MINUTES OF A PLAT REVIEW COMMITTEE MEETING
The Fayetteville Plat Review Committee met at 3:30 P.M., Wednesday,
March 1, 1972, in the Directors Room, City Administration Building,
Fayetteville, Arkansas.
Present: Wally Brt, Paul Mattke, Harold Lieberenz.
Utility Representatives Present: Jack Whitting, Herbert Holcomb,
Clyde Terry, David Tucker.
Developers and Engineers: Doreene Wright, Loyd Thompson
The first matter,,discussed was a request for a waiver of subdivision
requirements submitted by Mrs. Fred :Johnson and her sister. Doreene
Wright, one of the sisters, was present.. The only necessity was for
10 ft. additional ROW on the North side of Halsell Road for street
widening.
The next matter discussed was a revision on the preliminary plat of
Bishop Addition. Comments were as follows:
1. Herbert Holcomb: No problems that can't be solved by
working with subdivider'.If go with sewer lift, will
have to build 3 phase service.

4. Paul Mattke: Memo still applies, especially comment No. 9.
No representative was present.
The next matter discussed was a large scale development plan and condit-
ional use request submitted for the Washington County School for Retarded
Children to be located South of Woodland School on property given by the
school. No representative was present. Comments were as follows:
1. Herbert Holcomb: Will give letter on vacating easement.
Would like to have power enter property as shown, but
don't know whether underground or above ground.
2. Clyde Terry: Think can work out to get onto property
Woodland Avenue.

3. David Tucker: Need easement form Public Schools to allow
telephone to cross school property. No other needs.

How do they plan to provide water and sewer? Mr. Mattke was
not in favor of individual systems. At the present time,
there is no way to serve with water (it is 2,000 ft. to the
nearest main at Hinkle Mobile Home Park and there are no
funds to extend the line) or sewer service (also 2,000 ft.
to the South). Cost of extending sewer would be excessive
for 20 lots.
3. David Tucker: No telephone facilities to serve subdivision.
5. Paul Mattke: Have not had opportunity to check this plan.

Bobbie Jones advised those present a subdivision waiver would be neces-
sary on this. No problems were indicated by anyone, except 5ft. addit- WAIVE SUBD.
Herbert Holcomb: 12KV line there under City operation on

he could draft an instrument to vacate the platted easement if all utili-

The next discussed was a proposed subdivision outside the City but
within the Planning Area. The plat had omitted much necessary information

on South side of proposed street, and SWEPCO has an overhead
line on the North side of the proposed street. With large
lots, the only solution seems to be to go underground under
other electrical lines. Have developer contact Jack Whitting,

Also, have distribution line going up through the East one-
third of Lots 1 and 2 and throughr the East one-half of Lots
4 and 5.
2, Paul Mattke: They cannot build a street over the water
line, a reinforced concrete raw water line. The City does
not have the facilities to repair it and repairs would be
very expensive.
How do they plan to provide water and sewer? Mr. Mattke was

be before 5 years.

City's easement. SWEPCO has taken additional easement for
161 and it should show on the plat. SWEPCO has made some

agreements and he didn't know all of them. No difficulty
with overlapping easements as long as SWEPCO is above ground
and Ozarks Electric is underground.

Because of the lack of information and problems listed, the developer
and engineer will be contacted and requested to provide necessary
information.
The next matter discussed was a large scale development plan and condi-
tional use request submitted by Fayetteville Free Will Baptist Church, FAYETTEVILLE
Loyd Thomas, Pastor was present. Comments were as follows: FREE WILL

and whether drive would be curbed. Mr. Thomas did not know. L.S.Development

2. Clyde Terry: Dont think Trans -Video involved --no problems.
3. Paul Mattke: What about access road required by Ordinances
1661 and 1662? Nos water or sewer in area, but part of
HUD project will be construction of sewer from the North
across front of property in about 18 months. Requested
25 ft, easement across front of project outside of ROW for
service road or the Highway 71 By-pass (cannot build over
easement). Plans should provide for future sewer connection.
Suggested outlet toy he East be provided.
4. Jack Whitting: Single phase line about 600 ft. to the South.
If can get easement up along road, Ozarks can serve.
5• David Tucker: Requested 15 ft, easement on North and East
sides of property.
6. Harold Lieberenz: The Church requested a waiver of controlled
access service road. All we can do is take to the Planning
Commission as presented, but from past experience they
probably will want this dedicated and street built or a
contract that the street would be built in the future.
