HomeMy WebLinkAbout1974-02-28 Minutes• • • 411 • 4 • • • -J 1 MINUTES OF A PLAT REVIEW COMMITTEE MEETING ?s A meeting of the Fayetteville Plat Review Committee was held February 28, 1974, at 9:00 A.M. in the Directors Room, City Administration Building, Fayetteville, Arkansas. Utility Representives: Clyde Terry, Tommy Fincher, Kenneth Wagner, Jack Whitting, Randy Schneider. Engineers and/or Developers: Dayton Stratton. Others Present: Paul Mattke, Clayton Powell, Bobbie Jones, Iris Dees, Wally Brt. The first item to be discussed was the proposed airplane maintenance building to be located at Drake Field, Fayetteville and to be used by Skyways. Dayton Stratton was present to represent this. Comments were as follows: DAYTON STRATTON Drake Field Maintenance &da. 1. Kenneth Wagner: We do have gas available. It lies 4 feet to the west of where that new water main is. Dayton Stratton said Mr. Jones of Skyways will take care of the utilities except for the water. 2. Clyde Terry: As long as the Highway Dept. lets us go overhead it will be ok. I assume you do not want TV cable. 3. Tommy Fincher: Mr. Fincher, representative of Southwestern Bell Telephone, said he would talkto Skyways about their telephone requirements. 4. Randy Schneider: (SWEPCO) Is this building going to be flush to the fence like the other one? Mr. Stratton said it will be. Mr. Schneider said they have a pole where the building will be which will have to be moved. I will have to serve this building off the north and Tyson's off the same pole. Mr. Schneider asked what kind of load they need. Mr. Stratton said no more than the other hangar. Mr. Schneider proposed eliminating the existing street light on that pole. 5. Wally Brt: He said they would need an 8 X 10 pad which would be built between the two buildings. He did not think it would need screening because it would be between the two buildings and also there would be a cyclone fence to the; test. 6. Paul Mattke: I am submitting the necessary application to the FAA requesting authorization for locating the hangar at that location. Forms will probably be in the mail Monday and take about two weeks to process. 7. Clayton Powell* He said he thought the plans submitted,by Dayton were fine but the airport has been and continues to be a drain on public funds. I personally conducted a study at the airport which took over 7 months and offered a 62—page report which is on file at the University of Arkansas and I invite anyone to read it. It can be a self—sustaining enterprised fund the same as the Sanitation Dept. or Water and Sewer Dept., but it continues to be a drain on the general fund and other departmental budgets. Instead of improving the situation, we continue to violate setback require— ments for the airport zoning. The public owns every inch of land at that airport. It is all used for private commercial operations. The public has paid for every improvement at the airport with the exception of the Tyson's prefabricated sheet iron building recently erected there. To further encroach on the setback requirements for runways is compounding the problem we have there when all of this space is available south Of the existing terminal building..As commercial activities continue to expand nothing is done about airplane parking, vehicle parking, and service vehicle parking. Yet, all of these expansions are generating a profit for somebody and it is not for the airport. For this reason I would welcome anyone to read my report. If we add 95 Plat Review Committee February 28, 1974 Page Two another building it should be south of the hangar where it does meet setback requirements. Rent, royalties, etc. should sustain the airport operation. As a public official, I feel it is my responsiblity to point this out because the airport has been a drain and continues to be and does belong to the taxpayers. Bobbie Jones. explained that the revised preliminary plats of PROFESSIONAL PLAZA the Professional Plaza had been submitted. The Planning Conditional Use Commission has approved it with several conditions. One condition is that the size of the water line meet City Engineer's requirements. Comments as follows: 1. Randy Schneider: We will need a 7i foot easement across the south end of Lot 9 to serve the street lights. I would suggest it be moved around so it won't be set back in Lot 9 if the street is extended to the north. 2. Bobbie Jones: I am going to suggest to the engineer that even though it has been approved they should take the question of septic tanks on to the City Board before incurring any expense in designing or engineering plans. There were no other comments. The meeting adjourned at 9:45 A.M. 96
