• A meeting of the Fayetteville Plat Review Committee was held Thursday, September 19, 1974,
at 9:00 A.M. in the Directors Room, City Administration Building, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Frank O'Donnell, Clyde Terry, Randy Schneider,
Roy Hawkins
OTHERS PRESENT: Paul Mattke, Wally Brt, David McWethy, Bobbie Jones, Janet Bowen
DEVELOPERS and/or ENGINEERS PRESENT: Mr. James 0. Witt, Neal Albright

The first item for discussion was a Large Scale Development for 1375 Crossover Road
a proposed residential -garage at 1375 Crosbver:Road`'submitted Large Scale Development
by Mr.
James_o .Witt.
Mr. Witt was present to represent.
Comments were as follows:
1. Randy Schneider (SWEPCO): No Problems.
2. Frank O'Donnell (Arkansas Western Gas) No problems.
3. David McWethy (City Manager's Office): No problem!
4. Wally Brt (Sanitation Superintendent): No problems.
S. Clayton Powell (Street Superintendent): You don't plan any additional driveway or
driveway alterations? Mr. Witt: No. Clayton Powell: Crossover Road being State Highway
265, a principle arterial street, requires 80 feet of right-of-way. If we do need i
additional right-of-way, half of the additional right-of-way would have to be dedicated by
you. (5 feet of additional right-of-way is required.) (They presently have 70 feet of
right-of-way; but need 5 feet of additional right-of-way.)
6. Roy Hawkins (Southwestern Bell): No problem with the project.
7. Paul Mattke (City Engineer): No problems.
8. Bobbie Jones (Planning Administrator): Setbacks are 0. K. As soon as the right-of-way
is dedicated -the building permit can be issued.
,The next item was a Lot Split request of'Ydctor M. and
Isabell Bunten Watts (located at intersection of Gray and
Maple Streets.)
No one was present to represent.
Comments were as follows:

1. Paul Mattke (City Engineer): Water and sewer are available. However, they have a
problem with their legal description. It doesn't match the Plat Book, and the Plat
description does not match the description of the property being sold. He refers to a said
subdivision and then fails to mention the name of the subdivision; I think he is referring
to a tract rather than a subdivision. The description needs to be consistent. It starts
out so many rods and then goes to feet. Feet are now the acceptable standard and he needs
to get this all in feet. This is located near the intersection of Gray and Maple Streets.
Mr. Glens ".Wing asked in his letter for "waiver of further requirements of subdivision code and
regulations of the City of Fayetteville." I would in no way recommend a waiver of the
subdivision and construction codes. He is asking for a complete waiver of all building

my comments. (Called in that everything was alright.)
3. Clyde Terry (Warner Cable): Will have to look at a map also before making
comments. (Came into the office that afternoon and stated there were no problems.)
4. Clayton Powell street Superintendent): I want 5 feet of right-of-way on
Maple Street and 5 feet of right-of-way of HafieliStreet. When they do start
construction on the site a driveway permit will be required.

Mrs. Jones: Mr. Powell has lust asked for that. Mr. Hawkins: If dedication of
right-of-way is there I see no problem.
6. David McWethy (Administrative Aide): I would like to know where Gray Street
comes in at. Mrs. Jones: I will get a drawing of the general area for you.
David McWethy: The right-of-way will have to be dedicated before the building
can be issued

1. Randy Schneider (SWEPCO): We have already relocated our lines for this
construction. It would be cheaper on them to go underground in the future for the
rest of their expansion instead of us moving our line every time they want to expand.
It costs about $2,000.00 every time. So if they contact you (Mr. Albright) in the
future to expand you might get in touch with SWEPCO and see about going underground.
Other than that we have already taken care of everything for this expansion.
2. Clyde Terry (Warner Cable): No problems.

3. Frank O'Donnell (Arkansas Western Gas): I don't know where the gas meter is out
there - I didn't look. Sometimes a meter winds up in a corner, but I don't think it
is located there. They didn't contact us so I assume that it is alright, probably
out front. If the meter is located in the area of the construction they should contact
the Arkansas Western Gas Company.
4. Wally Brt (Sanitation Superintendent): The incinerator for their protection needs
to meet all the specifications of the Enviornmental Protection Authority. The man
you need to contact on this is Mr. Rush of Prairie Grove, Arkansas. If they wish to
discontinue their burning I will be more than glad to set a Lod -al container in there;
but if the incinerator meets all the standards, I see no reason to do this. They do
need to check to see that it does meet all the standards because they are going to get
pretty rough on these small incinerators.
5. Clayton Powell (Street Superintendent): We want to insure that we have 80 feet of
right-of-way for 15th Street which is State Highway 16. They should dedicate 40 feet
from the center line of the existing right-of-way.

6. Roy Hawkins (Southwestern Bell): Since I did not receive this until this morning
I really don't know what we have there. I can check it this afternoon and give you
any comments that I would have. Off -hand I can't think where our cable goes into the
building. (Mr. Hawkins called in his comments later. He said there were no problems
whatsoever at the present time.)
7. David McWethy (Administrative Aide): If additional right-of-way is needed, let
me know when it is dedicated.
8: Bobbie Jones (Planning Administrator): The building permit tan be issued as soon
as the additional right-of-way is dedicated, provided the Inspection Department has
all the information and:material they need.
9. Paul Mattke (City Engineer): Will they increase their water and sewer consumption?
There are water and sewer available. I will check the right-of-way and advise how much
additional is needed.
Mr. Neal Albright called back later and said he could find no record of right-of-way
being granted to the State or City. The marker is 40 feet from center line of black
top to the marker on the South. He didn't measure to the fence on the North.
Mr. Mattke checked the records in his office and reported there is presently
feet of right-of-way. An additional of right-of-way is needed off this
property.
The next item to be discussed was the replat of
Lots 17, 18, 19, and 20 of Subdivision, Hyland Park, Phase 2
submitted by Mr. Jim Lindsey.

1. Clayton Powell (Street Superintendent): No comments. It does not matter to me
if they change the alignment of the street so long as the street is built':to the
City minimum street standards. No new street plans will have to be submitted before
the street is constructed, but the "As-builts" will have to be correct and show how
the street is actually built.
2. Roy Hawkins (Southwestern Bell): I will have to look at the proposal further
and call back later in the day. This replat changes the already existing order to
serve these people (this area) with telephones. (Telephonescall later in the day):
We do have sufficient cable to accomodate this change in the plat, but any future
change of the plat, we will not have sufficient cable for. They would have to wait for
the cable to be ordered before we could install our services.
3. Wally Brt (Sanitation Superintendent): No comments.
4. Frank O'Donnell (Arkansas Western Gas): Since they are moving the entire street
South, I presume they have done the necessary moving of PVC casing for utilities.
5. Jack Whitting (Ozarks Electric): The easement along the North side of the street
probably should be reflected on this replat. No other problems.
6. Paul Mattke (City Engineer): The replat needs to include Lot 16. They are
changing the right-of-way width and this affects Lot 16 as it is drawn. The easement
between Lots 19 and 20 needs to be dimensioned. We now need to review the change in
the line of what this will do to the water line proposed to be constructed down this
street. Is this change going to put it outside of the public right-of-way? I think
•it will. If it does I will either need an easement for the water line, or the plans

will have to be revised,
Bobbie Jones pointed out that the bearing on the lot line between Lots 19 and 20
has changed and that there is an easement shown along this lot line. Also, the
easement along the North side of the street and around the cul de sac to the point
where the South line of Lot 18 intersects with the cul de sac does not appear on
this replgt. She said she remembered that this was put on the original plat because
all utilities will have to be along the street. If any utilities have already been
installed in this easement or right-of-way as it is shown on the original plat, there
will have to be sufficient easement to cover those utilities. Both the telephone and
TV cable representatives requested that the PVC casings (as mentioned by Mr. O'Donnell)
for their particular services be adjusted. TV cable service is not yet in this area
but the casings (street crossings) need to be installed at this time. Once a street
is paved it requires an order of the Board of Directors to make a utility cut in the
pavement for a period of time thereafter.
