HomeMy WebLinkAbout1972-03-08 Minutes!, 103 The Fayetteville Plat Review Committee met at 3:30 P.M., in the Directors Room, City Administration Building, Fayetteville, Arkansas, on Wednesday, March 8, 1972. Present: Clayton Powell, Paul Mattke, Charles McWhorter, Harold Lieberenz, Larry Wood. Utility Representatives Present: David Tucker, Clyde Terry. Developers & Engineers: Gene Thrasher. The only matter for discussion was a proposed large scale development known as "Grandview Apartments" submitted by Gene Thrasher for property on the South side of 24th Street (Country Club Road). Mr. Thrasher was present. Comments were as follows: 1. Larry Wood: Will eventually need a full 50 ft. ROW for 26th Street. Thought the City might go with 40 ft. now since the project does not front on the street nor depend on it for sole access, but thought Mr. Peel should be advised that future development of the property fronting on Highway 71 would probably require the full 50 ft. width. Additional 25 ft. needed to widen Denver along this property. If 24th Street less than 50 ft. wide, need additional ROW. !�. 2. Charles McWhorter: Concerned about access onto Highway 71, but was satisfied when told 26th Street will be improved and there would actually be two access6s into the property. 3. Clayton Powell: Agreed to accepting 40 ft. ROW for 26th Street for the development of this project as Mr. Thrasher proposed to improve to City standards with curb and gutter. Mr. Thrasher agreed to curb and gutter the South side of 24th Street from Highwayr7l (with a sidewalk also) if the curb and gutter could stop at the entrance to the project. Mr. Powell found this agreeable and said the City would make a chip and oil seal on the existing 24th Street. The drives inside the project will be private drives and not dedicated streets. The drainage is good. Need 25 ft. off the centerline of 24th Street for RCW if'not presently existing. 11 4. Paul Mattke: Need 10 ft. easement either side of water line to fire hydrant and also 10 ft. either side of all proposed sewer lines. Also requested an easement along the North side of "A Street" from the fire main to the West edge of the property for future tie to loop this fire main in the future. The width of the easement would be dependent on the dimension between "A Street" and Building 3A, or 15 ft, or more at that point and 20 ft. elsewhere. GRANDVIEW APTS. 24th Street L.S.Development 3-8-72 -2- 104 Water pressure will be critical. During the summer it may fall as low as 20 pounds and recover to 60 pounds. The future loop in will increase pressure. Mr. Mattke thought it would be alright, but that they needed to be aware of it. 5. Harold Lieberenz: Asked Mr. Mattke if the water pressure would be too low for them to build the apartments on the East side of the project (up the slope of the hill). He did not, but advised the Inspection Department should keep the water pressure in mind in examining the construction plans and where necessary compensate for it in the size of lines used. The proper person as far as the State regulations on child care centers should approve the plans for the child care facility. If any food serving areas in the administration building the State Board of Health must approve the plans. 6. David Tucker & Clyde Terry: Don't want to cross the drainage ditch above ground or under ground. Will serve 3 buildings North of ditch off 24th Street and will serve the buildings South of the ditch off 26th Street and Highway 71. Wanted to know how many buildings in each unit. Mr. Thrasher said there will be a total of 128 units in the project. Leo Peel, present property owner, has agreed to furnish up to 40 ft. HOW for 26th Street, but does not wish to give more. A waiver of subdivision requirements will be required. The meeting was adjourned at 4:45 P.M.
