HomeMy WebLinkAbout1971-07-21 Minutes0 MINUTES OF A PLAT REVIEW COMMITTEE MEETING The Plat Review Committee met at 3:30 P.M., July 21, 1971, in the Directors Room, City Administration Building, Fayetteville, Arkansas. Present: Paul Mattke, Clayton Powell, Harold Lieberenz. Utility Representatives Present: Herbert Holcomb, David Tucker, Clyde Terry,) Developers & Engineers Present: Ervan Wimberly, John Carson (Carson -Oda), J. E. McClelland, Jerry Sonderegger. The first matter discussed concerned the proposed Final Plat for A. W. Realty. John Carson said Blocks 1 and 2 and the service road are planned for immediate development, the balance will be presented on a final plat at a later date. The borderline easement around these two blocks is to be left in the plan; however Mr. Carson requested approval of deleting the one between the two blocks. This was agreeable as Mr. Holcomb said they could negotiate a private easement if one proved necessary. Other points discussed were: 1. Paul Mattke: Needs 50 -ft. drainage easement centered on the centerline of Mud Creek. Street design should take care of surface water for Block 2. If not in the street design itself, storm drainage will have to be provided. A. W. REALTY 2. Mr. Carson asked the telephone and electrical companies to compute the cost necessary for underground installations along Highway 71, Mr. Carson hoped to have the final plat for Blocks 1 and 2 ready in about 3 weeks. Time is important on these two blocks. The next matter discussed was a proposed Preliminary Plat for Johnson Road Addition. Jerry Sonderegger, Engineer, was present. Comments were as follows: 1. Paul Mattke: (1) Need 25 -ft. drainage easement along West side of creek, measured off the centerline of the creek. (2) 8 -inch (not 6 -inch water line on North and on the dead end water lines up to the fire hydrant. Past the fire hydrant on the dead end lines 2y -inch will be satisfactory. The existing 8 -inch water line is located on the West side of Johnson Road, not on the East side. (3) The sewer manhole lids must either be above the flood plain or manholes must have sealed lids. 2. Jerry Sonderegger: The back of the lots will be filled up to flood plain line. There will be storm drains running down the cul-de-sacs and discharging into the flood plain. 3. Herbert Holcomb: South 5 lots feasible to serve overhead. All easements adequate at this stage, but might need some others if balance of subdivision is serviced underground. 57 JOH14SON RD. ADD. Preliminary PlatD Is 4. Clyde Terry: Will check thoroughly and advise; see no problems now. 7-21-71 -2- 58 5. David Tucker: Prefer easement on South 20 ft. on both this plat and plat for Centerbrook. 6. Harold Lieberenz: Must have signatures of adjoining property owners. Check with Planning Administrator on required paving width. Length of dead-end streets can be varied by Planning Commission. Mr. Sonderegger said there are no plans for the area back of the lots inside the flood plain. Mr. Mattke expressed concern that they might try to build on this. Mr. Sonderegger said they might possibly make a park out of it. The next matter discussed was the proposed Preliminary Plat for Brookside Subdivision. Mr. Sonderegger represented this plat also. Comments were as follows: BROOKSIDE SUBD, Preliminary Plat 1. Harold Lieberenz: Easements that are also drainage easements have to be 25 ft., the Planning Commission may require more. Must have signatures of adjoining property owners. Need more time to check against regulations. Mr. Lieberenz questioned the way the turn-arounds come down into the 30 ft. street easement on the South. Mr. Sonderegger said if the street goes in, these would become intersections. Mr. Lieberenz said they must have radii)in that case. • 2. Herbert Holcomb: Had asked for special easement down from Colette Avenue, separate and above plat. Now have right-of-way easement off Old Wire Road worked out with number of property owners. Service in subdivision must be underground. He still wants easement from Colette Avenue to form a loop. (Mr. Holcomb said he thought the person who has a house on the Township line at Old Wire Road, would consider dedicating right-of-way for Township Road, if someone would build him a new house.) 3. David Tucker: Only feed off corner of Old Wire Road and Township Road, Easement SWEPCO has of no value to telephone company. 4. Clyde Terry: May have to get to this from East side of Winwood Estates, 5. Paul Mattke: Need more time to study. However, must have street to align up with Colette Avenue. Why not move entry on North down to Township Line then across to Highway 265? The next matter discussed was a Large Scale Development Plan for Jack Hayes on Cleveland Street, Ervan Wimberly represented the plans. Comments were as follows: JACK HAYES L.S.Develo ent 1. Herbert Holcomb: Have to replace power to older house. Will worF with owners for individual easement. 2. David Tucker: Also, must work with them. Suggested looping service to all buildings. 7-21-71 -3- 59 3. Paul Mattke: No.problems. The City does not have fire hydrant spacing necessary to benefit on fire rates and he suggested the Hayes help the City install a fire hydrant near this development. This is not mandantory, but they would both benefit. One is needed at Cleveland and Sang. (Mr. Wimberly said there would be only one water meter). 4. Harold Lieberenz: Additional 10 ft, needed to meet Major Street Plan. This should all come off the South side, as 10 ft. was added on the North side when this land was subdivided. The next matter discussed was a proposed Mobile home park submitted by Gene Thrasher (Leverette Gardens Mobile Home Park). Ervan Wimberly represented the plan. Comments were as follows: 1. Harold Lieberenz: Questions about garbage service; it would be individual service. 2. Paul Mattke: Check with Luther Tharp; did not believe could get trash service in on dead end drives. No engineering problems; but need design on water, sewer, and drainage before this can be fully approved. 3. Herbert Holcomb, David Tucker, Clyde Terry: must get together and furnish Mr. Wimberly with a drawing showing where their services will go. LEVERETTE GARDENS MOBILE HOME PARK Mr. Holcomb suggested the easements for this be worked out the same way for two previous mobile home parks --on a plat to be recorded. Mr. Wimberly said there are no plans to improve Chestnut Avenue in connection with this. The last matter discussed was a Large Scale Development Plan submitted on behalf of the Seventh Day Adventist Church. The property is located on the West side of Highway 265, approximately one quarter mile South SEVENTH DAY of Highway 45. No one was present on this. Comments were as follows: ADVENTIST CHURCH 1. Paul Mattke: Water service ;mile both North and South; no sewer. Sewer service probably available before water. (Sewer- 2 years; Water - 3 years). The meeting was adjourned at 5:45 P.M. NOTE: Larry Wood was not able to be present but called in the following comments the next day: 1. Johnson Road Addition - no comments. 2. Leverette Garden Mobile Home Park - suggested improving Chestnut Avenue and bringing drives off Chestnut. This would be much better for the City; however more expensive for developer. 3. Seventh Day Adventist Church - Need 40 ft. from centerline on street. 4. Jack Hayes - discussed Major Street Plan. Questioned size of proposed duplexes; look very small unless two story.
