A meeting of the Fayetteville Plat Review Committee was held at 9:15A.M.
Thursday, February 13, 1975 in the Board of Directors Room, City Administration
Building, Fayetteville, Arkansas. -
UTILITY REPRESENTATIVES PRESENT: Randy Schneider, Roy Hawkins, Clyde Terry,
CITY REPRESENTATIVES PRESENT: Clayton Powell, Paul Mattke, Bobbie Jones, Janet Bowen.
OTHERS PRESENT: Max Greenwood.
MAX GREENWOOD
The only item to be discussed by the Plat Review Committee Nineteenth Street
was property owned by Max Greenwood located off of Nineteenth Street. There
are two major streets proposed to go through this property. The existing house
is presently situated where one of the major streets is proposed. Mr. Greenwood
would like to put a temporary building on his property (which would also conflict
with the proposed street) for a hobby shop. Mr. Greenwood plans to move the
building when and if the proposed street comes through his property.
Comments were as follows:
1. Paul Mattke (City Engineer): We will be getting in contact with you in
the near future to let you know what we plan to do. We will be running a 24 inch
water line running East and West beginning at the section line there. This will
help to form a loop around the City. Septic disposal is probably already existing.
We have no problems.
2. Bobbie Jones (Planning Administrator): Mr. Lieberenz checked the building
code and there is no problem with using the wooden frame structure in that
zone that close to the property line.
3. Randy Schneider (SWEPCO): Will you need any additional power? Mr. Greenwood:
I probably won't need any more than what the transformer is already set up for.
Since I will be using more electricity I may ask for a commercial rate for
the house as well as the building; however, I will not need a separate meter.
Randy Schneider: I don't see any problems since you will not be needing another
meter. Had you needed another meter, we would have had to set another pole. We
could not have used the other pole as this would have gone across your carport
and this would not meet the National Electric Code.
4. Clyde Terry (Warner Cable): Since cable service is not involved, I have no
comments.
5. Roy Hawkins (Southwestern Bell Telephone): Will you want a separate line
or an extension. Mr. Greenwood: An extension. Roy Hawkins: This can be
arranged. I cannot see any problems.
6. Frank O'Donnell (Arkansas Western Gas): Not present but submitted the follow-
ing comments: We have a gas line in the area and are clear. No problems.
7. Larry Wood (Planning Consultant): Not present but submitted the following
comments: Don't see any problems if it can be worked out that he will move
the building when the time comes.
8. Wally Brt (Sanitation Superintendent): Not present at meeting but submitted

the following comments: If and when he needs sanitationservice he can
contact me. No problems. Mr. Greenwood told Planning Administrator Bobbie Jones
that he was presently taking care of his own trash disposal. He said part of
the scraps he would have left over he could use for burning if that would be
okay. He said he had a utility trailer to take care of trash.
9. Clayton Powell (Street Superintendent): It appears to me that this parcel
of property is right in the Southeast corner of two collector streets. The
College Avenue (North and South) abuts property developed by the late
Dayton Stratton which was self -storage buildings and he did dedicate the
right-of-way to Nineteenth Street. South of Nineteenth Street is appears to me
that this proposed building site is going to be within the required right=of-way
for the present platted street location for College Avenue. In any case, the
current policy on dedication of right-of-way is that if you plan to erect
a commercial building or transact any business which would be traffic
generating, you would be required by the Board of Directors to dedicate half
of the needed right-of-way to meet the Master Street Plan requirements.
In checking the plat book the East-West street which intersects Cato Springs Raod
at Highway 71 South, it is running due East with a slight jog North and then
back South at the intersection of College Avenue connecting with Pump Station Road
on the East end at Morningside Drive there does not appear to be any dedicated
right-of-way at all. Therefore, if your proposed building site should abut
that proposed street as contained on the Master Street Plan, and again
if it should be traffic generating, we would request 30 feet of street right-of-way
along the property. I understand your position and would like to work
with you as cooperatively as possible and still maintain our planning status.
Mr. Greenwood pointed out that he planned for this to be a movable building
and not a permanent structure and would take responsibility for moving the
building when the time came.
Planning Administrator Bobbie Jones told Mr. Greenwood that this would go to
the Planning Commission first because it could not be scheduled for the Board
of Adjustment until a later date.
The meeting was adjourned at 9:35 A.M.
