HomeMy WebLinkAbout1975-03-20 Minutes• j/ • « MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held at 9:00 A.M. Thursday, March 20, 1975, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Clyde Terry, Randy Schneider, Roy Hawkins, CITY REPRESENTATIVES PRESENT: Clayton Powell, Wally Brt, Harold Lieberenz, Janet Bowen. OTHERS PRESENT: Dr. Hayes, John Box. RETAIL AUTOMOTIVE STORE The only item for the Plat Review Committee's con= North College Avenue sideration was the Large Scale Development of Dr. Hayes to construct a new building adjacent to Cook Paint Store, to be used as a retail automotive store. Dr. Hayes and John Box were present to represent. Comments were as follows: 1. Clayton Powell (Street Superintendent): We have a problem on College Avenue with mud, etc getting tracked out onto the highway. I do not have the authority to enforce any restriction on this. However, I would like to suggest that the contractor be as careful as possible while constructing the proposed building to minimize this problem. Also, I would suggest picking up the drainage off the private drive itself and taking it to the storm drainage structure along the Highway to keep it from draining onto College. We already have a problem of water draining onto the highway and in freezing weather this creates a hazardous driving condition. We do have adequate right-of-way on College Avenue. 2. Clyde Terry (Warner Cable): Do you think there will be a request for T. V. Cable? If there is we will work with them in getting this done. 3. Randy Schneider (SWEPCO): I think we serve this from the South side (this is where our line comes in at). Don't think we will have any trouble in continuing service. We might need to know something about the load if they think they will need a heavier load. Don't see any problems. 4. Roy Hawkins (Southwestern Bell Telephone): We do have telephone service existing at the Cook Paint Store. I don't really see any problems now, but if for some reason you need to change your service or have it moved we can supply you with service. Don't see any problems. It is extremely difficult to wire for telephone on concrete and masonry walls of buildings and we wire these on the surface of these masonry walls. It does not matter to us, and is entirely up to the customer, but it would make your building look better if you can figure out where telephone service will be and install a conduit for the telephone wires there. 5. Larry Wood (Planning Consultant): Not present at meeting but telephoned in that he had "No comments". 6. Frank O'Donnell (Arkansas Western Gas): Not present but submitted the following comments: Don't see any problems. If they do have any problems they can contact the contractor. 7. Charles McWhorter (Fire Chief): Not present but telephoned that he had "No comments". 3/ A Plat Review March 20, 1975 -2- 8. David McWethy (Administrative Aide): Not present but stated that he had "No comments". 9. Wally Brt (Sanitation Superintendent): If you are going to have a lot of paste board boxes it would be cheaper in the long run to have a trash Lodal container. If you do want a Lodal container you will need to construct a concrete pad to place the Lodal container on since it makes the container last 4 to 5 years longer. We will also need adequate room for trucks to pick up and dump the con- tainer. A 4 -yard container costs $448.05 and a 6 -yard conatiner costs $556.50. You might check with Cook Paint Store about going in with them on a container. They really need one there. If you do, you will need a 6 -yard container for both stores. 10. Harold Lieberenz (Inspection Superintendent): Your plans show drainage going out to the curb. You should re -direct the drainage and take it back to the drainage inlet structure along the highway to keep it from going out into the street. Also the building plans do not show clearly where the hot water heater is located. The State Plumbing Code prohibits hot water heaters being located in restrooms. However, this may be planned to to be located above the ceiling but this is not clear when reviewing the plans. A. It appears that large glass panels are planned in the front wall along with a glass door. This glass will have to be safety glass (Arkansas Law) or the front of the building redesigned to be within the state regulations. B. The facia construction on the front of the building (over the walkway) does not appear to have a masonry wall backing it up. This proposed structure will not be located in the fire zone of the City and this construction is permitted by the City Building Code. However, I would suggest that Dr. Hays check with his fire insurance company to see if this will affect his fire insurance rate. The large scale development plan submitted for the Cooks Paint Store which was approved by the City Planning Commission did show "off street parking planned along the North side of Cooks Paint Store. The reason for referring this to the City Planning Commission for review: The proposed plan indicates sufficient "off the street" parking for the existing Cook Paint Store and the proposed automotive store but re -arranged from the previous plan approved by the City Planning Commission. 11. Paul Mattke (City Engineer): Not present but had same comments on this as he did on Cook Paint Store. Comments follow as such: There is an existing sewer service service that goes from that existing building to the Southwest over to where the road easement is and ties into a manhole there. As I remember that is quite high and that is a shallow manhole and the ground slopes off even more. Watch your grades on the floor elevation of this building very carefully. You may find that you cannot get into that manhole. There is another manhole to the North in front of where the gas station used to be. That whole area is quite flat. That manhole is only about 31 feet deep. I would suggest you have your engineer check those two points and set the elevation of your building accordingly, because it is easier to raise the building up. You have an existing water service at that building and one where the service station used to be. If you need additional service or a larger supply of water, we have a problem. The water main is under the western most lane of the highway. We cannot cut the highway. • • • Plat Review -3- March 20, 1975 Mr. Mattke asked if the building would be sprinklered, He admitted that he had a problem in providing enough water for a sprinkler system. He said that if they do elect to install a sprinkler system because of the better insurance rates, etc., he would need to get with them and go out and specifically locate the line in that area and find out what can be done.
