The Fayetteville Plat Review Committee met at 3:30 P.M., Wednesday,
April 29; 1971, in the Directors Room, City Administration Building,
Fayetteville, Arkansas.

Present: Larry 'good, Paul Mattke, Harold Lieberenz.
Utility Representatives Present: Clyde Terry, Jerry Wade, Herbert
Holcomb.
Developers & Engineers Present: Herb Christner.
At this meeting the Committee was to review
the proposed
plat to
VILLA MOBILE HOME
dedicate easements within
Villa Mobile Home
Park located
North of
PARK - Plat to
Township Road and West of
College Avenue. Comments were
as follows:
Dedicate Easements
1. Clyde Terry reported all problems they had had been ironed
out with the construction superintendent.
2. Herb Christner, Enginerr, passed out revised copies of the
plat and asked that everyone check it to see if it was
correct. He stated the developers also own the 20 acres
to the North.
Mr. Christner said that the attorneys, Ball and Carlisle had
worked out the problem of the access road. They have come up
• with an easement on the 40 ft. West of the old centerline.
On the 10 ft. East of the old centerline, they should have a
permanent easement as of April 29.
3. Jerry Wade: The telephone company has a problem in getting
an easement from Highway 71 into the park. Also, Mr. Wade
pointed out two easements that were not on the revised plat.
4. Herbert Holcomb pointed out an easement omitted and two mistakes
on the revised plat.
There was a discussion on the street supposed to be extended through
the park to the North. Also, discussed was the amount of setbacks
that would be required on the spaces bordering this street. Junior
Parker was not present, but had reported to the Planning Office that
he had checked the construction of the access road outside the park.
It meets minimum standards to the boundary of the park. Paul Mattke
said he had checked the construction inside the park and it also met
the minimum street standards. Harold Lieberenz said he would study
the setbacks better before this went before the Planning Commission
as concerned the setbacks of mobile homes to this public street. He
also wished to check on whether the Planning Commission has any
authority to waive the requirements of the mobile home park ordinance.
Mr. Mattke said if the 25 ft. setback from the proposed street ROW could
be varied, the homes would still be considerable distance from the paving
and curb line.

Larry Wood said he would recommend a waiver of a portion of the rear yard
setback; however, there is a 20 ft. easement on the East side of the park.
• He said he would recommend the street into the park be shown on the plat
as a dedication.
Herb Christner asked that the City furnish Mr. Ogden with a letter agreeing
to vary the setback requirements if the street were dedicated.
The meeting was adjourned at 4:45 P•M.
