HomeMy WebLinkAbout1971-09-16 Minutesa_ CO d MINUTES OF A PLAT REVIEW COMMITTEE MEETING 67 J Or •0 The Fayetteville Plat Review Committee met at 3:45 P.M., Thursday, 0 September 16, 1971, in the Directors Room, City Administration Building, Fayetteville, Arkansas, Present: Paul Mattke, Larry Wood, Harold Lieberenz, Clayton Powell, 7. Paul Mattke: Desired more time to study, but Mr. Edens needs to talk to him about water metering and sewer service. He also suggested rearranging for better use of property. 0 The draw which crosses the property was discussed. �a J Utility Representatives: Herbert Holcomb, David Tucker, Clyde Terry. Developers & Engineers: John Box. The first matter discussed was a large scale development plan for Lot 5, Fred Holden Addition, submitted by Leon Edens. Mr. Edens was not present. Comments and suggestions were as follows: �a/vin 1. Luther Tharp, Sanitation Superintendent, was not present but had informed Mr. Lieberenz there was a problem in -EDENS providing sanitation service. With only a 20 ft. driveway L.S.Development and parking, there is no way to turn the trucks around in Spruce Street the parking lot. This would make it necessary to back the (a, trucks out, which is too dangerous especially with the slope of Spruce Street. The property owner would either have to put a lodal on the street or figure some other way to get C a truck in. The City ordinances say the sanitation employees will not go past the back of the house that fronts on the street. 2. Harold Lieberenz: If the houses were built on individual lots • they would have to be a minimum of 16 ft. apart (each house 8 ft. AREA M047 e from the common property line). He felt these should also be 9E 'PAY e0 W 16 ft. apart; the plan only shows them 12 ft. 8 inches apart. (n Not enough street frontage for 60 ft. for each building, but Q believe the Planning Commission can handle that. Mr. Lieberenz W wanted to check the total lot area against the number of units IL proposed. atS 3. Clyde Terry & David Tucker: No. problems. �L 4. Herbert Holcomb: Existing power service down the East property line of the lot to the West. Satisfactory. 5. Clayton Powell: Need minimum 20 ft. radius on drives. 6. Larry Wood: Suggested taking drive on down and around to future street which would solve the trash pick up problem. Also, suggested fronting one duplex on Spruce Street and reshift location of others. Suggested might be time to improve Vandeventer. 7. Paul Mattke: Desired more time to study, but Mr. Edens needs to talk to him about water metering and sewer service. He also suggested rearranging for better use of property. 0 The draw which crosses the property was discussed. �a J 9-16-71 -2- 683 The next matter discussed by the Committee was a large scale development plan submitted by Dr. Edwin Whiteside to permit construction of another medical building behind his office. John Box, Contractor, was present. Mr. Lieberenz explained to the Committee that at first Dr. Whiteside DR. E. WHITESIDE had wanted to sell this property but had encountered two problems: L.S.Development (1) The rear portion of the property has no street frontage and there Highway 45 East was not enough time to work with Mrs. Yoe who owns the property to the South and West on a street. (2) Subdivision requirements. He said he expected this to be presented with a street in the future. A very lengthy discussion followed. Comments were as follows: 1. Herbert Holcomb: Already have power line part way down the East property line. Requested 20 ft. utility easement down the East property line to the South property line. Agreed to prepare and execute easement if furnished the legal description of the property. 2. David Tucker: Mr. Holcomb's request satisfactory. 3. Clyde Terry: No;problem. 4. Paul Mattke: No sewer service in there now, Mrs. Yoe is bringing a sewer line up to her shopping center (proposed). This could go into her sewer line, but Dr. Whiteside will need to get an easement across her property to get into it `or there would be nothing to prevent her from digging up his line in the future, Her construction schedule should match Dr. Whitesi.de's; her plans call for the sewer to be in next spring. Mr. Mattke was more concerned about water. The water pressure is not very good there now. The Water Department will not put a meter back near the building unless it is adjacent to a street. They can run a long yard line from the highway and meter on the highway. (Mr. Holcomb suggested the yard line could be placed in the 20 ft. easement he requested.) Also, there would be no coverage for fire protection. The building would not get any benefit from the fire hydrant on Highway 45 and the fire insurance rates would be very high, as there would be a "Class 8 rating." 5. Larry Wood: Suggested working out street first (before development) as it would be to their benefit. 6. Paul Mattke: The City needs a 50 ft, street dedication between the two property owners, Mrs. Yoe and Dr. Whiteside, either all on one property or divided between the two properties. Also, the City needs an 8 -inch water line looped through from Highway 45 to Highway 265. He felt the two property owners should co-ordinate. He again recommended Dr. Whiteside obtain an easement to cover sewer from Mrs. Yoe. He did not recommend a septic tank except • as an interim until public sewer is available. 9-16-71 -3- Mr. Lieberenz asked Mr. Wood and Mr. Mattke what their opinion would be if they were to show the overall plan with a street dedicated down and run this through the Planning Commission as a large scale development. Mr. Mattke felt either all the street should be dedicated by Mrs. Yoe, or an easement given by Mrs. Yoe for half the street width and a dedication for the other half of the street width by Dr. Whiteside at this time. The latter would tie down the location of the street. Larry Wood was concerned that the City might get into the position of having to maintain the .driveway as a street in the future. Mr. Mattke's recommendation was that the matter be tabled until the street question could be resolved. John Box said he had seen proposed plans of Mrs. Yoeb with a street along Dr. Whiteside's West property line and a proposal for more offices to the South of Dr. Whiteside also served by this street. After lengthy discussion, the Committee more or less agreed to accept the plan provided a letter of intention could be obtained from Mrs. Yoe stating that a street is proposed along Dr. Whiteside's property.
