HomeMy WebLinkAbout1975-01-23 Minutes• • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:20 A. M. on Thursday, January 23, 1975, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Clyde Terry, Roy Hawkins, Frank O'Donnell, CITY REPRESENTATIVES PRESENT: Paul Mattke, Bobbie Jones, Janet Bowen. OTHERS PRESENT: Neal Albright, Jim Lindsey. SWEETBRIAR ADDITION Replat of Block 1 The only item for discussion was the replat of Block 1 (19th Green) of Sweetbriar Addition located in the 2300 block, Sweetbriar Drive, for a planned unit development. Comments were as follows: 1. Jack Whitting (Ozarks Electric): Not present at meeting but submitted the following comments: SWEPCO will let us go up the East side in their easement, and I do feel that a 25 foot easement is needed for all utilities to get in there. 2. Charles McWhorter (Fire Chief): No comments. 3. Larry Wood (Planning Consultant): Not present at meeting but submitted the following comments: The 25 foot front setback from Sweetbriar Drive needs to be identified. The driveway needs to be identified as either a private driveway or common private property, etc. I suggest assigning a lot number to the driveway to simplify reference in the property maintenance agreement. I feel they need to pull the driveway away from East and West side property lines to avoid stubbing it out into the property both ways. Neal Albright said he had already drawn the driveway 4 feet from the East and West property line. 4. Paul Mattke (City Engineer):Mr. Mattke asked Mr. Lindsey if he was further subdividing and if he were planning to sell off individual lots. Mr. Lindsey explained that he had read through the ordinance four or five times and after talking with Mr. Lieberenz, Inspection Superintendent, they felt that dividing this up into lots and then splitting these lots again would be the simplest way for everyone concerned. He said he could get a building permit on this but could not transfer the ownership of a part of it. He explained that if an individual bought Lot 14, he would have to stay within the confines of Lot 14 and give a metes and bounds description; also he would have to be a member of the Property Owners Association. Any part of the lot he did not want would go into the Common Property. Paul Mattke: I don't see any difference in it being done this way than from the way it was formerly planned. There are no problems. 5. Frank O'Donnell (Arkansas Western Gas): Do you at this time have any tentative plans on building? Mr. Lindsey: Yes. We plan to build eight apartment units, two each on Lots 1,2,3, and 4. They will be individually metered for gas and electricity. Water will be off of a master meter. Frank O'Donnell: We are on the East side. Since you do have it separated you will be involved in a public service. He told Mr. Lindsey there would be a volune discount but he needed to explore further into this. I will have Plat Review -2- January 23, 1975 to go back and read my code book but think this would be a corporation situation. That is all I have. 6. Clyde Terry (Warner Cable): We are already buried with SWEPCO and we have our pedestals on the lots as shown on an earlier plot. The only problem would be if we have to move these pedestals. If this doesn't cause any problem with the property owner, then it will not cause us any problems to just leave them where they are. If they do have to be moved, the developer has to pay the cost. 7. Roy Hawkins (Southwestern Bell Telephone): I have changed the size and type of cable here several times. I feel that it would be best to wait until we have a final plat before determining the correct size and type of cable that will be needed since this has been shifted around. Because of the shifting, cable in one section is oversized while in another section it is undersized. Mr. Lindsey said he understood the problem and agreed with Mr. Hawkins's suggestion. # 8. SWEPCO: Mr. Schneider was unable to attend the meeting and no one else was present to comment on Sweetbriar. However, engineer Neal Albright said he had talked with John Parker who told him SWEPCO would try to work it out where they could go down the property line and then go across. 9. Bobbie Jones (Planning Administrator): The four foot pull back on the driveway from the East-West property line needs to be reflected on the plans. You need to show the use of lots 1 through 4, 5,6,8,9,10,11,12,13, and 14 being for residential purposes and Lots 7 and . 15 should be shown as common property for driveway purposes. The ordinance also states that the usage by acreages should be shown. You might just submit this in writing rather than showing it on the plans. Since Mr. Lieberenz feels that we can work with you this way, then we will. The zoning district needs to be shown@ on the plans. I would color code the driveways, buildings, and open area and all common property before going to the Planning Commission on this. Paul Mattke suggested using "Lot 16" instead of "Block,1-B." 10. Wally Brt (Sanitation Superintendent): No comments: *Randy Schneider called February 3, 1975 and said he had no problems.
