HomeMy WebLinkAbout1975-08-14 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING 10 The Fayetteville Plat Review Committee met at 9:00 A.M., Thursday, August 14, 1975, in the Directors Room, City Administration Building, Fayetteville; - Arkansas. CITY REPRESENTATIVES PRESENT: Pat McGetrick, Clayton Powell; Paul Mattke, Steve Brown, Bobbie Jones. • • UTILITY REPRESENTATIVES PRESENT: Frank O'Donnell, Roy Hawkins. The purpose of this meeting was to discuss street improvementprojects connected with the Community Development Project.•. Clayton Powell pointed out a problem which the Street Department has MITCHELL STREET encountered with the improvements of Mitchell Street. He said that Street Improvement according to a survey made by Blew & Associates, the City needs 10 ft.. additional right-of-way on the South side of the street between Lewis Avenue and Eastern Avenue. The entire area is shifted West and South according to two true surveys; the entire subdivision is off. Although a 40 ft. street right-of-way is shown, the City actually has only about 28 ft. because the 4- property owners deeds reflect that they own part of the street right-of-way. Mr. Powell said it is Mr. Grimes' (City Manager) feelings that rather than go with the adverse possession position, the City will enter into a formal condemnation to obtain the additional 10 ft. of right-of-way needed on the South side of Mitchell between Lewis and Eastern. In answer to a question from Roy Hawkins of the telephone company, Mr. Powell said they planned to leave 2 ft. between the sidewalk and the right-of-way line. 1. Roy Hawkins (Southwestern Bell Telephone): It will be necessary for me to put the stretch of cable, about 250 ft. in length, running from Eastern Avenue to the first pole on Mitchell Street underground. I can go ahead and draw up the job and order the cable, but it will take some time to get the cable in. Clayton Powell passed out street improvement specifications for Dunn Avenue between Fifteenth Street (Highway 16 By-pass) and National Street, and for DUNN AVENUE & Thirteenth Street from School Avenue through the intersection of Ellis 13th STREET Avenue. He said he had tried, but had been unsuccessful, to contact Charles Hoffman with the Community Development Program and the representative of the National Cemetery. He said he didn't expect any problems with the Federal Government level as the closest the construction would come to their retaining wall is 2 ft. and the sidewalk on that side will reinforce the retaining wall. Pat McGetrick (Street Department) told the Committee that it will be necessary to cut or grade the elevation on 13th Street from 300 ft. East of the Ellis Avenue for drainage, but both he and Mr. Powell said they planned very little cutting on both streets because both streets have a very good base. Mr. McGetrick agreed to meet with the various utility representatives on the site the first part of the following week. He said the streets have been recently surveyed and the nails in bottle caps are still there, but'no stakes have been set. Other comments were as follows: 1. Frank O'Donnell (Ark. Western Gas): We will start immediately to see what problems we have and get in touch with Pat McGetrick. I am almost Plat Review Committee -2- August 14, 1975 positive we will have same relocation. Mr. O'Donnell indicated to Steve Brown that they would expect some reimbursement for the cost of relocation. 2. Roy Hawkins (SouthwesternBell Telephone): I will go down and check the job site with the Street Department and work it out to the beet for both of us. 3. Steve Brown (Community Development): The only problem we have is the right- of-way around the cemetery and the V.A. representative has said the Federal Government will give us permission to use it for right-of-way purposes. 4. Paul Mattke (City Engineer): I have no idea what facilities are in this area at this time In the rest of the City, we have found the water lines have been there for along time and are probably shallow. As far as their condition and what they are constructed of, I don't. know. I don't:have the money in this year's budget to replace the water line. I anticipate problems similar to what we had on the improvement of Leverett Avenue. Sewers are probably marginal grade. I probably cantt do much with the sewer lines except fix them as they break them. • The meeting was adjourned at 10:00 A:M. • • • • • l'
