HomeMy WebLinkAbout1972-08-30 Minutes1?5 MINUTES OF,1A PLAT REVIEW COMMITTEE MEETING The Fayetteville Plat Review'Coi�ittee met at 3:30 P,M., Wednesday, August 30, 1972, in the Directors, Room, City Administration Building, 40 Fayetteville, Arkansas. I � Present: Clayton Powell, Paul,,.)Mattke, Bobbie Jones. I Utility Representatives Present: David Tucker, Herbert Holcomb, Clyde Terry. Developers and/or Engineers: Ervan Wimberly, The first matter discussed was a Preliminary Plat of the Fayetteville INDUSTRIAL PARK Industrial Park. Ervan Wimberly represented the plat, Comments were Preliminary Plat as follows: 1. David Tucker: The only economic proposal for the telephone company is for the City to grant the necessary easements for aerial service within the park as the City sells the property, He did not know how to plan underground service. 2. Herbert Holcomb: Suggested that the City plan automatically that as they sell a plot, they reserve an easement 15 ft. wide all the way around the lot if other eeasements do not exist. Make the 50 ft* utility easement in the West side of Lot 1 a 100 ft. easement. SWEPCO presently has a 100 ft. easement there, Requested a 15 fte easement across the North edge of Lot 4; also a 15 ft. easement along the entire West edge of the tract from State Highway 16 By-pass to the South line. That will insure a loop feed in case a tract gets sold without an easement getting recorded. Concerning an agreement with Thrasher -May to allow them to construct a street across Lot 1, Mr. Holcomb asked that this agreement be provided that said development of said street does not conflict with the present deeded easement to SWEPCO facilities, Clyde Terry: If and when they need TV facilities, the power and electrical will be there first and we will rent their poles, 4. Clayton Powell: Proposed that since the Industrial Park was initially laid out with the Industrial Park Road developed by the City with the two existing roads (Black Oak Road and Pump Station Road) to serve Lots 7 and 11 and Lots 10 and 14 but no other lots as the rest of the lots have frontage on the Industrial Park Road, that any additional streets required as a result of further subdividing lots as they are initially laid out that the cost of said streets be included in the sale price of the newly created lots and streets be constructed before construction of industrial facilities commences. Otherwise, we are going to end up with a maze of 20 ft. wide gravel streets providing access to small parcels in the rear areas of the Industrial Park and will have the same problems in the Industrial Park that we have now throughout the City. Any streets constructed in this area should be constructed to serve industrial traffic, Requested that all of Lot 2 be reserved for the future expansion of the three City departments presently existing on Lot 2 ---streets, sanitation, and shops, 10 10. 8-30-72 �2� )36� The Western portion of loot 1 will be an unusual strip of land due to an existing agreement with Thrasher May Developers to construct a street across Lot 1 running diagonally and intersecting with the Industrial Park Road and the Northwest corner of Lot 1. This, with the existing utility eastments, setbakcs, etc, will cause thlsl�ldt to be used solely as a green area, 5. (Paul'Mattke:. Comments basically the same as Clayton Powell's. As eaciclot-is sold or split, the cost of extending sewer and water to them should be added to the price of the property. Requested an easement East and West across the back of Lot 8 so we can get to Lot 7 for sewer. Also needed easement East and West across Lot 7 in line with lift station about 30 ft. wide. In Lot 1, the water line easement in incorrectly located; relocate it properly. Mr. Wimberly passed out corrected copies of the preliminary plat of J.R.Boston Property the J. R. Boston Property, New comments were as follows: Preliminary Plat I 1. Ervan Wimberly: Lots 24 and 4 are to be dedicated as a park, 2. Clayton Powell: Still concerned about the intersection with Winwood Drive. Brookside East will be useing it for access off Bois d -Arc Lane, Mr. Powell cited a bad drainage problem on Winwood and felt this to be a bad location for an intersection. He also felt an outlet to the property to the North should be provided, 3* If going to intersect with Wirywood Drive, they ought to change Lots 1 and 2 around and move that street over into there somewhere, Mr. Mattke thought there should be an outlet to the North and also to the Wests Both the telephone and electrical companies thought an outlet to�' I the North would be very desirable. Some discussion was held concerning a possible development of Dr. Vinzant's property to the North, Ervan Wimberly said the location of the proposed street with Winwood Drive was in his opinion the best possible engineering wise, This location gives better sight distance,.)
