Planning Consultant): No comments.
9. Charles McWhorter (Fire Chief): Not present. No comments.
10. David McWethy (Administrative Assistant): Not present.
11. Perry Franklin (Traffic Superintendent): Not present.

14. Bobbie Jones (Planning Administrator): Mrs. Jones had worked out
revisions with Mr. Lindsey in previous discussion.
The last item for discussion was the Replat of
Lots 5-11, Block 3, Phase I, Hyland Park.
Mr. Jim Lindsey was present to represent.
Comments were as follows:

10. James Crownover (Ozarks Electric Company): Mr. Lindsey asked Mr. Crownover
if Ozarks Electiic could remove. the overhead 1'ine=in.Block,3,'Phase I,.yet.
Mr. Crownover said that they could re -tie part, but he would prefer to leave it
in to give him a little more diversity until phase 3 goes in. He would like to
keep a loop in there, but it will come out some day. He offered to meet Mr.
Lindsey on the site and see if part of it could be removed. Mr. Lindsey
said that they put a 10 ft. easement on the front of the lots for the purpose
of making sure that they had adequate room to move the water line connections.
They changed the size of these lots because the:upper area will be nicer than
lower level, and they want to increase the, size of the lots to build bigger houses.
11. Dick Shaw (Southwestern Bell Telephone):, Repeated.their previous comments
about their pedestals no longer being at the side lot lines and if they must be
relocated, Mr. Lindsey would have to pay the cost of that.
Mr. Lindsey said that he realized this.
12. Clyde Terry (Warner Cable): Concurred with Mr. Shaw's statement.
13. Frank O'Donnell (Arkansas Western Gas): Concurred with Mr. Shaw's statement.

14. Bobbie Jones (Planning Administrator). Said that these are entirely
different lot numbers. They lost Lots 5 through 11. She said that part of
the street is not built for new Lot 17. She said that they have a 15 ft.
pedestrian pathway and easement on the Replat of Block 3, that runs to the
Southeast corner of Lot 2, but they -don't have it labeled along Lot 1,,on
either plat. She still needs a $6.00 fee on the Replat of Block 3.
The meeting was adjourned at 10:00 A. M.
