The Fayetteville Plat Review Committee met at 3:30, Wednesday,
April 14, 1971, in the Directors Room, City Administration
Building, Fayetteville, Arkansas.
Present: Junior Parker, Paul Mattke, Harold Lieberenz, Larry Wood'.'
Utility Representatives Present: Clyde Terry, Jack Whitting, David
Tucker.
Developers & Engineers: Bob J. Mayes, Richard Hipp (Attorney).
The first item discussed was a revised preliminary plat for proposed
East Gate Addition No. 2 submitted by Chuck Barrett. Comments were
as follows:
1. Paul Mattke: Sewer services not provided. Will likely
have to get an easement to the East and come out on Wood
Avenue,
2. Trans -Video: Clyde Terry stated they would like easements
between Lots 12 and 13 and 14'in East Gate Addition No. 1,
and down the West side of Lots 11 and 12 into proposed
subdivision.

• 3. Larry Wood: Did not recommend accepting this because: (1)
we are in same position we were in before, or (2) he dedicate
street down and offset it West 25 ft. so it can be extended
in the future.
4. Harold Lieberenz: Did not recommend they leave that 10 ft.
strip in there at the end"of the street. Street and cul-de-
sac did not go to end of property line.
The revised preliminary was discussed in reference with the original
submittal disapproved by the Planning Commission. The developer had
reported he was unable to follow the Commission's recommendations
because one adjoining property owner would not cooperate in extending
the street on the East to the South. An alternate plan of developing
the South portion of Mr. Barrett's property with access off Wood
Avenue by developing Eleventh Street was discussed. The SWEPCO
representative was not present, but had notified the Planning Office
they saw no problems.
The next item discussed was the revised preliminary plat of the
proposed Garrett -Richardson Subdivision. Comments were as follows:

1. Jack Whitting: Ozarks Electric reported that for the next
two years it shall be at the developer's option whether to
go underground or overhead with electrical service. The
easements shown are not enough to go overhead, due to turns
necessary and to bracing wires. However, it would not be
10 too much hardship to go underground and stay inside easements.

2. Clyde Terry: Trans -video will probably go underground. No
problems.
3. Paul Mattke: No" problems.
4. Larry Wood: Street ROW should be brought to the South edge
of the property and show cul-de-sac reverting back to owners
when street is extended.
It was noted that putting in a stub street to the East made it necessary
to have one lot slightly less than 100 ft. in width. The subdivision
regulations permit the Planning Commission to vary requirements when
the regulations would impose undue hardship.
The Thrasher -May replat was discussed pertaining to the allowance for
future street on the North. Larry Wood questioned whether this should THRASHER -MAY
not be a dedication for street rather than an easement for street and SUBDIVISION
utilities. He stated in case of accidents, he thought the property
owner could be held liable unless there was a street dedication. Also,
25 ft. from the centerline on Poplar Street is needed.
The next item discussed was the Bob J. Mayes appeal to use property
on the East side of Garland Avenue just South of the University Farm
for a mobile home park. Continents were as follows:
1. Jack Whitting: H if of the property is in Ozarks Electric
and half is in SWEPCO territory. Ozarks Electric cannot go
• back farther than 330 ft. They can give single service at
a meter in their territory, but cannot extend facility past
the dividing line. Individual meters would necessitate
2 electrical services.
2. Trans -Video: No problems.
3. Paul Mattke: He would have to build some sewer. It is
a quarter of a mile to the sewer if they have enough grade
to get in; an engineer would have to determine whether this
could be done. There is water service along Highway 112.
The City would permit mobile home park on septic tanks, but
it would reouire 40 acres to out the septic field in.
Mr. Mayes said he had planned to put in about 11 spaces.
4. Larry Wood: Explained development in line with extension of
a major street the Planning Commission has proposed and wants
to amend the Major Street Plan accordingly. This would effectively
kill this property for development due to the width of the
proposed street and the narrowness of the property in question.
Mr. Wood asked whether Mr. Mayes would be interested in a
temporary permit for a mobile home park until the City is in
a position to purchase the property. He asked whether Mr. Mayes
would require compensation for improvements under such an
arrangement. Mr. Mayes said he would.

5. David Tucker: The telephone company would have no problems
servicing this area; facilities are on Highway 112,
Harold Lieberenz reviewed the regulations for mobile home parks with
Mr. Mayes and Mr. Hipp.
Junior Parker said he had no problems
on
any of
the matters discussed
other than those already mentioned by
Mr.
Mattke
and Mr. flood.
The Committee asked Mr. Lieberenz to contact David Malone, City Attorney,
for a policy statement on the Richard Mayes property.

Junior Parker reported that a "TOPICS" meeting earlier that day had C. T. PEARSON
discussed the Large Scale Development Plan of C. T. Pearson, Jr., for L.S.Development
Sixth and School. He said the Arkansas Highway Department will figure
the entrances and exits on this
