HomeMy WebLinkAbout1974-05-09 MinutesMINUTES OF A PLAT REVIEW COMMITI'MB MEETING The Fayetteville Plat Review Committee met at 9:00 A.M., Thursday, May 9, 1974, in the Directors Room, City Administration Building, Fayetteville, Arkansas. PRESENT: Bobbie Jones, Paul Mattke, Wallace Brt, Clayton Powell, Charles McWhorter. UTILITY REPRESENTATIVES PRESENT: Tommy Fincher, Clyde Terry, Frank O'Donnell, John Parker, Randy Schneider, DEVELOPERS AND?OR ENGINEERS: Dr. J. B. Hays, Attorney Tom Burke The first item for discussion was a large scale development plan submitted by Dr. J. B. Hays to construct a building for Cook Paint at 2844 North College Avenue. Dr. Hays and Attorney Tom Burke were present to represent the plan. Comments were as follows: DR. J. B. HAYS 2844 N. College (Cook Paint) L.S.Development Dr. Hays reported that the building site is immediately. North of the present location for Gallery of Homes. 1. Charles McWhorter (Fire Chief): No problems. Provide plenty of fire extint-'.: _ guishers. 2. Tommy Finchers(Telephone): Asked about telephone requirements. Dr. Hays said he was unsure, but expected them to need only a couple of lines. He said he did not particularly desire underground service. Mr. Fincher requested sufficient height on the weatherhead at the power entrance. 3. Clyde Terry (Warner Cable): If you decide you want TV cable, we can get to where we can serve you in a minimum amount of time. 5. Frank O'Donnell (Ark. Western Gas): We have a gas line immediately in front of the. building on your side. We can provide service adequately. We want to work out the meter location so it is out of your drive area. 6. Clayton Powell (Street Dept.): Perhaps you should check with Jim Peevy, District Engineer with the Arkansas Highway Department in Fort Smith on the driveways indicated. If they are not in existence, you will have to have a permit from the Arkansas Highway Department. Drainage should be controlled so that it doesn't empty out of the driveways onto College Avenue. According to the City Plat Book, we have 80 ft. of right-of-way already. This does meet the City's Major Street Plan Requirement; however, the State requirements for a major arterial street such as College Avenue calls for 100 ft. of right-of-way. In the past this hasn't created any problems, but I wanted to point this out because one could evolve at some future date. I don't suppose this 25 ft. road easement is connected with your development of this building here. If the property to the East is developed, it will be up to the property owner back there to develop the street. 7. Wallace Brt (Sanitation Dept.): Dr. Hays was not sure if Cook Paint would want a lo=dal container. Mr. Brt said if they decide they do, they should contact him. He said he would prefer they use a container instead of cans. 8. Randy Schneider (SWEPCO): Asked what the electrical load would be and what they will need for air conditioning. Will there be any 3-phase motors? Dr. Hays said he thought they would have about a 7 -ton air conditioning unit. Mr. Schneider said they will serve on the Southwest corner of the building. Plat Review Committee -2- 5-9-74 He asked for enough height on the entrance into the building so their lines would not sag below 18 ft. over the driveway. He said this would require an attachment to the top of the building about 22 ft. high. He requested the electrician on the project contact him. 9. Paul Mattke (Water & Sewer Supt.): There is an existing sewer service service that goes from that existing building to the Southwest over to where the road easement is and ties into a manhole there. As I remember that is quite high and that is a shallow manhole and the ground slopes off even more. Watch your grades on the floor elevation of this building very carefully You may find that you cannot get into that manhole. There is another manhole to the North in front of where the gas station used to be. That whole area is quite flat. That manhole is only about 3i feet deep. I would suggest you have your engineer check those two points and set the elevation of your building accordingly, because it is easier to raise the building up. You have an existing water service at that building and one where the service station used to be. If you need additional service or a larger supply of water, we have a problem. The water main is under the western most lane of the highway. We cannot cut the highway. Mr. Mattke asked if the building would be sprinklered. Dr. Hays said it is not required to be. Fire Chief McWhorter agreed that it is not required. 'Mr. Mattke.recommended a sprinkler system for the building, even thought one is not required, because of the proposed use of the building. He admitted that he had a problem in providing enough water for a sprinkler system. He said that if they do elect to install a sprinkler system because of the better insurance rates, etc., he would need to get with them and go out and specifically locate the line in that area and find out what can be done. 10. Bobbie Jones (Planning Office): Sufficient parking spaces are shown. Asked about a sign. Dr. Hays said it would be on the front of the building. Mrs. Jones said the proposed sign must conform to the sign regulations. She asked Dr. Hays and Mr. Burke to take the application and plans back to the Inspection Department and have them explain the additional information they needed on the plans. Bobbie Jones requested the Committee to make recommendations on a request for waiver of subdivision requirements submitted by Ronnie Woodfield. Mr. Woodfield purchased a parcel of property on Sang Avenue South of Berry Street which R. WOODFIELD has 80 feet of width at the street line. It goes 180 ft. deep, then narrow cSubd.Waiver down to 60 feet in width and runs a full mile deep. He would like to sell the 60 ft. width portion to the people who own lots fronting on Berry Street. It was suggested that he sell the property to the property owner on the South instead. Bobbie Jones said he had told her the person on the South did not want it. Comments were as follows: 1. John Parker (SWEPCO): We have had problems with this sort of thing in Springdale. He said he would not recommend it without some provision for either relocating the easement and utilities at this time or for future access to service. If the utilities services are moved, the property owners would have to bear the cost of moving them. Also, if you move the easement back 60 ft., it might make the service too long to get back into it. Plat Review Committee -3- 5-9-74 2. Paul Mattke (Water & Sewer Supt.): Can see a•lot of problems in it. Would like to see the whole thing replatted and try to make better use of the whole land area. It is not what he would consider good land use. They would end up with lots with a utility easement 60 ft. into it. Water and Sewer lines are both in Berry Street. Sewer service for the property to the South might have to be run through this in the future. Mr. Mattke said he did not believe the property owners would be happy with this. 3. Frank O'Donnell (Ark. Western Gas): We could get by with a 5 ft. easement on each side of each lot line. We would not use all of them. We could arbitrarily; use the easements we needed and run services. 4. Tommy Fincher (Telephone): We would need new easement and they would have to bear the expense of moving the service. Mr. Fincher, Mr. Parker, Mr. Terry and Mr. O'Donnell all felt that they could serve the surrounding property with a five ft. easement along each side property line. They did not recommend this under any other circumstances. 5. Clayton Powell (Street Dept.): Reservations should be made through this 60 ft. strip for the continuation of Lonnie Avenue and Leland Avenue and to see that we have adequate right-of-way on Sang Avenue. We need dedications for any right-of-way not already formally dedicated. Since the creek does exist, we need a natural drainage easement about 40 ft. wide which should be observed in any future development. Randy Schneider advised Bobbie Jones that two additional easements have CLOVER CREEK been found to be needed on the Clover Creek Subdivision plat. SWEPCO Easement needs 5 ft. on each side of the lot line between Lots 22 and 23 and Needed between lots 39 and 40 to install street lights. She asked them to contact the developers on this and if an easement is obtained to provide her with a copy of it, so that she can record it in her book. The meeting was adjourned at 9:50 A.M.
