HomeMy WebLinkAbout1972-02-16 Minutes97 MINUTES OF A PLAT REVIEW COMMITTEE MEETING The Fayetteville Plat Review Committee met at 3:45 P.M., Wednesday, February 16, 1972, in the Directors Room, City Administration Building, Fayetteville, Arkansas. Present: Larry Wood, Clayton Powell, Harold Lieberenz, Utility Representatives Present: Herbert Holcomb, David Tucker, Clyde Terry. Developers & Engineers Present: Gene L. Thrasher, Wade Bishop, Bob Crafton, Buddy Ledford, John Lyon. The first matter for discussion was the proposed large scale development plan submitted by Gene L. Thrasher for Southmont Apartments. Gene Thra- sher was present. Comments and requirements were as follows: SOUTHMONT APTS. L.S. Development 1. Larry Wood: Asked how firm road, "Curtis Avenue," is. Gene Thrasher agreed to furnish a 15 ft. easement along the West boundary of all their property, :!making the jog on the North and following their West property line to Huntsville Road. Sewer Lift Station recommend KAP-R-PAK of Pumps & 3. Dedication of pump station = 30'x301 ap. Power Co. 4. Provide access road to lift station. 5. Relocate water & sewer lines to fall behind curbs in street right-of-way dedication. 6. 811 water line to site, loop 611 water with fire hydrant, make spacing 1000 ft, center to center. 7. Name streets but I do not recommend use of name "Appleby Road". 8. 20 ft. Water & Sewer easement between lots 13 & 14 Block #3. 9. Extend culls to north line, provide for expansion to North. 10. Street width should be 311 instead of 271. 11. Lot areas do not meet R-1. 12. Check lot front width lots 12 ,13, 22,23 Block #3. 13. Locate lift station so that it will not block extensior of street to north. 14. Check Larry on major stre t tie across south of subdivision. Working out sub- division waiver with Planning Office, Paul Mattke was not present, but submitted comments in memo later. Copy of memo follows minutes of meeting. The next matter considered was the proposed,prelim:,plat of Bishop -Add-.'Mr. Bishop developer, Bob Crafton & John Itiyon from Grafton & Tull Consulting Engineers were present. Comments and requirements were as Yol'lows: 1. Larry Wood: Reviewed how he and the Planning Commission have been working on the edges of this proposed subdivision for BISHOP ADD. some time. When Mr. Murphy had this property rezoned, they Preliminary Plat discussed what to do with the collector street coming from Rolling Hills Drive. The Planning Commission agreed it would be better to change the Major Street Plan to show a location for a collector street that basically paralleled the South line of this subdivision going East-West. Suggested try to straighten out Appleby Road. Suggested "eyebrow" on street curves. Thought cul-de-sacs to the North could be shortened and save paving costs. Property zoned A-1; will need to rezone. If do end up y?ith street pulled North, probably ought to stub out to the South for overall circulation later on. If recom- mendation comes out to bring collector across South part of this property, might stub out streets for now. 2. Clayton Powell: As Appleby Road exists, it is unpaved, the one lanebridge,is a hazard, and 3 culverts make it 20 ft. maximum width. Noted this plat extends Appleby Road to the West (without sharp curves). 27 ft. back-to-back street should be 31 feet back-to-back. Turn radii'at intersection should be 30 ft. instead of 25 ft. Will have to do some- thing to Appleby Road. 3. Herbert Holcomb: Will underground along East, South, and West edge. Three phase, 480 power for sewer lift. If street pattern (cul-de-sacs) changes will need some.easements else- where. Desire to remain flexible with developers until street pattern is fixed. Agree whatever easements are necessary to provide service. 4. David Tucker: No comments now. If this changes it might change plans. Paul Mattke's comments follow in memo form. Both the power and tele- phone are locateod along Appleby Road as it exists, with some recent lines. Changing the routing of Appleby Road wouldiaffect them to some degree. �?-16-72 -3- _9.9 Larry Wood suggested the Planning Commission either require a contract to cover the cost development of the 60 ft. street or escrow the cost of constructing half of it. The next matter discussed was a request to waiver subdivision require LEDFORD-COUCH ments to permit a division of property without subdividing. Buddy Led- Hwy. 16 East ford wanted to divide 1.94 acres off 5.4 acres on Highway 16 East. Waive Subd. Both parcels would retain sufficient street frontage. Mr. Whitting and Mr. Christie were contacted by phone and had no problems on this. No one present had any problems. Paul Mattke entered briefly and said there is no sewer service available and water is on the North side of the highway. Mr. Ledford already had his water tap. There was some question as to how to read the zoning map, but further research by Bobbie Jones and Harold Lieberenz interpreted it to be R-1. No pro- blems. Drainage problem to be worked out with American Legion Ball Park, Shenandoah Mobile Home Park. 3. Don't feel spliting of park property is too good an idea. Suggest road along power lines at west end of property. 4. Request easement 20' for water & sewer to Curtis Street from 1411 water line, at south edge of property. 5., Move driveway and parking to west to clear 1411 water line. 6..
