MINUTES OF A PLAT REVIEW COMMITTEE MEETING 86
The Plat Review Committee met at 3:30 P.M., Wednesday, December 1, 1971,
in the Directors Room, City Administration Building, Fayetteville, Arkansas.
O Present: Paul Mattke, Clayton Powell, Harold Lieberenz.

Utility Representatives: Herbert Holcomb, David Tucker, Clyde Terry.
Developers & Engineers: None.
The first matter discussed was the proposed site plan for Happy Hollow HAPPY HOLLOW
School. Mr. Lieberenz explained they are anxious for a building permit, ELEMENTARY SCH.
but this is larger than one acre and also a conditional use in the R-1 Conditional Use
District. Comments were as follows: L.S.Development
1. Paul Mattke: Right-of-way for Fourth Street from Happy Hollow
Road onto the school property was dedicated by Ed Connell and
accepted by the City Board of Directors several years ago.
Right-of-way for Ray Avenue into the school property has not
been dedicated. Fourth Street must be constructed to minimum
street standards.
Ca, Mr. Mattke requested "Ray" be dedicated for utilities at least.
He also suggested putting in a cul de sac on the end of Fourth
Street or dedicating Ray as a Street. Mr. Mattke needs a 25 ft*
easement for the water line across the south part of the parking lot.
�i He thought an agreement should be obtained at this time that
• I they would be willing to dedicate additional street extensions
through to the East and North at some future date and not land -
lock property.

W 2. Herbert Holcomb: The school building is 50 ft. south of his
(n territory line. It is in Ozarks Electric. (Mr. Whitting was
Q not present.)

D 3. David Tucker: If Ray Street is not dedicated all the way through
to the north property line, he would like a 15 ft. easement all
along the West side of the property.
tr 4. Clyde Terry: No problem if he can get in street right-of-way.
0 5. Harold Lieberenz: Must be approved by Planning Commission as a
Im large scale development and also as a conditional use. The only
questions still not answered were (1) Does the collector street
shown on the Major Street Plan cross this property? (2) Can this
property be classified as a lot of record --was it in existence
in these dimensions on July 6, 1970?
6. Clayton Powell: No plans for street construction included. Ray
Street and Fourth Street should meet minimum city standards
including width of 32 ft, back to back. If they plan to continue
Ray Street, they should have it continue up to the north end of
the parking lot with a private drive off and into the parking lot.
• Culs on East side should be at least 32 ft. in driving width.

On drainage, recommended catch basins or scuppers drains at
termination of curbs and gutters where they intersect streets
•, with barrow ditches on Ray and on Happy Hollow Road. Also at
intersection of natural drainage basins. Parking facilities
look good as shown, but should make some provision for drainage
out of parking area. Turn radii is included in City street construction
standards.

The next matter discussed was the revision of the proposed L. C. Barnes L. C. BARNES I
Subdivision Plat. Comments were as follows: "Informal" Plat
Mr. Tucker said that he had worked for Baldwin some years back
and they had at one time had plans to move their general offices
here to the property south of Barnes. This was discussed in
connection with a future extension of a street between the two
properties.
4. Clyde Terry: Would like to see a 25 ft. easement along the
south property line.
5. Clayton Powell: The 50 ft, service road easement includes a 20 ft.
utility easement. These should be separate.
The meeting was adjourned at 4:30 P.M.

1. Paul Mattke: Felt the earlier recommendations of the Plat
Review Committee should be followed. He did not think it a
good arrangement to show the service road up the West side of
the property.
2. Herbert Holcomb: Had talked to Mr. Morgan with Humble Oil.
Mr. Holcomb has made a commitment to serve the station from
athe
center south if he could get an easement 25 ft. wide along
the south property line of Barnes and then get an easement up
to the service station property from the SW corner. If Barnes
Fwill
give Mr. Holcomb a written easement along these same lines
to record, he can honor the commitment; otherwise, he will have
to serve from Highway 62 on the NE corner of the property. The
problem with building down to the NE corner of the property is

that if the widening and four-laning of Highway 62 which the

Chamber of Commerce is working for is accomplished, the lines
would be in the way of any widening.

3. David Tucker: Southwestern Bell has 4 service cables crossing

this property that are not in easements. Two of them carry all
he western part of the county. Barnes

and Southwestern Bell have agreed to rearrange these line; but

Mr. Tucker will need notice of when to move them and where to move

Mr. Tucker would like to see a 25 ft. easement across the south
of Barnes property.
