MINUTES OF A PLAT REVIEW COMMITTEE MEETING
The Fayetteville Plat Review Committee met at 3;30 P.M., Wednesday,
December 20, 1972, in the Directors Room, City Administration &dlding,
Fayetteville, Arkansas,
Present: Clayton Powell, Paul Mattke, Bobbie Jones.

Utility Representatives: Herbert Holcomb, Clyde Terry.
Developers and/or Engineers: Cy Carney, Jr., Pat Tobin,
The first matter for review was a proposed large scale development
plan submitted by Cy Carney for property located on 15th Street. Cy
Carney, Jr. was present. Comments were as follows:
1. Cy Carney: Have been contacted requesting a 7�11 Grocery in
addition to the laundry on plan submitted. Propose a 40 ft*
by 60 ft. building in addition to the 30 ft* by 80 ft. building
shown. Buildings would be joined with a fire wall,
2. Paul Mattke: Sewer is available in 15th Street. Water is also
available and is no problem for 30 machines; but would recommend
that Mr. Carney instruct his plumber to install a pressure
regulator because of high water pressure.
3. Herbert Holcomb: Will serve either off 15th Street or off
Mr. Quik e"IAe with service to the East property line and cooperate
with the owner as to the service of the balance of the area.
Will get easements directly from the owner where necessary.
4. Clyde Terry: Must come off Highway 71 and would more than likely
come in on SWEPCO's poles.

5. Clayton Powell: If the private paved street is ever dedicated it
will have to be brought up to the City's minimum. standards at that
time. If any additional driveways proposed, they will have to meet
the 25 ft. minimum separation. Any additional fill on any of the
back property should use caution not to encroach on the natural
drainage. Street Department received complaints last summer about
the fill backing up water North of 15th Street. (Mr. Carney said
this fill inquestion was not on their property.) Setbacks should
take into consideration the Major Street Plan,
6. David Tucker: Not present, but had submitted a note to the Planning
Office. Southwestern Bell should have an easement along the East
side of this property 15 ft. wide to serve this property from 15th
Street, This easement will also serve any building built South of
the proposed building. Easement is necessary because property can be sub-
divided in the future. Paul Mattke asked that the easement be made
so all utilities can use it,
7. Bobbie Jones: Setbacks are okay. Need a total of 36 parking spaces.
Clayton Powell said that if the parking area is to be paved, the grade
should be established to drain to the Southwest corner of the property,
The ordinance requires the parking area be graded, drained, and
sealed.

The next matter to be reviewed was a proposed large scale development plan
submitted by Pat Tobin for property on Township Road. Mr. Tobin was PAT TOBIN
present: Comments were as follows: 46 E. Township

1. Paul Mattke: Utilities are available. Water is on Township Road
and sewer is through the property. There may be a problem with
rock, but it is within a reasonable distance. This property
is not in the flood plain but believe he would be prudent to stay
off the creek as much as possible because believe the run off co�
efficient will double when the area develops. Recommend the floor
level be 1 ft. above the creek bank,
2. Herbert Holcomb: Immediate power available.
3. Clyde Terry: It would require a major construction to serve this with
TV cable. We could ride the electrical pole line, though,
4. Clayton Powell: There are no driveways indicated on the plan. He could
have multiple 40 ft. driveways as long as he keeps 25 ft. separation.
Separate parking from the street.
5. Bobbie Jones: Will need 20 parking spaces and they must be arranged
so the cars do not back out into the street.
6e Larry Wood: Parking should not back into the street. (Not present, but
called in comment.)
7. David Tucker: Not present, but left note earlier, Southwestern Bell
has a buried toll cable approximately 40 ft. North of the Highway
centerline, We need a 10 ft. easement on the South side of Mr. Tobints
property. We will need to dig up the existing cable at the Southwest
corner of the property for telephone service to this new building.
