MINUTES OF A PIAT REVIEW COMMITTEE MEETING
The Fayetteville Plat Review Committee met at 3:30 P.M., Wednesday, November 29, 19722
in the Directors Room, City Administration Building, Fayetteville, Arkansas.
Present: Clayton Powell, Paul Mattke, Bobbie Jones.
Utility Representatives Present: Jim Miller, JkckcWhitting,
Developers and/or Engineers: R. M. Fisher,
The first item discussed was a
large scale development
plan submitted
FISHER,INC,
for Fisher, Inc. who wishes to
develop a sales lot for
used cars, marine

craft, and mobile homes on the
East side of Highway 71
North between
L.S.Development
Masonic Street and Millsap Street. Mr. R. M. Fisher was present,
Comments were as follows:
1. Charles McWhorter: No-1comments,
2. Jim Miller: Feel sure there is an easement along highway which is
not reflected on this drawing, The t6lephone company has a cable
buried all down there. Believe the access box is at the corner
of Masonic Street and Highway 710
3* Clyde Terry was not present but had contacted the Planning Office
and said there were no problems.
4o Herbert Holcomb was not present, but had contacted the Planning
Office earlier, He stated they have adequate power along the
highway frontage on this side of the highway. No easements requested
at this time, but wished to put property owner on notice, that one
will be required in the future when they wish to develop the portion
of this property to the East,
5. Clayton Powell: Developers are furnishing a frontage or service road
from Millsap Road northward, Mr. Powell feels there is a need for one
all the way to Harold Street due to the current congestion which is
going to increase. Normally the property owner or developer sustains
the cost of this frontage road. The City has nothing to require one
at this location, but he felt it very desirable, If the developer
is not in a position or is not willing to go ahead at this time, we would
like to reserve space or right-of-way for one in the future,.-)
Based
on Ordinance 1750, the driveway is located too close to the intersection
of Masonic and Highway 71; it should be 60 ft. from the intersection.
Not opposed to the location of temporary structures now, but if there
is a permanent development there, I would like a frontage road reserved,
6. Paul Mattke: Have a sewer easement through this strip. Easement is
25 ft. wide run.ing North-South, but not sure whether it is against
the highway right-of-way, They can cross this with driveways, but don't

become a part of the__50 ft.-frontage'road Mr��Pcwell is requesting.
7. Bobbie Jones: Building must be set back 50 ft. from highway right -of -
ID way.
Mr. Fisher said the depth of the development is flexible and based on the
foregoing comments wished to expand the depth to at least 100 ft. at this time,

The next matter reviewed was a proposed expansion for Ridgeview Baptist
Church, a conditional use and also a large scale development. No one
was present to discuss this, Comments were'as follows:

la Bobbie Jones: Need a ruling from someone on whether or not the Coi
bus parking spaces can be substituted for car parking spaces.
Screen the parking on the North side which is nearer than 20 ft.
to the property line.
2. Clayton Powell: If)constructing as proposed, contact the State
Highway Department on permit for additional driveway on Highway 16.
Everything else looks fine. (Bobbie Jones iold him the Planning
Commission is concerned about how driveways are be#ng permitted on
State and Federal Highways and may soon request that the City
regulate these driveways also.)
3. Paul Mattke: Have water and sewer services available. As long
as he doesn't change the existing grades in there, everything is
fine. Check the floor elevation of the proposed building to be
sure it will drain into the sewer.
4. Charles McWhorter: No coirments.
5v Jack Whitting: Ozarks Electric has a pole right in the middle of the
proposed driveway on Highway 16 (actually existing driveway being
widened). There is no way that pole can be relocated without quite
a bit of undertaking. The driveway can either be left at its
present width, or widened toward the West away from the pole.
6. Clyde Terr7: On the same pole with Ozarks Electricil otherwise no
comments,
In view of Mr. Whitting's comments, Mr. Mattke suggested they either-��
eliminate that driveway altogether or widen it to the West.
7* Larry Wood was not present but called to say Ray Avenue is only
40 ft, wide and an additional 5 ft. is needed for widening. He
felt the driveway discussed above should be eliminated expecially
in light of the recent discussions the Planning Commission has had
on access control*

Bobbie Jones:
Regarding the plan submitted for a 75 ft. tower to be
erected on Lot 4, Kenilworth Addition by the Southwestern
Bell Telephone Company:
it *Will this tower interfere with the tower for Trans -
Video? with the tower for the Gas Company? with
the tower at the Ai rport?
2. Will this tower interfere with our radio tower for
transmission and receiving on our water tower9
This tower has the F.B.I., Sheriff's Office, Police,
Fire, Water & Sewer Dept., Public Works, Civil
Defense, and a couple more all operating off it,
Smith 2 -way Radio takes care of all these,
3. Did they check with the FAA for clearance on the
height of a 75 ft. tower? Don't expect any trouble
but they need to get a permit.
Are they going to be using any utility facilities?
If they need either water or sewer, I am not sure
whether we have anything in the area we can connect
