HomeMy WebLinkAbout1973-02-07 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING The Fayetteville Plat Review Committee met at 3:45 P.M., on Wednesday, February 7, 1973, in the Directors Room, City Administration Building, Fayetteville, Arkansas. Present: Paul Mattke Wallace Brt Bobbie Jones Clyde Terry Utility Representatives Herbert Holcomb Jim Miller Developers or Engineers Present: Mr. Watson Thomas McNair Edward Hancock Harrison Davis The first matter discussed was a proposed Large Scale Development Plan for a Scottish Inn to be located on the old VFW property on North College Avenue. Mr. Watson, with Mid -South Survey from Dardanelle, Arkansas was present to represent the plan. Comments and requirements were as follows: 1. Herbert Holcomb: SWEPCO has adequate three-phase power along Highway 71 North along the front of this property and can contact them at any point. SWEPCO will work with the developer or owner on their power needs and has no easement requests at this time. 2. Jim Miller: There are plenty of telephone facilities on Highway 71 North. Mr. Watson told Mr. Miller that the main office and switch board would be in the restaurant. Mr. Miller needed to know whether they would want a PBX System and if the developer would furnish the telephone company an equipment room to put all of the equipment inside. SCOTTISH INN 3000 N. College L.S.Development 3. Clyde Terry: requested room in the equipment room also. 4. Paul Mattke: The City has a six-inch sewer on the East side of Highway 71, and it is more than adequate in capacity for this development. He emphasized that the restaurant must have properrgrease-traps and proper maintenance of those grease -traps. This is a particularly important point because of the flat grades in there. There is a slight problem in getting water to the property. The City's water- lines are on the West side of the highway, and the Highway Dept. will not let the City cut the highway. It is a long way to bore under and will be quite expensive. Also, the waterline has over 100 pounds of pressure on it so the developer will need to provide a pressure regulator to protect his internal systems. 5. Jim Miller: We may also have to bore under the highway. 6. Wallace Brt: If you go to the Load -all containers on trash service it would take a sixty foot radius to turn the tender truck around. There is a parking lot right behind the trash service shown on the drawing. Mr. Brt wishes to work closely with the superintendent during construction so that he can get to the container after the project is finished. Minutes of a Plat Review Committee Meeting Page 2 February 7, 1973 7. Mr. Watson said that Peck Robertson would supervise the construction on this. He left a copy of the plans of this pre -fabricated structure to be checked by the Inspection Department. Clayton Powell could not be present due to an emergency in the Street Dept. His comments, submitted later, are as follows: A. Need a permit from the State Highway Department Maintenance Office in Springdale for driveways connected to Highway 71. B. All roof and parking area drainage should be collected in catch -basins and storm drains to the drop -inlets on College Avenue. Do not direct drainagaeout of driveways onto Highway 71. C. Public Right of Way should not be used for setback requirements, green areas, etc. Larry Wood also submitted the following comment later: If the street in- formation outside the property lines drawn to scale, it would appear there is only sixteen feet from the property line to the center line of the highway and twelve feet from the curb to the center line of the highway. A mini- mum of forty feet of Right of Way is needed from the center line of the highway. 8. Bobbie Jones: Any sign must meet the City Sign Ordinance. 163 The second item discussed was a proposed large scale development to be known as Duplex Village and to be located on the North side of Stone Street be- DUPLEX VILLAGE tween Lewis and Cross Avenues. Thomas McNair was present. He said they are (Thomas McNair) working on trying to get the East-West alley in this block closed. The alley Maine & Lewis would then be developed into a private drive. His other alternative would L.S.Development be to build Maine Street across the North edge of the subject property. He said this would be too expensive. Comments and requirements were as follows: 1. Herbert Holcomb: We have agreed to work with the developer on getting power in. SWEPCO does not require the use of the alley other than for the developer's use and we will co-operate with him on that. We will want to talk to them on requirements and whether to go underground or not. 2. Clyde Terry: We will also come up Stone and on Cross. 3. Wallace Brt: Suggested that rather than build concrete block wall around the trash pads, they be enclosed with pipe or angle iron. He felt the occupants would have more of a tendency to keep the pads clean this way. Also, the drive would have to be wider than the present alley width for the pak-mor trucks to get through and serve. A minimum of 20 ft. is required and he preferred 25 ft. drive width. Also at each end where the developer does not own all the property, bend the drive to get the full width. 4. Jim Miller: Requested easement between the proposed buildings and their parking areas to bury a cable there. • 5. Paul Mattke: Felt angle parking safer than head -in parking. The. City has a water line in Lewis, at Stone Street but don't have at* on Maine or Cross. He can put a meter on Lewis and take a yard line from Lewis on down. He may need a pressure regulator. Minutes of a Plat Review Committee Meeting February 7, 1973 Page 3 We have a 6 -inch sewer in Stone and up Cross and another sewer line going East from the intersection of Maine and Lewis. He could sewer by running a "T" line up from Stone and serving or he could bring a line up Lewis and down the alley. Either way would cost about $3,200.00. Mr. Mattke also said that if the alley is closed and all the property is to remain under the same ownership, he could run a sewer yard line from each du- plex down to the sewer main on Stone Street. Requested to use easement with telephone company:) 6. Bobbie Jones: Need additional right-of-way to meet the Major Street Plan 10 ft. on Stone Street and 7+i ft. on Lewis. Clayton Powell was not present due to an emergency in the Street Dept. The third item discussed was a proposed preliminary plat to Replat part of Lot 2, Block 6, and all of Lot 3, Block 7, Meadowlark Addition sub- mitted by Edward Hancock and Harrison Davis. Mr. Hancock and Mr. Davis were present. Comments were as follows: PRELIMINARY PLAT REPLAT PART OF MEADOWLARK ADD. 1. Herbert Holcomb: Is this in any way connected with the development of any other portion? It is not. A Power line is presently available on the West of Block 6. There is nothing at the present time between the existing Lots 1 and 2, Block 7. If we build overhead, we can get in on the existing easement; but if we go underground we will discuss with the owners the need for additional easements to get a tie in or come off the street. No unsolvable problems. I would like to have ou4;a%commercial representative call on them and find out what their loads will be like. 2. Clyde Terry. Existing cable on the West side of Block 6. No Problems. 3. Paul Mattke: See no problems with water and sewer. Want to review detailed engineering plana. Both can be provided. 4. Jim Miller: No major problem. Prefer to go underground. Clayton Powell was not present due to an emergency in the Street Dept.
