HomeMy WebLinkAbout1973-03-07 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING The Fayetteville Plat Review Committee met at 3:30 P.M., Wednesday, March 7, 1973, in the Directors Room, City Administration Building, Fayetteville, Arkansas. Present: Bobbie Jones, Paul Mattke, Clayton Powell Wally Brt, Charles Utility Representatives Present: Frank O'Donnell, Clyde Terry, David Tucker, Herbert Holcomb, Developers and/or Engineers: John Hinkle, Mike Watson, Doyle Shelton. The first item discussed was a proposed plat to dedicate the easements in the Wayne Hinkle Mobile Home Park on Highway 16 East. John Hinkle, father of Wayne Hinkle, was present. Comments were as follows: 1. Frank O'Donnell: The easement to cover the high pressure gas line (a 50 ft. easement) is not shown on the plat. Also, no buildings or trailers can be built within 25 ft. of that line. 2. David Tucker: Everything O.K. 3. Clyde Terry: Easements fine. 4. Paul Mattke: Easements correct for water and sewer. 5. Clayton Powell: Obtain Curb -cut Permit from the Arkansas Highway Department. Drainage to the southeast corner. If you use driveway to drain property, divert it off the driveway into the barrow dithces rather than into the highway. 1? McWhorter. PLAT TO FILE EASEMENTS IN WAYNE HINKLE MOBILE HOME PARK 6. Wally Brt: Do not want any underground trash containers. The next item discussed was the proposal for a medical building to be built on the south side of North Street, the east side of'College Avenue, and the north side of Baxter Lane. Mike Watson represented the plan, which had SAM ROBINSON, JR. been revised. Comments were as follows: North & College L.S.Development 1. Wally Brt: Mr. Brt had worked with Mike Watson on this and they had agreed to locate the trash container just northeast of the canopy to the building. Under the agreement, that would delete two parking spaces shown on this plan and remove part of the curb and tie it back into the retaining wall so that the truck can manuever. The trash -serviced area will be put on a concrete pad. 2. Paul Mattke: The eastern leg of the North Street intersection reworking is across the north part of this property. We are currently designed to accept an 18 foot dedication and a four foot permanent -use easement' Thebcurbcli_nelw llrbetrighton� the 18 foot dedication line, with a left turn storage lane from North Street on to College Avenue, we will be forced to prevent the western parking lot entrance from having cross -lane access to. the west -bound lane of North Street. The east leg of the parking lot will have both east and west lane access, This will force the City to assume a greater portion of the construction cost on North Street, as we will then be having to increase the • • Minutes of a Plat Review Committee Meeting March 7, 1973 Page 2 cost of paving and gutter by approximately 70 feet from what we had planned to do. This also puts us in a position of being about to acquire an addi- tional 18 feet plus a 4 foot permanent easement useage off Lester Buchannan, plus we will have+.additional;ROW widening to the east we will have to ac- quire. This is the only way I can see to make the intersection work. Sewer is available -inBaxter. lthire:isin' trouble on that. We had talked about bringing the high-pressure line down on North Street from the inter- section of Highland approximately 1200 feet to his property. This would be at the developer's expense. This should give him more than adequate water. He will then have to use a pressure regulator. He can come in off Baxter off a sixteen or six inch line. He will have to protect the water system to prevent back flow and will still have to pump it to have adequate pressure. Mr. Mattke said he felt bring the line from High- land and North Street would be the cheaper way in the long run. Bringing it off Baxter Street would be cheaper for short term investment. But the maintenance cost over the years would make the Highland Street line cheaper. Mr. Mattke asked Mr. Watson if they did not have an easement along the east property line of this property. Mr. Watson said there was a water line through there. Mr. Mattke said there is a six inch water main crossingtthrough there. Mr. Watson offered a 10 foot ease mentetoethetutility companies and this was discussed. Mr. Watson explained that there would be quite a bit of cutting in this area and they planned to stabilize the slope with gunnite. Mr. Mattke said that they are unable to replace gunnite if they should have to cut.y) Mr. Mattke instructed that they should not cut the ground within 3 feet either horizontally or vertically of the water line. If they cut along the west line of this line with the slope the way they are proposing, it would be very good erosion prevention means. He asked that they not extend the gunnite to within 3 feet of the vertical plane of the water line. This would probably cause the City problems and the line would have to be replaced or worked on and the City cannot replace the gunnite. 3. David Tucker: We will tryyto work with the property owner and work out a solution fortTuture replacement of telephone lines. The telephone company needs a four inch pull duct for telephone. The property owners should furnish this to the property line. We will still have to have the temporary anchor on Baxter Street until such time as we feed Baxter Street off North Street in the future. 4. Frank O'Donnell: The Gas Company has a one inch line that goes up into the property which we will have to kill prior to con- struction. They are to let us know when. We will serve the property off Baxter Street. 5. Clyde Terry: Clyde Terry requested one -inch conduit along side the telephone and electric companies in to the building. Trans - Video needs them to firm up the easement they will furnish from Baxter to North Street as soon as possible. Mr. Watson promised to work with the Telephone, TV, and Water and Sewer Deparment. 6. Herbert Holcomb: Mr. Holcomb said that he thought that the plastic lines should be wrapped where they cross under the street. He asked whether the street is going to be developed any farther along the north side of North Street, and Mr. Mattke told him that only the radius and the intersection to meet the existing Minutes of a Plat Review Committee Meeting, March 7, 1973 Page 3 street. Mr. Holcomb said that the developers have requested SWEPCO to bring their power from the north side of North Street underground, since they furnish the two pull ducts. We will serve from the north side of the street. We want to make sure that the riser will not be shifted in the future with:,streetcimprovements, and that the north side of North Street is stabilized. SWEPCO has agreed,to move and vacate the facilities on the property as soon as the demand for these facilities is over. Mr. Mattke added to his comments that he would have to check to see whether the 4 inch line on Highland and North Street has the capa- city to serve a sprinkler system. They do have the capacity on the Baxter Street line but it does not have sufficient pressure. 7. Bobbie Jones: The parking spaces weretdrawn 9 by 20 instead of 10 by 20. With the new size, I believe they come up 10 parking spaces short. I will double check this, and will also double check the setback from the northeast corner of the building. Mr. Watson indicated that they might want to shift everything 10 feet to the weat. He felt that this would still meet the required setbacks from College Avenue. 8. Charles McWhorter: Mr. McWhorter was not present, but had advised the Planning Office that he would request that the building be sprinkled. He cannot require it now but it may become a requirement in the future, and he would suggest that it be done now. Mr. Watson asked for two copies of the minutes as soon as they are prepared. The last matter reviewed by the Plat Review Committee was the pro- posal by Shelton Sales and Service to build an office and warehouse on Poplar Street immediately west of the railroad tracks. Mr. Doyle Shelton was present. Comments were as follows: 1. Wally Brt: Mr. Shelton will provide a six inch thick concrete pad for the trash service. He proposes to locate it at the northwest corner of the future warehouse where they will place the container. This is providing the Ozark News Agency opens the area which they have in here. If they do not, the container will be placed on the east property line between theufuture_Warehouse and the immediate building with a pad provided. 2. Herbert Holcomb: Our service is on the northwest corner of all of his property. We will try to work with the developer or the property owner on bringing service back to each building as they are built: 3. Frank O'Donnell* We can work out the gas service with the pro- perty owner. 4. Clyde Terry: Ask Mr. Shelton whether they would want TV cable service. Mr. Shelton was not sure but thought they might in the future. Mr. Terry said that there were no problems. 5. Development 0 Minutes of a Plat Review Committee Meeting March 7, 1973 Page 4 owner on the location. 6. Clayton Powell• Poplar has an existing ROW of 40 feet. To meet the Major Street Plan, we need to increase the ROW to 50 feet. And if the street is to be a collector in the future, we will need460 feet. This would require additional ROW of 5 feet or 10 feet depending on the future width of Poplar Street for each side of the street. Mr. Powell approved of his separating the driveways and parking areas with a curb. He said he would appreciate it if the west driveway could be moved from the property line at least 5 feet. You will have to install a tile for the barrow ditches on Poplar Street. The minimum size is a 15 inch tile. We will check for the adequacy of the size of the tile. You can storm -drain the full width of the front if you like. Mr. Shelton said that the lot would drain to the south. He said he had checked with all but one of the property owners and they all said they all want to drain it all to the back to Birch Street. Mr. Powell said that the fifteen inch tile that had been installed on Birch Street will not carry the drainage for all the adjoining property. If the: drainage is going to be to the south property line, and thence to the west to Birch Street, in the engineering plans and profiles, Birch Street there is an under -drain under the street stipulated to be a fifteen inch tile. With this additional drainage that would have to be either a 30 inch tile or three fifteen inch tiles. Mr. Shelton said that everything on the adjoining proper- ties drains through there now. Mr. Powell said that the 15inch tile crossing Birch Street was sized to carry only the street drainage. Mr. Powell asked whether Mr. Shelton had any idea of the distance from the property line to the existing railroad track. Mr. Shelton said he believed it to be 50 ft. to the center line. Mr. Powell said the Major Street Plan calls for a central city expressway along here. He wished to check that and be sure. He said the railroad will let us build a street within 22 ft. of the center line of the tracks. If they have a 50 ft. R.O.W., that would mean we would need an additional 22 ft. reservation for a street along the east property lihe. Mr. Powell wished to check this and get back in touch with Mr. Shelton. Mr. Powell contacted the Planning Office later with the following comments: The new proposed major street plan reduces the expressway to a minor or an alterial. Under either, we believe we can keep all the streets. on the east side of the railroad tracks so with a dedication of additional R.O.W. on Poplar Street, and other comments about drainage, this project can proceed. 7. Paul Mattke: The sewer is fairly shallow along the south property line. He will not be able to build within 10 ft. of either side of that sewer line. Mr. Mattke was not sure how close/the sewer line is to the property'line. He said the sewer could be a problem because as low as it is, it is on a minimum grade, and he thinks the location of it may fall right into where future warehouse building is shown. Water is available from Poplar Street. The meeting was adjourned at 5:30 P.M. Igo 1
