MINUTES OF A PLAT REVIEW COMMITTEE MEETING
The Fayetteville Plat Review Committee met at 3:30 P*M90 Wednesday, December 13,
1972, in the Directors Room, City Administration Building� Fayetteville,
Arkansas,
Present: Clayton Powell., David Faught, Bobbie Jones.
Utility Representatives Present: Clyde Terry, Jim miller.
Developers and/or Engineers: James As Pennington, B. As Shamblin,
The first matter discussed was the proposal of Southwestern Bell Telephone
Company to install a microwave tower on Lot 4, Kenilworth Addition. This
is a conditional use city wide and the land involved is larger than one SOUTHWESTERN BELL

Clyde Terry: No problems, but would like to know what frequency
it will operate on and whether any of the pole lines on the
property will be moved. (B. A. Shamblin said the pole lines
will not be moved.)

3. B. A. Shamblin: The old shed on the property will be torn out.
The equipment ' building will be of masonry construction compatible
with adjacent residences, We intend to clear site of weeds7i�scrub,
brush and shed. It will be maintained by regular mowing during
the &owing season.
4. Clayton Powell: Change terminology on 12 ft. gravel road to
private drive. We have an existing 50 ft. ROW on Kenilworth
which is undeveloped, but is used as a gravel street. No opposition
to the construction of this tower as long as they do not encroach
on the 35 ft, radius of the cul de sac. They can construct a 12 ft*
private drive with barrow ditches to facilitate proper drainage
down Kenilworth to Rock�wood Trail. Arch the fence around the cul de sac,
5. Herbert Holcomb: Not Present, but had called the Planning Office,
Requested easement down the East property line be allowed to continue
in existance and also requested a 10 ft. easement along the South
edge of the property for its entire width,
6. Arkansas Western Gas: No representative present, but earlier contact
between the Planning Office and that company indicated there was no

conflict,
7. Bobbie Jones: Dimensions across North property line on plot plan do
not add up,
Paul Mattke's comments were submitted later and follow these minutes,
The next matter discussed was a proposed large scale development plan �McBRIDE DIkRiBUTT!4G)
submitted by Bob McBride for McBride Distributing Company. There was L.-S'.bev'elo
no one present to represent the plan. Comments were as follows: West St. &

1. Jim Miller: No problems. There is a telephone cable existing
down Spring Street already,
40 2�..' Clyde Terry: Don't anticipate any problems.
3. David Faught: Discussed possibility of having Spring Street vacated
West of West Avenue. Clayton Powell said he was not in favor of,ii
because there are curb drop inlets and drainage on down to the creek, Mr. Faught
said he had already okayed the building permit application. The Urban
Renewal has a 50 ft. front yard requirement and a 25 ft. side yard
requirement. He said he would go along with a 20 ft. setback from
West Avenue if the Board of Adjustment grants a variance,
Mr. Powell said he would submit his comments later.
4. Larry Wood:
Not present,
but
felt the location
of the major street
on the Major
Street Plan
needs
to be pinpointed.
No other comments.
5. Harold Lieberenz: Not present, but also mentioned need to pinpoint
location of Major Street. This will be up to the Planning Commission
and City Board of Directors.
Mr. Powell's and Mr. Mattkets comments were submitted later and follow these

Mra Grimes and I have today made a tour of the site
for the proposed McBride building on West Avenue.
My only requirements are:
1. Right—of—way on both West Avenue and Meadow
Street needs to be brought to minimum require—
ments to meet the Major Street Plan. Need 10 ft*
on West Avenue and 14 ft. on Meadow Street,
2. All driveways must be 50 ft* from the points of
intersection of the streets. They must get a
curb cut permit before driveway construction.
3. Drainage must be diverted to a central location
spot rather than out into the street,
4. Retaining waU must be 2 ft. in back of the
property line as stipulated by ordinance Any
retaining wall excavation wilI have to have a
permanent hand rail to protect pedestrians and
motorists,

Re: McBride Distribution Company Warehouse
Dear Mrs. Jones:
My comments are as follows:
I Are they planning to install a sprinkler system? If so, I
have a 6 inch water main in Meadow Street. I have a 4 inch main
in West Avenue, that due to its age, does not have sufficient carry-
ing capacity remaining for a large water customer, and certainly
not for a sprinkler system.
(2) Will they have a need for connection to public sewer? If so,
I have a 8 inch sewer in Spring Street. They will need to check
grades to make sure that they have sufficient grade from, and floor
elevation to get into the public sewer.
What are their requirements for water service going to be? I
will need estimated daily, hourly, and peak hour requirements,
Is this to be more than a one-story building? If so, I will
need that information, d
Is additional right-of-way required along Spring, West, and
Meadow Avenues as a result of the major street plan, or to bring
the dedication up to 50 feet?

pedestrian
safety along the deep
cut
to be
excavated along

and Meadow Sts?
What provisions are being made for storm drainage and drainage
originating both outside and inside this area?
