The Fayetteville Plat Review Committee met at 3:30 P.M., Wednesday,
June 14, 1972, in the Directors Room, City Administration Building,
Fayetteville, Arkansas.
Present: Paul Mattke, Clayton Powell, Charles McWhorter.
Utility Representatives Present: David Tucker, Herbert Holcomb.
Developers' Representatives: Hugh R. Kincaid, Mike Watson, Pat Tobin.
The first matter discussed was the revised drawing on the proposed medical
offices at the Southeast corner of North Street and College Avenue, Hugh KINCAID & CO.
R. Kincaid, Attorney, and Mike Watson were present on behalf of the North & Colle
proposed project. Comments and requirements were as follows:
1. Clayton Powell: The State Highway Department is in the process
of widening from North Street North to the Highway 71 Bk. -pass
loop. They are redesigning this intersection, but will not
give any information on it yet. Kincaid and Company said they
are willing to dedicate 11 feet on the East side of College ,
Avenue. Mr. Powell said he has had a discussion with a potential
developer for the other side of College Avenue. He thinks he
would be willing to give 10 feet.
The Major Street Plan calls for Baxter Street to be 50 ft. wide.
0 Mr. Powell requested an additional 5 ft., but said it could be
an easement for street and utility purposes.
Mr. Powell again requested a minimum additional right of way
dedication of 18 ft, for widening of North Street.
Drainage shown is satisfactory. Driveways are also okay.
Mike Watson said the existing property line along College Avenue
is the retaining wall; they are willing to dedicate to the dark
line shown. He asked if all the 18 ft. requested on North Street
would be used. Mr. Powell said it probably would be and that
the redesigning would extend back 250 ft. from the intersection
in all four directions.
2. Charles McWhorter: No problem, but did tell Mr. Watson the Fire
Department's hook ladder will only reach to 75 ft. He recommended
they check on the difference in insurancecosts with and without
standpipes (a kind of built in fire protection).
3. Paul Mattke: the 4 -inch water line on Baxter can provide drinking
water but will not save any on insurance rates. Mr. Watson said
the building will have water tanks in the penthouse and asked
if they can be filled without booster pumps, Mr. Mattke could
not assure him this would be possible at all times of the day.
He suggested they put in a reduced pressure back flow preventer.

He thought this would not only cut operating costs, but would
give them the best balance of cost and service.
Mr. Mattke said he thought the proposed height of the building
would not give any problem with the FAA regulations.
4'. David Tucker: Both telephone company and Trans -Video still
need a 15 ft. easement down the East side of the property and
continuing straight through�t to North Street. Requested to
meet with developers at a later date when plans are more firm.
5. Herbert Holcomb: Needs same as previously cited. Might have
been able to solve one of the problems for the TV on routing
on Willow Street. Need 10 ft. by 10 ft. area for transformer
with B ft, opening in front of it.
6. Mr. Watson said the trash service would be located in the drive
rather than inside the enclosure as shown.
7. Bobbie Jones: Parking too close to Baxter Street; must setback
25 ft. Parking must also be screened from Baxter Street.
The next matter discussed was a large scale development plan for Pat PAT TOBINbS
Tobin's "Golf King", a proposed miniature golf course. Mr. Tobin was Golf King
present. He said he plans a block building, maybe some picnic tables Township Rd.
on the East side of the property, and a pontoon bridge spanning the
creek between the parking and the golf course. Comments were as follows:
1. Clayton Powell: Need 20 ft. additional ROW on Township on the
North side. Will have to get a permit from the State to construct
the entrance drive.
2. Paul Mattke: Satisfactory, both water and sewer available.
3. Charles McWhorter: No problems.
4. David Tucker: two cables on this property; one is the major
phone service to Missouri. Cannot find easements. If can get
the 20 ft. ROW dedication, this would cover the location of
the phone cables.
