The Fayetteville Plat Review Committee met at 3:30 P.M., Wednesday,
June 9, 1971, in theDirectorsRoom, City Administration Building,
Fayetteville, Arkansas,
Present: Paul Mattke, Larry Wood, Harold Lieberena.
Utility Representatives Present: Stuart Thomas (Ozarks Electric),
Jerry Wade, Clyde Terry, Herbert Holcomb.
Developers and Engineers: Jim Comley.
The first matter discussed was a Large Scale Development Plan submitted
by Jess Hawkins for property on Wyman Road. Comments were as follows:
1. Stuart Thomas:. Existing electrical line down the south side
of Wyman Road. They want a 10 ft. easement clear of trees
down alongside the driveway. If the easement were placed down
the west side of the property, there would be problems.
2. Larry Wood: Wyman Road is a collector street. We need 30 ft.
of ROW off the centerline.
3. Junior Parker, Clyde Terry, Jerry Wade: No problems.
4. Paul Mattke: Water service down driveway not very good idea.
Does Mr. Hawkins plan to run private service down the driveway?
Mr. Hawkins should contact Mr. Mattke and discuss water lines,
water mains, etc.

The second matter discussed was a Large Scale Development Plan submitted CHATEAU PHASE 4I
by Comley Finer Homes for Phase IV of Chateau Apartments. Jim Comley was L.S.Development
present. Comments were as follows:

l�. Jim Cowley: Proposed 92 units in 4 buildings; 10 one -bedroom,
1 efficiency, 12 two-bedroom units, laundry, and storage in each
building. The buildings are to be 2j stories high with the
lower story j underground.
2. Clyde Terry: Must work out easements inside the area to get into
each building. Mr. Comley said he wanted to get this worked out
before construction started.
3. Paul Mattke: Plenty of water on Sycamore. Sewer service in
Leverett is pretty well loaded and is only about 4 ft. deep.
The grade level may be critical. Building #5 is in the flood
plain. The first floor elevation should be about 1278 or the
building should be flood -proofed. Water can back up the sewer.
Check valves won't work well if not maintained well. He thought
holding the floor level above the flood plain the best flood
proofing. Mr. Mattke recommended getting above the flood level
if possible; if they can't, then they must protect it. Argy
application for taps (water or sewer) into lines on Leverett
must be submitted next week before paving starts. Mr. Comley
said they wanted separate meters for this phase development.

4. Herbert Holcomb: Have\to work out the internal easements with
Mr. Comley. (Jim Comley said they were interested in going
underground on this phase.)

6. Junior Parker: Larger radius needed. What are plans for
Sycamore? If they plan to improve it, he wants plans, profiles, etc.
(Jim Comley said they did not propose to develop any of Sycamore.)
7. Harold Lieberenz: wanted to check the total area and total number
of units on this phase and the other three phases to see if it
meets land area, parking requirements, etc. for whole area. Also,
wanted to check to see if Gerald Fox did not require a deposit
on paving of Sycamore when the other phases were done.
S. Jerry Wade: In the process of putting new duct rim down Leverett
and will have facilities in the near future.
9. (Larry Wood suggested the bulk and area requirements for R-2 should
be checked on the total com lex and if R�2 requirements can be
met, he suggested deso".5

The next matter discussed was a Large Scale Development Plan submitted HUMBLE OIL &
by Humble Oil & Refining Company for property on the Southeast corner of REFINING COMPANI
Highway 62 and 71 By-pass. Comments were as follows: L.S.Development
1. Clyde Terry: No TV cable there, but probably won't need it.
2. Jerry Wade: In error placed underground cable on their private
property. Telephone company has asked permission to leave the
cable until future growth makes it necessary to make it larger,
then plan to move it.
3. Paul Mattke: Water service along Highway 62. Sewer line some-
where near proposed service road.
4. Herbert Holcomb: Electrical service should come into area off
Hollywood. Would like to work with owners of entire tract and
get to the filling station from the rear.
5. Larry Wood: Subdivision Regulations would require the present
property owners to subdivide. Also, would like to look at stub
streets into this property from the East.
6. Harold Lieberenz: Need date purchased and when recorded.
A check had been made with an abstract firm. This property is now being
cut out of property recorded in Book 354, Page 613, belonging to C. Loraine
Barnes, Box 13 Hall Street, Gainesville, Georgia 30501.
The meeting was adjourned at 4:45 P.M.
