HomeMy WebLinkAbout1971-08-25 Minutes1IIIXTES OF A PLAT REVIEW COMMITTEE The Fayetteville Plat Review Committee met at 3:30 P.M., Wednesday, August 25, 1971, in the Directors Room, City Administration Building, Fayetteville, Arkansas. Present: Paul Mattke, Larry Wood, Harold Lieberenz, Jack Whitting, Doug Williford, Scott Key, Clyde Terry, Herbert Holcomb. Developers Present: Col. V. C. Denton. The first matter considered was a proposal to subdivide property outside the City Limits, but within the City Planning Area and submitted by Col. V. C. Denton. Comments were as follows: 64 COL, V.C. DENTON Outside City 1. Paul Mattke: No�City,services, such as sewer, water, police, sanitation, etc., available. The lots are all large; soil percolation poor, but should be able to get adequate septic tank systems for single family homes, hells not very good in this country ---problems with both quantity and quality of water. Mr. Mattke could not recommend individual wells, and suggested Mr. Denton try to get a contract with the White River Association (water improvement district). He also suggested Mr. Denton reserve a 50 ft. easement across one or more of the lots for a future road,right-of-way to the East or North. 2. Larry Wood: Noted the only access into the property is a 20 ft. easement. Mr. Denton said this was all he could possibly obtain at this time. Mr. Wood said several things bothered him: (1) The access should be at least 50 ft. for the public dedicated street. (2) No access shown from this property to other property around it. This tends to cause the community problems in the future as development starts around it. Also, large lots such as these tend to get broken down in the future. Mr. Wood said he thought it would be good planning to require the streets be paved; but questioned whether it is warranted.6�vfIn the future it could be the obligation of property owners through improvement districts by assessment to improve the property (streets, etc.). This could cause a void in the development of the property around. Mr. Wood interpreted the Subdivision Regulations to require at least paving with shoulders and swales. 3. Clyde Terry & David Tucker: Requested 10 ft. easements around the perimeter and 15 ft. down the center row of lot lines for future service ---no service available now. After a discussion Mr. Denton agreed. 4. Jack Whitting: With such large lots, if the houses are located back away from the road, easements between the road and the house will be necessary for primary service. Easements cannot be located until they know where the houses will be. 5. Harold Lieberenz: Noted this was first subdivision outside the City to be processed under the present regulations. He had some questions as to street patterns in the future, size of lots to take care of wells and septic tanks, and surfacing of roads. 8-25-71 .2. He noted that the Beavarama Subdivision had been required to give the full width of right-of-way but had not required curb, gutter, or paving. Mr. Denton said he planned plat covenants restricting size of homes to be built, prohibiting mobile homes, etc. He said he could not pave the roads. He felt the most logical place to provide access to surrounding property was on the East and Northeast. He did say, however, that if the County Road referred to as Hays Road were to be paved, he would pave his road. L A conflict between right-of-way requirements on the Major Street Plan an on the Subdivision Ordinance was noted. Subdivision requires 60 ft. for urban hilly; Major Street Plan specifies 50 ft. for urban. Mr. Lieberenz summarized the questions involved on this as: 1. Accessibility to surrounding properties. 2. Would paving of roads be required? 3. .Could the property be developed on private wells? 4. Length of cul-de-sacs does not agree with Subdivision Regulations. The next matter discussed was a proposed plat to dedicate the utility easements in Villa Mobile Home Park and also showing a dedication of the 50 foot "Villa Boulevard" from North College Avenue through the mobile home park. Mr. Lieberenz explained that he had consulted David Malone, City Attorney, on this. It is to be processed through the Board of Directors as a final plat along with an ordinance to accept the street and easement dedications and another ordinance to waive the setback requirements along Villa Boulevard as requested by the developers. Comments were as follows: 65 VILLA MOBILE HOME PARK Plat to Dedicate Easements 1. Paul Mattke: Both he and Junior Parker had inspected Villa; Boulevard when it was constructed. It meets minimum street specifications. Mr. Mattke suggested the setback waiver should specify the waiver applies only as long as the development remains as a mobile home park. 2. Larry Wood agreed with Paul Mattke on the waiver being limited to the life of the mobile home park. 3. Clyde Terry, David Tucker, Herbert Holcomb: Reported their services are all located inside easements listed. 4. Doug Williford commented that the intersection onto College is a bad intersection. The meeting was adjourned at 4:30 P.M.
