MINUTES OF A PLAT REVIEW COMMITTEE
The Fayetteville Plat Review Committee met at 9:05 A. M., Thursday, July 22,
1976, in the Directors Room, City Administration Building, Fayetteville,
Arkansas.
CITY REPRESENTATIVES PRESENT: Clayton Powell, Wally Brt, Perry Franklin,
Steve Brown, Bobbie Jones, Robin Northrop.
UTILITY REPRESENTATIVES PRESENT: Dick Shaw, James Crownover.
DEVELOPERS AND/OR ENGINEERS PRESENT: Don Hunnicutt.
The first item to be discussed was the Large PHYSICAL THERAPY SERVICES, INC.
Scale Development Plan for a clinic for Physical 2855 Joyce Street
Therapy Services, Inc., located at 2855 Large Scale Development
Joyce Street.
Mr. Don Hunnicutt, Heckathorn Construction, was present to represent.
Comments were as follows:
1. David McWethy (Administrative Assistant): No comments.
2. Frank O'Donnell (Arkansas Western Gas): Gas is available at the Southeast
corner of the property. We will need no other easements than the one already
dedicated on the East side of the property.
3. Larry Wood (Planning Consultant): Not present. Comments were as follows:
Shouldn't they have a fire hydrant on Joyce, on the West side of their driveway?
4. Clyde Terry (Warner Cable): Not present. He said that there is no cable,
so they cannot give T.V. cable.
5. Floyd Hornaday (SWEPCO): Not present. (Property located in Ozark Electric's
service area).
6. Charles McWhorter (Fire Chief): Not present, but phoned to say they are
quite a distance from a fire plug, but did not think they were going to do
anything about it.
7. Clayton Powell (Street Superintendent): said that the setback requirements
are measured from the 80 ft. right-of-way. Since Joyce Street is a principal
arterial, he would like the Planning Commission, at this time, to establish
precedent as to whether the developer should participate in any future street
improvements on the entire length of Joyce Street, which is now gravel.
Mr. Hunnicutt asked if Joyce was going to go on to the By -Pass. Clayton
Powell said that this is a principal arterial to Highway 71, intersecting
to the North of the existing By -Pass. On-site drainage is beautiful, unless
you exaggerate drainage. The drainage goes to the pond and this pond has
to have an overflow. Be sure that your pond drainage overflow is not altered
beyond the perimeter of your own property. The main thing I am concerned
about is if the current developers are going to be required to participate
in the improvement of Joyce Street.
8. Perry Franklin (Traffic Superintendent): said to try to keep plantings
along the street and around the driveway, from obstructing the view.

9. Wally Brt (Sanitation Superintendent): said he would highly advise
against trash cans and suggested that they put in a container there. If
they do have trash cans, the trash cans need to be set where the sanitation
truck can drive to them. Mr. Hunnicutt asked if it would be agreeable if
they got permission to share the neighbor's (Orthopaedic -Neurological
Clinic) container; they won't have that much trash. Mr. Brt said that
sharing the container would be fine. Mr. Brt said he understood that
the Orthopaedic Clinic was not pleased with the location of their
container and that they could contact him about a more desirable location.
10. Steve Brown (Community Appearance): asked what construction materials
would be used. Mr. Hunnicutt said that the material would be native stone
and cedar. Steve Brown asked how big it would be. Mr. Hunnicutt said that
it is shaped for 3 different roof lines. Steve Brown said that the
Community Appearance Committee would be available for any consultation on
planting and that a list is available for the appropriate plants in the
vicinity.
11. Dick Shaw (Southwestern Bell): said that he is going to askforan
easement 25 ft. wide along the South property line and a 15 ft. easement,
with its West line beginning at the Southwest corner of the building, running
to tie into the 25 ft. easement. If they have future expansion plans,
they should stub out a pipe about 50 ft. (or the size of the future
expansion) now. Bobbie Jones said that any easements the utility companies
ask for, they should prepare, but she would like a copy. The City Attorney
types up what the City requires.
12. James Crownover (Ozark Electric Company): said that they will come
off the overhead on Joyce. We would like a copy of the floor plan. Mr.
Crownover asked if the electrical entrance into the building would be into
the Northwest corner of the building. Mr. Hunnicutt said"yes." Mr.
Crownover said that they would probably come underground. The developer
has to dig a trench out to our right-of-way and we would take it across
the street. We would want to sign an easement, if we go over with primary
service. Also, if we have to set a transformer by the building, we will
want a 15 ft. easement.
13. Bobbie Jones (Planning Administrator): said that they do need to
process a lot split. This will be the secondone on the property, and
she can only approve 3. The use is fine. The setbacks are fine. You
have got sufficient parking spaces. They should be paved either with
asphalt or double -chip -and -oil -seal. You are o.k. on driveway location
and width, however, you will need to get a permit for the driveway from
the Inspection Office. The minimum building setback is 30 ft., which
is fine. The only thing I have got to work with is the lot split. I
am not familiar with the Sign Ordinance, but I think they can only have
a wall sign, 16 sq. ft. in size. Mr. Hunnicutt brought up the fact
that the sewer has not been run on the East side yet. There was a
water line run on Mr. Kaylor's property about 4 years.ago. We plan to go
to the Southeast corner for water and sewer. Bobbie Jones said that there is
a requirement to submit the "as -built" plan after construction, with all
the easements and improvements on it. You need to show the easement for
the telephone company on the plot plan submitted with the building permit.
We will have to wait for Mr. Mattke's comments.
14. Paul Mattke (City Engineer): Not present. He gave these comments later:

They are not built (water and sewer) and not in service and we cannot
serve them until they are built. I do have a small 2 ', inch line on
the edge of Joyce Street, but it will not provide any fire protection
or sprinkler system, but would probably supply as much as a one -inch
meter.
