HomeMy WebLinkAbout1973-11-25 Minutes• • • MINUTES OF A PLAT REVIEW MEETING 20 A Plat Review meeting was held November 25, 1973 at 1:30 P.M. in the Chamber of Commerce Board Room, 123 West Mountain, Fayetteville, Arkansas. Present: David McWethy, Larry Wood, Bobbie Jones, Iris Dees, Paul Mattke, Clayton Powell Utility Representatives and Developers/Engineers: Charles O'Donnell, Tommy Fincher, Clyde Terry, John Parker, Jerry Sweetser,-.Neal Albright. The Committee met to discuss the Jerry D. Sweetser Subdivision. JERRY D. SWEETSER Comments were as follows: Subdivision Preliminary Plat 1. Charles McWhorter: Not present but had called before the meeting and said he had no comments. 2. Tommy Fincher: Mr. Fincher asked Mr. Sweetser what he had in mind for that vacant piece of property. Jerry said he was going to build a house right in the middle of it. Mr. Fincher said he would need a 15 -foot easement for the telephone company on the south side of Lots 1 & 6, B1.1; 15 feet on the east side of Lot 6, Block 1, and Lots 2,3,4 in,Block 2; 15 feet; 15 feet on north side of Lot 4, Block 2, (or a perimeter easement around the whole thing). He needs 10 feet down the west side of Lot 1, Blockl. Between Lot 3 and Lots 1 & 2 - Block 2, they need 20 feet 10 feet each side of lot line. 3. Clyde Terry: Thought they might need a 20 -foot perimeter easement depending on what utilities would be in there and how many would be underground. Frank O'Donnell said he thought Arkansas Western Gas would be running behind the curb on the south side subject to what Paul Mattke would think. Jerry Sweetser said he would give them an easement for 20 feet if they really needed it. He said he didn't see why 15 feet wouldn't be enough. Bobbie Jones said they will have a 20 -foot building setback that they couldn't build in any way. The utility representatives conferred and felt 15 feet would be adequate if the Gas Company was in the street right-of-way. 4. John Parker: Asked for an additional 10 -foot easement centered between Lots 4 & 5 in Block 1, for street lights. They would also use the same 15 -foot easement as telephone and tv requested. Jerry Sweetser said he was going to put street lights in. 5. David McWethy: He asked 'what about the sidewalks" since they aren't on the plat. Jerry Sweetser said they would put them on the north and west sides of the street. Mr. Sweetserrsaid he thought the person who develops the lot should be able to put the should be able to put the sidewalks in when he knows for sure where everything will be so he won't have to tear them out. 6. Larry Wood: He said Township Road is a proposed collector street which would call for 30 feet off the north side of Lot 4, Block 2. He asked Mr. Sweetser if the north side of the street would tie into the street in Brookside East. Mr. Sweetser said it would. Mr. Wood asked if they ran into a 10 -foot discrepancy in the legal description and Mr. Sweetser said it proved 10 feet or more long. 7. Paul Mattke: He said he had no contacts concerning water andsewer for this addition and there was no water and sewer presently available. He said this subdivision depends on the construction of water and sewer for Brookside East Subdivision. Should the Brookside East Subdivision not proceed, Mr. Sweetser needs to be prepared to construct the off-site portion of water and sewer. Mr. Mattke said if Brookside East is developed, he'll connect to it. He did riot think this should be accepted for septic tank disposal if that is what is planned. This is sale access for Brookside East Subdivision; therefore, I believe that Bois de Arc Lane is a collector street by use, otherwise where is the collector. Jerry Sweetser said that Township when it is built (will be the collector). Mr. Mattke said he did not see an easement across the north side of the unplatted portion. A Brookside East representative had told them they had an easement across the north side of this property. Mr. Mattke 70 Plat Review Committee Nov. 25, 1973 Page 2 7/ pointed out that the question of the routing of the water line to Brookside East needs to be worked out. He said he had absolutely no word about change on their part Mr. Mattke asked Mr. Sweetser to get something in writing from them to him that someone is putting it in. Paul Mattke said he needed somthing other than verbal on this. Jerry Sweetser said he would give him somthing in writing after he worked this out. Paul Mattke said until the dedication for Township Road is taken care of he didn't recommend that a building permit be issued on that unplatted portion. He said whenever his department sees property that is being land locked they feelthe requirements be met on that piece of property. 8.Clayton Powell* This subdivision extends beyond the existing terminal point of the improved portion of Bodark Lane. Before any development of this subdivision is started the street should be constructed to the terminal point of the cul-de-sac. This would give access thru, otherwise, it would probably leave us with a segment of unconstructed street. It would leave no access to the subdivision if it wasn't developed. Jerry Sweetser said Bodark Lane is completed up to this property line already. He wants it completed to the end of the cul-de-sac. Clayton Powell talked to Mr. Sweetser and Mr. Albright about the extension of Bodark Lane at the curve where it intersects with Primrose Lane. Clayton Powell said that on the approved plans and profiles for Brookside East Kelley Brothers indicated this was a natural drainage point and they were taking water off the street and across Lots 4,5, & 6 of Block 1 of the subdivision. According to this topographic map the drainage goes due north. He said we have to make the drainage ditches coincide with what they propose or Brookside East will have to be changed. Their year of preliminary plat approval expires if Brookside East doesn't start they will have to re -submit a preliminary plat for Brookside East. Mr. Sweetser said he will rechannel this water across the back of Lots 1 thru 5, Block 1, then take it north. Clayton Powell said this creates complications. He reviewed with Mr. Sweetser and Mr. Albright the drainage plans for Brookside East. They have drop inlets on Primrose and draining to the east to Johnquil Road. Mr. Powell said Bois de Arc Lane from Winwood is too long to carry surface water in the street. He has required Brookside East to have plans to take it off the street at the point where Bois de Arc turns to north onto Primrose with a scupper drain. This will now have to be storm drained or Mr. Sweetser is going to have a ditch across the front of those lots. 9.Bobbie Jones: Need signatures of adjoining property owners on this; and make a note that you showed it to them and sign the note if they will not sign. Show street names — the east -west street should be Bois de Arc Lane and the north -south one should have the same name as in Brookside East. Show 25 -feet building setback lines along all street lines. The little square in the section corner should be identified. Mr. Lieberenz there was an error in your legal. You have given me the intended use of this property left out. Show the south side of Brookside East with intersecting streets. Identify point of beginning. Need graphic scale and date. Show street lights and utility lines. I think the area should be shown on the Plat as Block 3 if for no,other reason than to simplify legal descrip- tion. Need 30 feet dedication for future extension of Township along entire north side. Lots 1 and 4, Block 2 will be limited to a 67 foot wide house. Mr. Sweetser said he planned to use the unplatted parcel to build his house on and his taxes would be higher if he included it in this plat. 10.Frank O'Donnell: He said. the Gas._Company.will:prohably go behind:the curb in front of Lots 17.6, Block, 1, and north along the east sid& of.:Primrose. They will probably cross somewhere around Lots 5 and 6, Block 1. Paul Mattke said he wanted to have the engineers submit water and sewer details on this plan and the facts with any drainage channel inlets, drainage lines, and the location of all utilities within 20 feet of the water and sewer lines.
