HomeMy WebLinkAbout1975-10-30 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held at 9:05 A. M, Thursday, October 30, 1975, in the Inspection Superintendent's Office, City Administration Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Roy Hawkins, Clyde Terry. CITY REPRESENTATIVES PRESENT: Wally Brt, Bobbie Jones, Janet Bowen. OTHERS PRESENT: Don Pitts The only item for discussion was a proposal submitted by ASSOCIATED PRODUCE Associated Produce for a display area and offices located (United Bilt Homes) opposite of the Johnson Road intersection on Highway 71 North Highway 71 North for United Bilt Homes. Mr. Don Pitts was present to represent. He said Collins Western Store was to the North of this. Comments were as follows: 1. Paul Mattke (City Engineer): We have either a 6 -inch or 8 -inch water main along the front of the property in an easement to our Lake Fayetteville Road that turns East to the boat dock. We don't have public sewer in the area,but Springdale does and they need to contact Springdale for sewer service. I would recommend a pressure regulator since there will be high water pressure. They cannot build over our water main. He needs to contact the Springdale Sewer Department to make sure they can obtain service. There was a capacity problem a few years ago and I don't know if it has been resolved. 2. Roy Hawkins (Southwestern Bell Telephone): Mr. Pitts said they would probably want telephone service only to the building to the South and they would want the same size and number lines as they had before. He said it would not matter whether or not the service were underground. He told Mr. Hawkins he did not know how wide the easement was that was shown on the drawing; that the deed merely stipulated that it was an easement for water, gas and electric, but it did not indicate how wide the easement is. He asked Mr. Hawkins if they could transfer the telephone number. Roy Hawkins: We have an existing aerial cable that goes down right beside Colliers building for telephone service. We can supply service from that. .You will need to contact our business office in the usual procedure to have your phones moved. I think we can transfer your telephone number without any problem even though I think about 500 feet up the hill you go into the Springdale exchange. 3. Clyde Terry (Warner Cable): If T. V. Cable service is requested, we may have some problem getting there but we will work with you to get you service if you request it. There is a possibility that there could be an extra charge. 4. Bobbie Jones (Planning Administrator): Mr. Pitts told Mrs. Jones that the driveways would come off the access road and the deed did not stipulate if the road they would be using for access was dedicated. Bobbie Jones: You are allowed wider driveways than what you are showing. You are allowed to have 40 feet whereas you are showing 20 feet. For a commercial use as long as you keep the separation there I think it is better to have a wider driveway. If you decide you want wider ones we would like to know. I doubt if this access road has been dedicated. If that is the case the ordinance will require the. literal dedication of the 50 feet to the City as public right-of-way. The ordinance is also written to require improvement to City street standards (curb, gutter and pavement) and I do nottknow what -will' happen since there is a road already there. Only the Planning Commission and Board of Directors has the power to waive that total requirement. You will either be required to improve it -or give 7 `� � Plat Review October 20, 1975• assurance of the improvement at some future date, .You just might .be required to develop the road on the part being developed and have a contract on the balance of the property for the other part. Highway 71 at that point falls under our Controlled Access Ordinance which calls for driveways to be off the access road rather than Highway 71. Mr. Pitts: I don't think there will be any problem on the access road We will want it paved and Mr. Collier and Mr. Hasseloff have indicated they would bear the cost on their part of it. We are also in negotiations with the Highway Department in putting a turn lane in there off of Highway 71. Bobbie Jones. It would be better on improving the road if Schmeiding, Collier, and Hasseloff could get together and do it all at one time. They will need an engineer on this and profiles have to be submitted to the Street Department. The Street Department will look over the profiles and also do inspections at intervals during the construction. Clayton Powell (Street Superintendent) is on vacation and Mr. McGetrick did not want to make any comments on this. We can issue a building permit on this if the Board of Directors approve it, but occupancy of the building could be heldup if the access road improvement is required along with this. It could be that you would have the building completed and ready for occupancy before the road is completed. You cannot build over that 20 foot easement. Your parking areas are required to be sealed (paved) and they should be striped off and other than that I think you have enough parking area I really do not know how to figure your parking area. I think you' probably are more capable of knowing if this number is sufficient for your use. Mr. Pitts told Mrs. Jones that he would want a sign there. Planning Administrator Bobbie Jones told him she was .not permitted to discuss the sign regulations with him and told him to check with the Inspection Department regarding that. 5. Frank O'Donnell (Arkansas Western Gas): Not present at meeting but submitted the following comment: Gas is in the front of this. Note: Planning Administrator Bobbie Jones said she had talked to Mr. O'Donnell yesterday by telephone and when he submitted this comment she felt he was not aware of the proposed use of the building. 6. Floyd Hornaday (SWEPCO): Not present at meeting and not available for comments. 7. Wally Brt.(Sanitation Superintendent): All you will need is regular cans. Have them out and we will pick them up when we stop to get Collier's trash. You are allowed 40 foot minimum on driveways. You need to have a radius on the driveways because those trucks just cannot navigate on 20 feet, not even those packer trucks.. On your drives, I would make a 10 foot radius on the curves. There was no further discussion. The meeting was adjourned at 9:40 A. M. 7s
