HomeMy WebLinkAbout1971-10-27 MinutesO MINUTES OF A PLAT REVIEW COMMTrTEE MEETING 77 The Fayetteville Plat Review Committee met at 3:30 P.M., Wednesday, October 27, 1971, in the Directors Room, City Administration Building, Fayetteville, Arkansas. Present: Harold Lieberenz, Paul Mattke, Clayton Powell. Utility Representatives Present: Herbert Holcomb, Clyde Terry, David Tucker, Developers & Engineers: Glen Oldham, Calvin Edens, Ralph Goff, Gens Schism. The first matter discussed was the proposed large scale development plan submitted by Glen Oldham for property to the East of East 16 Animal GLEN OLDHAM Hospital on which he plans to build a retail furniture store. Comments L.S.D`evelopment were submitted as follows: 1, Clayton Powell: No problems if plans satisfactory with the State. 2. Clyde Terry and David Tucker: Nora problems. 3. Ozarks Electric: (not present, but submitted by phone) Do not obtain easements when outside City, but if they are platting requested 15 ft. easement either side of electric line. 4. Paul Mattke: Discussed cost of tapping into sewer line. Mr. Oldham said he holds two letters giving taps to Mr. Fletcher which should reduce the cost. Mr. Oldham said there will be a 12 ft. drop from his building to the sewer line as he has put about 80 loads of fill in and leveled the forepart of the lot. Mr. Mattke said if Mr. Oldham wanted to install a sprinkler system, it can be done but it will take a while because the water line is on the North side of the highway. 5. Harold Lieberenz: Parking spaces shown are sufficient, but they need to be located at least 5 ft. from the side property line and screened. Mr. Lieberenz noted that permits have been obtained from the Arkansas Highway Department for the driveway entrances. The next matter discussed was the large scale development plan submitted by Calvin Edens. This had been reviewed September 16, 1971, but there CALVIN EDENS were a few unresolved problems and the Planning Commission would not L.S.Development approve the plan until the problems were alleviated. Comments were as follows: 1. Harold Lieberenz: Mr. Edens had talked to Luther Tharp, Sanitation Superintendent, in the presence of Mr. Lieberenz and had worked.out a satisfactory solution to the trash problem. The parking lot and its access drive are to be paved, but a graveled drive will circle from the South end • of the parking lot, to the East, and back up the proposed street. 10-27-71 -2- 78 2. Paul Mattke: Asked whether proposed street is an easement for future street or right-of-way dedication. It was determined of it is an easement for future street and utilities. Mr. Ma'ttke said this is satisfactory; if it had been a right-of-way dedication, any drive or improvement would have to be done to minimum street standards. Twelve units is the dividing line between master metering and individual metering on complexes. Since 12 units are proposed this can be metered either way. Mr. Edens said he preferred master metering. Mr. Mattke repeated his previous statement on the Replat of Leflar's Addition: 1. Need easement between Lots 4 and 3 widened to either 71 feet either side of sewer line; or 5 ft. on one side and 10 fte on the other side for a total of 15 ft. 2. Extend water line. The next matter discussed was the large scale development plan submitted on behalf of Consumer's I.G.A. for property North of Highway 62 and West CONSUMER'S' of Highway 71 By-pass. Ralph Goff, Jr.; and Gene Schism were present. I.G.A Comments were as follows: L.S.Development .aw�PcO 1. Herbert Holcomb: Requested 5 ft. easement along the West property line. 2. Clyde Terry: TV cable buried somewhere along the West property line, but not sure exactly where. 3. David Tucker: No problem, but will have to bring line across Highway 62. 4. Paul Mattke: Asked about provision for service road. Mr. Goff said none of this property touches the By-pass right-of-way. Will be necessary to do one of two things to get sewer service: (1) Obtain public sewer easement across the Coleman property to the East to get to the sewer manhole, or (2) Have to tunnel under the Highway 62 to get to sewer line on South side of Highway 62. The Highway Department does not want utility lines in highway right-of-way. He estimated the cost of tunneling to be a minimum of $50.00 a foot. The City has a forced line coming in from Farmington in the future. The City might be able to share the cost of crossing. The water line is also on the South side of Highway 62. The cost of crossing will be about the same on water. The two lines cannot be put in the same tunnel; they must be separated by at least 10 ft. If the developer wants to sprinkle, it 40 may require an 8 inch line. 10-27-71 -3- 79 5. Clayton Powell: Plan indicates drainage from the property goes to Highway 62. The developer will have to work with the Arkansas Highway Department on that. 6. Larry Wood: (not present, but phoned in comments) Suggested an agreement be worked out with Mr. Coleman to make the eastern most access point a^joint access point (20 ft. on each property). He noted the rezoning of the properties had been a joint effort. The access to the rear of the property appears very tight; only 18 ft. on the East side of the building. He questioned whether they could get their service trucks through the 18 ft. width. Signs far exceed the present regulations. What is the other proposed building? It will block a driveway loop around the building. i 7�. Ralph Goff, Jr.: No chance of working with Mr. Coleman. Mr. Goff felt an 18 ft. driveway to the rear was sufficient and said he did not intend to loop around the building. Driveway access will have to be farther West than I.G.Als East property line because of median. (Mr. Goff phoned later in the week and said that the highway regulations require the driveway to be set in a minimum of 6 ft. from the property line and that the median comes out 20 or 30 ft. into the I.G.A. property.) 8. Harold Lieberenz: Reviewed sign regulations. Questioned provisions for trash disposal. Required State Health Department approval before issuance of building permits. Parking area required to be dustless. Need parking area drawn in. Also, need wheel barriers to keep cars inside parking area. The meeting was adjourned at 5:00 P.M. 0
