The Fayetteville Plat Review Committee met at 1:30 P.M., Wednesday, August
29, 1973, in the Directors Room, City Administration Building, Fayetteville,
Arkansas.

The first item discussed was the Large Scale Development for Farm
Cooperative. Comments were as follows:
Paul Mattke:
Service
1. The Water and Sewer maps don't show any conflict or problems
with water or sewer being available to serve this project.
2. If a sprinkler system is used this system will need to be
tied into the water main on Highway 62 West.
3. The cooperative will need to connect to the city sewer main running
east and west across the property to the south of the proposed
project.
Wally Brt:
Wally asked if the cooperative was to need another "load all."
Clyde Terry:

The cooperative must figure some way to get from the proposed
structure to the existing telephone facilities located on the
east side of the railroad spur through the feed mill tunnel
under the railroad spur.
Clayton -Powell: -
No problems with the construction of the proposed building, however, it
should-be,noted'that the Majoi Street Plan proposes that both Highway 71 South
"and -Hwy. 62,West are•to be widened'to 100 ft. RCW's in the future. Existing
,ROpjs:are: '60 ft. for Hwy: 71 South and 60 ft. for Hwy. 62 West.

1. Mr. O'Donnell from the Arkansas Western Gas Company called and
left word that there was not any problem serving the proposed
structure with natural gas.
2. There is a question in interpreting the "use units" about whether
this proposed use is a permitted use or is a non -conforming use.
The Zoning Ordinance sets out that the City Planning Commission
will need to review this "use" and interpret the ordinance as
to whether or not it is a permitted use.
3. Building plans will need to be submitted and reviewed by the City
Inspection Department at a later date to see if it complies with

the City Building Regulations.
4. Mr. Herb Holcomb called and said the 3 phase power requested by
the cooperative was available and that S.W.E.P.C.O. would work
with the cooperative on getting electricity to them.
Mr. Losey and Mr. Crouch:
1. Asked if anyone knew when the work was to be started on the
future widening of both Highway 71 and 62 West. No one could
tell him.
2. They didn't believe that they would need another garbage container
for the new structure.
3. They stated that this structure was to be used to store drugs
used in processing their "feed." It needs to be in a restricted
place and this proposed structure would help to properly super-
vise the storage of the drugs.
The next item discussed was the Large Scale Development for a residence
proposed to be located on Halsell Road. Comments were as follows:
Paul Mattke:
1. No problems with sewer and water service for the project.
• 2. O.K. for Mr. Rene Diaz to plan to connect into a sewer manhole
instead of connect directly in to the sewer main.
David Tucker:
1. No problem to get telephone service.
2. O.K. for owner to plan to bury telephone service across his
property.
Clyde Terry:
1. Can serve the property up the west side of Mr. Diaz's property.
2. TV company would install drop to customer for normal connection
fee.
Clayton Powell:

1. The Major Street Plan calls for fifty (50) foot right of way
in the future and with the existing street being forty feet
wide, there will be an additional five (5) feet off of Mr.
Diaz's property for future widening.
The City can't require that Mr. Diaz deed this additional right
of way at this time because this is just a Large Scale Development
and is not a subdivision plat but he would request that he did.
2. Minimum driveway tile is 15 inches in diameter, however, Mr. Diaz
should also match driveway tile size that is located on each side
of his driveway if it should be larger than 15 inches. The property
owner pays for the driveway tile.

3. Owner should get driveway permit from the City Manager's Office
even though there is no curb and gutter on Halsell Road. This
way he will be notified and can check installation.
There was a discussion as to where this five feet would be located on his
property because of a problem of a 10 foot strip by quit claim that runs
across his south property line. Mr. Diaz was not sure where the five foot
and ten foot parcels of property were exactly on his property. Mr. Clayton
Powell indicated that he could not be sure that Mr. Diaz would need to
get his property surveyed.
David McWethy:
Mr. Diaz should be prepared to deed this if the Large Scale
Development was brought before the City Board of Directors.
Harold Lieberenz:
1. Mr. O'Donnell called and said that Mr. Diaz, the property owner
would have to install a natural gas yard line at his expense
across his property to be served gas with the gas meter located
on Halsell Road.
2. Mr. Herb Holcomb called and reported that electrical power
is available to get to Mr. Rene Diaz's residence. He said that
S.W.E.P.C.O. would work directly with property owner to work out
getting power to the residence.
The meeting was adjourned at 3:30 P.M.
