HomeMy WebLinkAbout1975-01-30 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Fayetteville Plat Review Committee was held Thursday, January 30, 1975 at 9:15 A.M. in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Clyde Terry, John Parker, Frank O'Donnell Roy Hawkins. CITY REPRESENTATIVES PRESENT: Clayton Powell, Paul Mattke, Bobbie Jones, Pat McGetrick, Janet Bowen. EXTENSION OF SYCAMORE STREET To Skull Creek The only item to be discussed was the extension of Sycamore Street down to Skull Creek. Comments were as follows: 1. Clayton Powell (Street Superintendent): We plan to reconstruct Gregg Avenue and Sycamore Street which are shown on the Master Street Plan as collector streets. ( Gregg Avenue is an arterial street). The construction of Gregg Avenue will be for four 11 -feet wide lanes from Spruce Street to Ash Street, and con- struction of Sycamore Street will be from a point 250 feet east of Gregg, with a crossing across the Frisco Railroad tracks, to tie into the industrial development(on already platted streets, part of them already being in.) and down to Chestnut Street on the west. The centerline of the railroad tracks is the end of the City's responsibilities of expense but Edmiston Industries, Inc. will extend Sycamore Street from the railroad track west to Chestnut Street. In 1976 we plan to complete the tie-in of Sycamore Street by going across Skull Creek to Leverett Street. Frisco is working with us to put in a moss type crossing and we already have easements. The right-of-way already exists from Leverett Street over to Skull Street and Mrs. Edmiston has already dedicated the right-of-way to Skull Creek. It will be McClelland Engineers' responsibility to supervise the relocation of the utilities, the installation of the drainage structure, and stake out the street project. From this point on it will be up to the City Street Department. We would like to get started on this as soon as possible. The profiles that were given to you are for you to study and determine if there are any problems. Any problems or delays in- volved in this will be discussed at next week's Plat Review Committee Meeting. If all the utilities are out of the way we plan to use a large scraper for removing the humps in constructing the streets. The streets will be widened and if we do not have the funds during this budget year to make it a complete four lane street (11 foot lanes or 44 feet wide from flow line to flow line) we will install base material and drainage structures to facilitate the paving of the additional two lanes in 1976. Mr. Hawkins (Southwestern Bell Telephone) asked what the full right-of-way was here. Clayton Powell: We have an easement from the railroad and we can build within 25 feet of the centerline of the tracks plus the 40 feet we already had for Gregg Street and we will be building right on the east edge of that existing right-of-way. Gregg Street will be four lanes and Sycamore will be two lanes at this time. The intersection will be constructed with 30 foot turn radii. We will have to build a retaining wall because of having to build up to cross the railroad tracks. Clayton Powell emphasized there could be no change in drainage plans as shown where Sycamore crosses the railroad tracks without_a very lengthy delay in getting reapproval from Frisco. If you need any liaison or assistance you can contact me, The increment of Gregg Avenue from Elm Street to Township Road likely will be accomplished this year under 0 Plat Review January 30, 1975 -2- Urban Assistance Programs to cut four lanes on the east side of the Frisco Railroad down to the intersection of Township. Mrs. Lemlock is the only property owner who is holding things up and I have the impression that since we do have the authority to pre-empt property owner rights in the public interest, there will be condemnation procedures. We have it worked out with SWEPCO to where we will be paying the expense of re-routing their spur railroad route and also the cost of re -locating their pole rack. Frisco officials are seemingly cooperating so far. It is my understanding that SWEPCO will be responsible for providing the plans for re -locating the spur. 2. Bobbie Jones ( Planning Administrator): Regarding the future extension on across Skull Creek to Leverett Street, I have a note here that a deed was given for 10 feet ofadditionalright-of-way just west of Skull Creek on the north side in 1968. If I remember correctly, when the apartments were built there, Mr. Lieberenz (Inspection Superintendent) retained a cash deposit toward improvement of Sycamore Street which is still being held. I don't think it is much but it might could be used. Check with Mr. Lieberenz on this. 3. Roy Hawkins (Southwestern Bell Telephone): We have about 600 pairs of cable on the east side right where they are going to build. (Right up to the right-of-way line.) 4. John Parker (SWEPCO): If the poles are where they are showing them on the profile our poles will not have to be re -located. 5. Paul Mattke (City Engineer): It would be a good idea to get in touch with Perry Franklin (Traffic Department Superintendent) on this. It would be better if they went ahead and put in conduits now than it would be to have to go back and dig up the street later to put a signal light in. 6. Clyde Terry (Warner Cable): There will be more of a problem if this is developed residentially than if it is developed industrially. Clayton Powell: I don't think they can have apartments here because of the zoning. I am going to make it a point to ask Mrs. Edmiston as to the development plans of this property. (Planning Office Note): Both sides of Sycamore Street west of Birch Avenue are presently zoned R-3 (High -Density Residential.) 7. Frank O'Donnell (Northwest Arkansas Gas): I think we might have a high pressure gas line down through the middle of this. There were no further comments. The meeting was adjourned at 9:35 A.M.
