A meeting of the Fayetteville Plat Review Committee was held at 9:10 A.M.
Thursday, February 20, 1975 in the Board of Directors Room, City Administration
Building, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Randy Schneider, Clyde Terry.
CITY REPRESENTATIVES PRESENT: Clayton Powell, Bobbie Jones, Janet Bowen.
OTHERS PRESENT: Glen Oldham, Deryle Easterling, C. 0. Hammond.
GLEN OLDHAM
2712 West Sixth St.
The first item to be discussed by the Plat Review Committee was property
located at 2712 West Sixth Street, owned by Mr. Glen Oldham to build a detached
garage for the existing dwelling. Mr. Oldham was present as well as Deryle Easterling,
Mr. Oldham's neighbor to the East. Comments were as follows:
1. Randy Schneider (SWEPCO): No problems.
2. Clyde Terry (Warner Cable): No problems.
3. Frank O'Donnell (Arkansas Western Gas): No comments. They already have
gas service.
• 4. Roy Hawkins (Southwestern Bell Telephone): No comments. Telephone
service is already there.
5. Paul Mattke (City Engineer): As long as there are no additional water or
sewer requirements there are no problems.
6. Larry Wood (Planning Consultant): We need to keep the proposed right-of-way
for the service road clear.
7. Wally Brt (Sanitation Superintendent): No comments.
8. Clayton Powell (Street Superintendent): The only thing I can recommend
is that the setback requirements be met for the proposed service road as well
as the existing streets and federal highways. Highway 62 has been a problem
planning wise with the mixed usage and we have had the planning consultants,
consulting engineers and planning firms making their recommendations and we
have what we think will be eventually a functional plan or land use plan
for Highway 62 and the service road. In just adding a garage to a single
family dwelling the policy does not require any dedication of right-of-way
so long as the setback requirements are met. When setbacks are varied and
buildings allowed to be built closer than the required setbacks it always
creates more problems than there was originally and increases the cost to
an exorbitant level. (Mr. Powell said there were instances that presently
existed like this and when it came time to construct the road or highway it
cost untold dollars to buy a strip of land just wide enough to get by on.)
The only thing I can say is go through the procedure of requesting the review
by the Board of Adjustment and see what variance they will offer.
Mr. Deryle Easterling told Mr. Powell that Mr. Oldham was planning to buy a
strip off the West side of his property. (this would be on Mr. Oldham's East
side) and that this strip would be plenty wide.
Plat Review
February 20,-1475.
Planning Administrator Bobbie Jones told Mr. Easterling that this would require
the approval of a lot split since he would be dividing off his property.
Mr. Oldham told Clayton Powell that he re -measured -the distance from the garage
to his East property line and it was about 18 feet. (The plans reflected only 10 feet.)
Clayton Powell told him that since he was only 2 feet short of the required
20 foot setback avariance would more likely be granted than it would if it was
a larger variance.
Mr. Easterling and Mr. Oldham asked when sewer would be going through.their
property. Mr. Oldham said that the septic tanks from the neighboring houses to
the North were draining down onto his property. Mrs. Jones told them to check
with Mr. Hoffman, Property Inspector, on the drainage of the septic tanks.
Mr. Powell told them that the water and sewer improvements would be open for
bids for inside the City on February 26, and outside the City on February 27. He
said it would depend on the costs on how much they got done on it.
There was no more discussion.
Mrs. Jones told Mr, Oldham that she would place this item on the next
Planning Commission agenda and he would receive a copy of it.
C. 0. HAMMOND
Cline Avenue
The last item to be discussed was property located on Cline Avenue owned by
Mr. C. 0. Hammond. Mr. Hammond would like to buy some used trailer houses and
remodel them. He has two pads set up with utilities to them to check out the
trailers and m4ke-sure they work. He said these trailers would not be to use
for rentals and he would not have more than two there at one time Comments were
as follows:
1. Clayton Powell (Street Superintendent): I see no problems whatsoever from
the Street Department so long as he can get the necessary approval from the
Planning Commission. He will not be altering any streets, and the private drive
already exists.
2. Randy Schneider (SWEPCO) After Mr. Hammond pointed out the location where
the electric lines came in Mr. Schneider commented that he did not see any problems.
3. Clyde Terry (Warner Cable): No problems.
4. Roy Hawkins (Southwestern Bell Telephone): No comments. Telephone service
is already there.
5. Frank O'Donnell (Arkansas Western Gas): No problems. Evidently they already
have gas service.
6. Larry Wood (Planning Consultant): I have no objections as long as this does
not expand into a larger scale.
7. Wally Brt (Sanitation Superintendent): No comments.
8. Paul Mattke (City Engineer): We don't have any problems unless he needs
water or sewer. If he needs sewer the sewer is on the West side of the branch
along the West side of the property. That means he has a problem getting to it.
Neither the Street Superintendent nor I want any more above grade creek crossings.
Water is not a problem; it is from Cato Springs Road.
Mr. Hammond commented that he was putting in sewer and he showed his plans to
Mr. Powell. After looking them over, Mr. Powell said he had no objections to
this.
Planning Administrator Bobbie Jones then told Mr. Hammond to be sure and check with

City Engineer Paul Mattke on this creekcrossing because of the comments he had
submitted. Mrs. Jones gave Mr. Hammond a copy of Mr. Lieberenz's (Inspection
Superintendent) comments whichstated that a tract of land that exceeds one
acre in size must be processed as a Large Scale Development, and that as long as
there would be no major remodeling done to the outside of the mobile home it
appeared to him that this use could be permitted under Use Unit 17 which is
"Retail trade establishments general mobile home.
Bobbie Jones told Mr Hammond the mobile homes could not be rented or used as
dwellings. She then told Mr. Hammond that there had been a call to the Planning
Office about some cattle running loose on their property and asked Mr. Hammond
if he had any cattle. Mr. Hammond told her that some neighbor's cattle had gotten
loose and run through his chain link fence. It was discovered who the cattle
belonged to and the repair to the fence had been made.
There was no further discussion.
The meeting was adjourned at 9:50 A.M.
