HomeMy WebLinkAbout1971-05-12 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING 51 The Fayetteville Plat Review Committee met at 3:30 P.M., Wednesday, May 12, 1971, in the Directors Room, City Administration Building, Fayetteville, Arkansas. Present: Paul Mattke, Junior Parker, Harold Lieberens, Larry Wood, Utility Representatives Present: David Tucker, Clyde Terry, Herbert Holcomb, Jack Whitting, Developers & Engineers: Howell Trumbo, Real Estate Dealer, and Dudley Shollmier, Individual. The first matter discussed was the Dudley Shollmier request for either a waiver of the subdivision regulations requiring an informal plat DUDLEY SHOLLMIER for a lot split or permission to construct two dwellings on a single Sequoyah & Rex Dr. parcel of property as a Large Scale Development. Mr. Lieberens briefed the Committee on the history of the problem. Due to the cost of preparing an informal plat, Mr. Shollmier would like to have the regulations waived. Comments were as follows: 1. Question as to whether they have thefull 169 ft, width across the South side. Rex Drive curves into Sequoyah. • 2. David Tucker: Nearest service on Williams Avenue dates from 192019. It must be replaced eventually. A 10 ft. easement is needed across the North side and an easement down the East side. Prefer to go underground. 3. Herbert, Holcomb: Also need in easement down East sides Would prefer to go underground, but if necessary will-gs 4. Clyde Terry: Trans -Video will be in easement with Telephone. 5. The Arkansas Western Gas Company had no representative present but had requested to be in easement on East side also. 6. Paul Mattke: The beat way to get water service is to put a double meter where the driveway enters Rex Drive and have the contractor extend the line. There should be an easement across the South half to cover this for Mr. Shollmier's protection. The water line should be on the West side of the driveway. 7. With all utilities in the same easement and also Mr. Shollmier's easement for a driveway, the easement on the South half should be 30 ft. off the East side. The easement on the North half will need to be 15 ft. off the East side. 8. Larry Wood: Rights-ofaray for Rex and Sequoyah are insufficient. Five feet on Sequoyah and 10 ft. on Rex should be deeded to the City. I 5-12-71 -2- 9. If not done by plat, written easements x111 be adequate. 10. Junior Parker: No problems on this. 52 The next matter discussed was the Woolco property. Gibson's wishes WCOLCO to purchase a strip of property off the North side of the Woolco property. (GIBSON'S) Howell Trumbo was present as an interested party. It was mentioned N. College that it might be necessary to subdivide this property. Other comments were as folloorea 1. David Tucker: The telephone company will need an easement (15') East and West on this property. The logical location would be on the South side of this parcel for immediate development. 2. Paul Mattke: The City cannot supply enough water to operate a sprinkler system. Also, there is a local flooding problem. If they pave this area, the culvert under Highway 71 will not carry all the drainage. The culvert under the Highway would have to be enlarged. Sewer service okay. 3. Herbert Holcomb:& Jack Whitting: Both REA and SWEPCO serve this area. The dividing line is 330 ft. West of the Section line. There is another dividing line approximately 150 ft. South of Harold Street (on the Section line). This building .falls in Ozarks Electric service area, but each building must be considered in this separately. 4. Larry Woodi Recommended that the owndr submit :. overall Development access points and solve the drainage problems. should be only two openings onto College, including the one already existing. The City needs 5 ft. ROW on Harold Street to meet the e fte ROW minimum for the Major Street Plan. timingMro Wood said that if they can get the joint use on openings tied down, he felt they could sell it anyway they wanted, 5* Harold Lieberenz: Need to got an engineer to figure elevation, and run=-off and design drainage.
