Present: Harold Lieberenz, Paul Mattke, Clayton Powell. r Utility Representatives Present: Clyde Terry, David Tucker, Herbert Holcomb. L:J Engineers & Developers: Ervan Wimberly (McClelland Engineering), Gene cn Thrasher. LLJ The first matter discussed was the proposed Informal Plat of L. C. L.C. BARNES ADD. fL Barnes Addition. Ervan Wimberly, McClelland Engineers, was present Informal Plat d'i to represent the plat. Larry Wood was not present, but had submitted comments by phone. Comments were as follows: Of 1. Larry Wood: Did not consider this as qualifying for an "informal ® plat" because: (1) This will involve easements, rights-of-way, etc. ® (2) Easements should be shown. (3) Access points should be shown no and written approval of Arkansas Highway Department obtained. (4) Service road required by Ordinances 1661 and 1662 should be shown. (5) Lot and/or block numbers should be shown. (6) Should show drainage and topo. (7) Existing utility sizes and locations should be shown. (8) Names of adjacent property owners and subdivisions should be shown. (These comments were read to everyone present.) 2. David Tucker: Requested easements wide enough to work within parallel to both Highway 62 and Highway 71 By-pass. 3. Paul Mattke: Could make 20 ft. sewer easement along Highway 71 By-pass a public utility easement. Also need a 25 ft. wide easement for public utilities across the front (North) side of the property. Also, recommended service or frontage road be shown and with a fixed location. 4. Herbert Holcomb: Need easement across South side of property. 02' If no future street to be dedicated, 10 ft. is all that is required. If street stub off Hollywood likely to be extended, requested a 25 ft. easement, so he could locate on the North side of future C street. If, however, this is to be considered an informal plat, he will accept a written 10 ft. utility easement along the South �) property line. 5. Clayton Powell: The drainage on Lot 1, at least, must comply with LJ State regulations. G� Q The question of who owns the pie -shaped wedge of property between Highway UJ 62 and the line dimensioned "N710E 34011+1' was discussed. D_ ai Harold Lieberenz requested the corrections, etc. noted above be submitted before this is scheduled to go before the Planning Commission. This has been the procedure requested by the Planning Commission in the past. If the developer does not agree with this, a letter must be written to the 0 Planning Office to get the matter on the Planning Commission agenda without Q making the corrections noted. no 0 0 10-13-71 -2- The next matter discussed was the proposed Final Plat of Thrasher -May Addition. Ervan Wimberly and Gene Thrasher were present. Comments were as follows: 1. Paul Nattke: Wantfield corrections and revised as-builts before construction. Change 10 fte utility stub easements into Block 1 to 15 ft. easements and show depth of.easements. Wants to check revised drawing before can approve final plat. 2. Tucker, Terry, Holcomb: Plat satisfactory. 3. Larry Wood: (Comments read) Street rights-of-way not dimensioned. 75 THRASHER -MAY ADDITION Final Plat 4. Harold Lieberens: label street dedications; legal description should include street dedications being made; understand proposed 80 ft@ street will be an "easement" not a dedication. Contract has been prepared to cover improvements. Mr. Holcomb noted the plat is not legally tied down to section corners. Mr. Wimberly first said the paving of Leverett would stop at the turn radius on the 80 ft. street. This was discussed. The concensus was that it would be best to only pave as far North as the last drive entrance at this time. Lot 1 could be released from the Subdivider's Contract, and Lot 2 would still be covered by the contract. The next matter discussed was the proposed Final Plat of A W Realty Subdivision, Blocks 1, 29 99 & Adjoining Streets, Ervan Wimberly was present. Comments were as follows: A W REALTY SUBD. Final Plat /1, Larry Wood: They were going to acquire right�of-way to Millsapo Why not _ . they have a letter from Arkansas DepartmentHighway Mr. Wimberly said they can't show the connection to Millsap because it 1s not on their property. 2. Herbert Holcomb: Easement is now dimensioned and noted. Service road width is not dimensioned. 1 3. Harold Lieberenz: Would like dimensions on existing Stearns Street. If this is a corporation, they need a place for the president and secretary to sign. Also, the City Clerk has to sign a final plat. In answer to a question previously raised by Clayton Powell concerning the turn radius, Mr. Wimberly said the radius on the right-of-way is 30 ft, on all corners; however, the street construction radius will be 50 ft. The meeting was adjourned at 5:10 P.M.
