MINUTES OF A PLAT REVIEW COMMITTEE MEETING
A meeting of the Fayetteville Plat Review Committee was held Thursday,
January 16, 1975, at 9:10 A.M. in the Board of Directors Room, City Administration
Building, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Clyde Terry, Roy Hawkins, Jack Whitting.
CITY REPRESENTATIVES PRESENT: Bobbie Jones, Paul Mattke, Clayton Powell,
Janet Bowen:
OTHERS PRESENT: Mrs. Wanda Yoe.

Lot Split
The first item to be discussed was the Lot Split of Mrs. Wanda Yoe located at
Highway 45 and Crossover Road. Comments were as follows:
1. Paul Mattke (City Engineer): Water is available from the North side of
Highway 45. This is a relative low pressure area for water service. I would
suggest that they oversize their internal plumbing to compensate for this.
There is extreme pressure fluctuation here. Sewer service is not available at
this time by gravity but can use a small viro-tech unit which is a small
grinder and pump station which would probably pump over to Sequoyah Woods
Subdivision. This is operated by a small forced line leaving the pump and tying
into the nearestgravity sewer. This would be constructed as a private
yardline. The Farmer's Daughter is using this type system and you might
check with them. I am convinced that a septic tank, either short term,
or long term, is not the answer. There are some septic tanks in this area
but we are trying to discourage any more going in there. I have no more
comments.
2. Roy Hawkins (Southwestern Bell Telephone): I think in situations like this we need
a 15 foot easement running along the future street easement. He then asked
if this would interfere with the setbacks and Bobbie -Jones, Planning Administrator,
answered that it would not. Mr. Hawkins told Mrs. Yoe that when anyone
purchased this they would have to come back before the Plat Review Committee
with site plans to be reviewed. I have no other comments at this time. We will
work with the people on it as far as making some kind of agreement.
3. Clyde Terry (Warner Cable): We will work with the owner if and when
necessary. We do have cable on Highway 45 East. I have no other comments.
4. Bobbie Jones (Planning Administrator): The only thing I have is that on
the setback we would have to hold them to 50 feet from the front and 20 feet
from the South. I would recommend anyone building also setback 50 feet from
the East. The street is not in yet, and I don't really know about the setback
for that, but since it is contemplated I think they should stay 50 feet from
the East. Whoever does purchase this will have to go to the Plat Review Committee,
Planning Commission and the Board of Directors with their plot plans before they
can build. This will require some time and they should figure this into their
plans. They can contact our office on what is required.

5. Clayton Powell (Street Superintendent): I feel that taking preventive
measures are the best way to keep problems from arising when developing large
tracts of land such as this. It seems that when one tract is developed
by one owner and another tract by another individual, no one wants to
be out the expense of putting in a public street. I feet that the condominium
apartment complex that was proposed in part of this would create a traffic
problem. I think it should be considered to extend Cherokee Drive, which
was put in by the Sequoyah Woods Subdivision, on out to Highway 265 East.
Mrs. Yoe commented that she did not really want this street through here
as this would bring in additional traffic and that since this had been
through the Planning Commission about a year ago, she felt that they would
already be aware of the amount of traffic through this area
Mr. Mattke (City Engineer) suggested to eliminate the access problem, since
the owner would have to build a driveway anyway, and the tile would be the
same, why couldn't they use the money to put the driveway site where the
future road will be put in.
Clayton Powell: Adequate right-of-way exists on Highway 45. A right-of-way
of 60 feet is reflected on the plans along Crossover Road and it needs to
be 80 feet to meet the Master Street Plan.
Mrs. Yoe said she was sure her husband had already dedicated 80 feet to the
County along here but said she would check her abstract to make sure

Lot Split
The last item to be discussed was the Lot Split of Golden and Cora Ivey
located East of the City Limits F, East of Crossover Road in Sections 19 $20,
T -17-N, R -29-W, the portion being split off will be used for a step-down station
for Ozarks Electric.. Comments were as follows:
1. Jack Whitting (representing Ozarks Electric): This site is proposed
for a step-down station from 161,000 volts to 69,000 volts. Ozarks Electric
has 69,000 volt line crossing the East and West and SWEPCO has 161,000
volt line going through North and South and they will cross at the Northwest
corner of this property.
2. Clayton Powell (Street Superintendent): I don't see any problem with
the Ivey proposal.
3. Paul Mattke (City Engineer): Will you need any water for cooling?
Jack Whitting: No. Mr. Mattke: We might need to run a soil test to
see if there are any electro -potentials in the soil here since this is
JJ so close to the Beaver transmission line. We will talk about this.
No problems.

Mr. Mattke asked if the 50 foot lot access was a conveyance from the
Iveys to Ozarks- Electric. Mr. Whitting answered that it was;
that Ozarks Electric paid for it but :are.. letting them keep the land.
Mr. Mattke: Is this transferable? Mr. Whitting: I don't believe so.
f:% We have no objections. There is a street 300 feet West of the utility
easement but we don't have any access to it. Mr. Mattke: No subdivision
plat has been processed on that.
