The Fayetteville Plat Review Committee met at 3:30 P.M., Wednesday, November 10,
'• 1971, in the Directors Room, City Administration Building, Fayetteville, Arkansas.
Present: Paul Mattke, Harold Lieberenz, Larry Wood.
Utility Representatives Present: Clyde Terry, David Tucker, Herbert Holcomb.
Developers: Jim Witt, Cyrus Sutherland.
The first matter discussed was the large scale development plan submitted JIM WITT
by Jim Witt for City Lumber Company, 1204 South School, Mr. Witt was City Lumber Co.
present. Comments were as follows: L.S.Development
1. Paul Mattke: Water line will have to be moved when they get ready
to widen Highway 71. Need to put it back to about where the parking
area is shown. The parking lot will not hurt the water line, but
they need to keep 3 ft. of cover on the water line. For now,
3 ft. above and 3 ft. either side of the line is needed for cover.
(He later requested a 25 ft. easement across the West line of the
property, adjacent to Highway 71; but stated this is not a
requirement, but a request. This was relayed to Mr. Witt by telephone.)
2. Larry Wood: (1) Additional right-of-way to comply with Major Street
Plan and proposed widening of Highway 71. (2) Does City ever hope to
open 11th Street for any purposes? If so, additional width needed
there. (3) Does zoning conform for entire lot?
• Mr. Witt said he has agreed in the past and still agrees to give
the other half of Eleventh Street when and if the City gets
ready to open it. The possibility of preparing an easement for
this purpose at this time was discussed.
All of the property except that portion lying North and East of the
creek is zoned C-2. Mr. Witt said he does not intend to utilize
that portion.
3. David -Tucker, Clyde Terry, Herbert Holcomb: No problems.
4. Clayton Powell: (Was not present, but had phoned the Planning
Office earlier). (1) Must work with Arkansas Highway Department
on driveway entrances off Highway 71. (2) Need minimimm 20 ft.
turn radius on driveways. (3) Recommend 24 ft, mini,m,m width on
north driveway. (4) Adding to existing 24 inch tile under Highway 71;
match size and fill over it.
The next matter discussed was the large scale developmeatt plan submitted WASHINGTON COUNTY
on behalf of the Washington County School for Retarded Children. Cyrus SCHOOL FOR
Sutherland was present on behalf of the school. Comments and requirements RETARDED CHILDREN
were as follows: Woodland Ave.
1. Paul Mattke: Sewer in Ash Street is 1325elevation. To get into
this line the elevation (floor) of the building must be a minimum of
1329 feet. Sewer line on the East side of Lot 4, Woodland Heights

Addition has an elevation if 1320 feet. The latter line would be easier
to get into, if you can get an easement from the individual who owns the
lot.
Fire hydrant is 670 feet away and will not give any fire protection.
Fire hydrant cannot be installed on 2}'inch line. The school would
have to pay the cost of getting a closer fire hydrant. The best
way would be to bring a line in off the larger line in Sycamore.
(Cost would be approximately $4.50 a foot for the line, plus
approximately $300.00 for the hydrant.) With fire protection,
insurance premiums would be lower.
2. Larry Wood: (1) Need additional 5 ft. of RCW on Woodland and
Ash. (2) Asked whether they were guaranteed a fee simple title.
7' , Mr. Sutherland did not know. Mr. Wood said that since this
involves an exchange of property from one public agency to
another public agency, he would like to see the Planning
Commission waive the subdivision requirement.
31 Clyde Terry: Will they want TV outlets. Told they would
probably want 3.
4. David Tucker: Requested they consider the desirability of planning
TV and telephone outlets in every room at this time. He said his
experience with the City schools indicates they will have them
within ten years. He quoted the cost and difficulty of coming
• back later and adding them.
5. Herbert Holcomb: Must obtain ROW from existing primary on the
Woodland School ground to the North and East of this building.
Promised to cooperate with the school.
6. Harold Lieberenz: Platted easements going down center of property.
Procedure for vacating platted easements discussed. Mr. Lieberenz
suggested Mr. Sutherland contact the school's attorney on this.
7. Clayton Powell: (Not present, but phoned in earlier) Recommended
coming up to a 24 ft* width for driveway with 2 -way traffic (all 3).
Driveway should be at least 40 ft. from the intersection. Minimum
turn radius of 20 ft. on driveway entrances.
Mr. Sutherland said they will try to save as mary trees as possible.
Paul Mattke questioned Mr. Lieberenz about the General Management plan.
There have been no dedications yet of the service road ROW or utility GEN. MNGMENT
easements. Mr. Lieberenz said part of the delay on the road was because
they did not know how much ROW the Highway Department would take.
The meeting was adjourned at 4:50 P.M.
