MINUTES OF A PLAT REVIEW COMMITiEh MEETING
The Fayetteville Plat Review Committee met at 1:30 P.M., Wednesday, August 15,
1973, in the Directors Room, City Administration Building, Fayetteville,
Arkansas.
Present: Bobbie Jones, Paul Mattke, Clayton Powell, Wallace Brt.
Utility Representatives Present:Frank O'Donnell, Clyde Terry, Herbert Holcomb.
Developers and/or Engineers: Dan Epperly, Richard Hipp.
On the agenda for this meeting was a large scale development plan and EPPERLY GREENHOUSES
conditional use request for an expansion of Epperly Greenhouses on Mt. Comfort Rd.
Mt. Comfort Road. Dan Epperly was present. He stated they wish to build L.S.Development
two new greenhouses. He said this will be strictly a growing operation Conditional Use
with wholesale sales. They do not want retail trade. He said the buildings
would be framed in metal with heavy polyethylene type covering. Comments and
requirements were as follows:
1. Frank O'Donnell: Discussed gas service with Mr. Epperly. Mr. Epperly
said the gas service is presently in place. The buildings are heated with
hot water. Everything is satisfactory.
2. Clyde Terry: Not involved.
3. Paul Mattke: Sewer will be part of the HUD project and will be available
at completion of the project in the future. Water service is fed off a
2i inch line. His first relief will be if he can connect to the 4 inch
line West of him. In approximately 8 months from now we will have an 8 inch
line there. As he increases his water demands there are going to be some
pressure problems. If they become severe and he cannot live with them, we
will have to work out something temporarily to keep him going until the 8 inch
line is in.
4. Clayton Powell: Both driveways are existing. If the ROW for Mt. Comfort
Road is less than 60 ft. wide, I ask that he dedicate 30 ft. from the
centerline. (Mr. Epperly said he had given the ROW necessary to widen
15th Street in the past and he felt this increased the value of his property
there, so he did not object to the ROW request.)
5. Wallace Brt: Discussed sanitation service with Mr. Epperly. Mr. Epperly
said he is presently being served very satisfactorily.
6. Bobbie Jones. Property zoned R-1.
Jack Whitting was not present, but Mr. Epperly said he had 7,200 volts into the
back side of building #4.
Richard Hipp, Attorney,had been present to discuss the proposed OTASCO JAMES E. HOLDER
building to be located on North College Avenue between Wheeler Motor OTASCO
Company and Gibson's-Wyatt's. The property is presently owned by James North College
Holder. Mr. Hipp had another appointment and the architect on the project L.S.Development
had not arrived. Mr. Hipp asked that the review be postponed until the
following week and that if any of the Committee needed additional information
they indicate that at this time. Preliminary comments were as follows:

1. Paul Mattke: The water line is under a parking lot between Lee
Street and College Avenue and would be difficult to tap. They
would need to go to College Avenue or Lee Street for service and
obtain the necessary easements. Sewer is available from Lee St.
Floor elevation should be adjusted so that they could connect with
the sewer line in Lee Street. I strongly recommend that they
connect to the public sewer system.
2. Wallace Brt• Would like to have them consider a static compactor.
Need a location for a lodal container.
3. Clayton Powell: Their development abuts the segment of Lee Avenue
north of Bertha Street. That is a dedicated ROW. If they wish to
use that for access, cargo or otherwise, it will have to be constructed
to minimum street standards. I would like to have it either built
or abandoned, and would prefer to have it built. They will have to
have the consent of the owner of the property on the north to
break the curb between their parking lot and Gibson's parking lot.
By all means, develop Lee Avenue if the development abuts it.
4. Herbert Holcomb: If Jug Wheeler will allow us to continue our
power line across his 80 ft. stretch of property, I would like to
have a 10 ft. easement along those lots to give him service.
5. Clyde Terry: The 5 ft. easement between the shopping center on the
north will need to be increased to 10 ft. so the telephone and TV
can bury in from Highway /1. We may have to feed in from the north-
west corner of the property. Will it be possible to move the building
at least 10 ft. off the north property line?
The meeting was adjourned at 2:25 P.M.

comments on the proposed OTASCO Store.)
