HomeMy WebLinkAbout1974-09-05 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING • The Fayetteville Plat Review Committee met at 9:.15A.M..Thursday, September_ 5, 1974, in the Directors Room, City. Administration Building, Fayetteville, Arkansas. • • PRESENT: Pat McGetrick(representing Clayton Powell, Street Superintendent), David McWethy, Bobbie Jones, Paul Mattke UTILITY REPRESENTATIVES: Clyde Terry, Frank O'Donnell, Randy Schneider DEVELOPERS and/or ENGINEERS: Mike Brownlee with B 8 B Construction Company; Doyle Morrison, representing Lewis Ford The first item for discussion was Lewis Ford Sales, Inc., Large Scale Development Plan, 3373 North College to construct a new storage building on the existing property. Mr. Doyle Morrison was present to represent. Comments were as follows: LEWIS FORD SALES, INC. 1. Pat McGetrick (representing Clayton Powell, Street Supt.) 3373 N. College I know of no problems; however, Mr. Powell may have something L.S. Development Plan to say when he returns from vacation. 2. Randy Schneider (SWEPCO): I don't see any problems with the location. Do you know what plans there are for the other area later on? Mr. Morrison: Possibly to construct a future building for a truck repair shop. Randy Schneider: We have a pole line nearby that is close enough that we can come in to serve you from the existing building. I would probably have to set one pole and transformer to give you service. .No more comments. 3. Frank O'Donnell (Arkansas Western Gas): You do know where that big gas line is? Mr. Morrison: It is around at the back of the present building. Mr. O'Donnell: No more comments. 4. Clyde Terry (Warner Cable): Cable is not involved so I don't have any comments. 5. Paul Mattke (City Engineer). You are not going to be doing any excavation near a water line? Mr. Morrison: No. Mr. Mattke: Do you need service back to the building? Mr. Morrison: There are no plans for any water usage. Mr. Mattke: If you do want service, we need to tie onto your existing building's plumbing. We have sewer up to your main building, but that area back there is just too much lower and we cannot get to it at the right level. t.. 6. David McWethy(Administrative Aide): Will this be a "Butler" type building (pre -fabricated. metal)? Mr. Morrison: It will be structural steel with metal. David McWethy: If the Planning Commission approves it on September 10, 1974, it will go before the Board of Directors on September 17, 1974. We will send you notice of the Board Meeting. 7. Bobbie Jones (Planning Administrator): Zoning is alright. You are just inside the C-2 zone. We can adjust the zoning boundary 50 feet if it were necessary. We don't have Mr. Roy Hawkins (Southwestern Bell Telephone) with us. If you need service - even an extension- you will have to contact them. 8. Roy Hawkins (Southwestern Bell Telephone --not present at the meeting, but comments are as follows): If they ever want telephone service to this building, we will require a telephone conduit from the main building to this building. 9. Charles McWhorter (Fire Chief): Not present but had no comments. i/ FA Plat Review September 5, 1974 10. Wally Brt(Sanitation Superintendent): No problems. There were no further comments and the discussion was concluded. The next item for discussion was Shakespeare of Arkansas, Inc., Highway 71 South, Large Scale Development Plan for an addition to the existing building. Mr. Mike Brownlee of B and B Construction Company was present to represent. Comments were as follows: 1. Paul Mattke (City Engineer): Are you going to be increasing your water usage in the building? Mr. Brownlee: Very little. We are putting in one office and two restrooms, but this addition is strictly warehouse, and we want to tie into the existing water line within the building. The water will be run to the restrooms and a drinking fountain. Now the sprinkler system will also be run into the building. Paul Mattke: All the 90 degree angles you are putting in there will decrease your total pressure that much more. We have had a lot of trouble with this 8 -inch service here in back because of those leaching fields they have got. It's eating up the lines, and I don't expect it to get any better. Mr. Brownlee: We have filled in two of the ponds and I don't believe they will be using the others. Mr. Mattke: It doesn't really matter, because there is enough material in the soil to continue to eat up the lines, and the chemicals are the type that never neutralize. We are going to be crossing the North side of this property with a 24 -inch main in a couple of years. In the Northeast corner they show a line stubbed out to the North and if they extended on over we could tie on at that location in the future when we come through with the 24 -inch line. That way wec could make provision when you put the 90 degree angles in and put a valve in to kill this line. But I suggest that instead of using 90 degree angles they could use two 45 degree angles and cut off the corner diagonally. Mr. Brownlee: If the 8 -inch line is where it is indicated I'm sure that rather than to make that 90 degree angle they will want to just go on out and tie back into a straight line. Mr. Mattke: This would Le better. Mr. Brownlee: They will want to go whichever is the best way to maintain the best pressure they can. I will measure that whole property line and contact the sprinkler man. Mr. Mattke: You will have high pressure with your sprinkler system if it is built according to the National Firewriters Protective Association specifications. I would also like to point out that this line shown is not really a private fire line even though it appears to be, but is actually a part of the city water distribution system that is feeding South 71 and Greenland. Therefore, when we get ready to go to work on this we will need to supervise and inspect the construction of the new water line, and we will have to coordinate the tie in as well as the chlorination and sterilization and test it. Brownlee: No. Mr. Terry: No more comments. H. Frank O'Donnell(Arkansas Western Gas): Do you have any idea what your increased gas load will be? Mr. Brownlee: They are putting in 15 suspended heaters and I believe they are going -in there with 1 lb. pressure. The mechanical contractor talked with one cf your men and they didn't contemplate any problem with the incoming gas pressure. Mr. O'Donnell: I will check this out. This is all that I have. 4. Randy Schneider(SWEPCO): Will you be adding about 100 KW? Mr. Brownlee: I really don't know They will be putting in mostly just warehouse lighting (they are all 277) and I understand thay they will be tying into the line inside the present building. Randy Schneider: No problems' They are running a load requirement of about 1,000 KW and their present service is adequate for about 3,000 KW. 5, Bobbie Jones (Planning Administrator): The zoning does go on back to the creek. The setbacks are okay and it doesn't exceed the maximum building area on the lot. You stated yesterday that the location of the Lo -Dal container would not change and there • • • Plat Review September 5, 1974 will be a new drive around the building for access to this. Do you have any idea how many parking spaces they have? One parking space for every 1200 square feet of floor area is required. You will need 170 parking spaces Mr. Brownlee: I would say they have over 200 parking spaces and they couid park 30-40 more cars if they need to. Mrs. Jones: I would say that they probably exceed their parking requirements. No more comments. 6. Charles McWhorter (Fire Chief): Not present at the meeting but had no comments. 7.
