HomeMy WebLinkAbout1971-03-19 MinutesMD-UMS OF A PIAT REVIEW COMMITTEE MEETING The Fayetteville Plat Review Committee met at 3:30 P.M., Friday, March 19, 1971, in the Directors Room, City Administration Building, Fayetteville, Arkansas, Members Present: Larry Wood, Harold Lieberenz, Paul Mattke, Junior Parker. Utility Representatives Present: Jack Whitting, Jerry Wade, Clyde Terry. Developers & Engineers Present: John Mahaffey, Gene Garrett. The first item discussed was the plat submitted for the proposed Garrett -Richardson Subdivision submitted by Gene Garrett. Comments were as follows: 1. Harold Lieberenz: Developer must obtain signatures of adjoining property owners. Vicinity map in error. This should be a preliminary plat, not informal. 40 Preliminary Plat GARRETT-RICHARDSOIv 2. Jack Whitting: Since this is more than 5 lots, it must have underground electrical service. The developer would have to open and close a 3 -ft. deep trench and provide transformer pads (probably 4 pads altogether). Builder of houses will have to bear cost of taking lines to the houses. There should be 5 -ft. easements at intervals for street lights. There was a discussion of the cost of street lights. Ozarks Electric now has an overhead, three-phase line on Mount Comfort Road. 3. Larry Wood: 30 -ft. should be dedicated off the centerline of Mount Comfort Road for future widening. Subdivision Regulations require lots be 100 ft. in width and 10,500 square ft. in area for septic tanks. Recommend a stub street to either East or West. 4. Paul Mattke: Washington County soil survey shows this should drain well; this is one of the few places in the County where it does. Would like septic tanks located in front of houses so they can tie onto future sewer line with less trouble. Sewer is planned for this area in 1973. Water taps must be put in before the street is paved. Existing water line is only 4 -inch. Rating bureau recognizes it, but penalizes the City for it. An easement for drainage is needed across South portion of subdivision 25 ft. in width measured off the centerline of the creek. (Mr. Garrett said he does not own the land the creek is on. He was not sure how much land lay between his property and the creek. 5. Jerry Wade: No immediate facilities for telephone service in this area. It would be necessary to build back out from town to take care of it; did not know how soon this would be done. Easements okay for when service is available. 3-19-71 -2- 6. Clyde Terry: Questioned 15 ft. easement where all utilities must go in same easement. Mr. Mattke said water service will be in front. 7. Junior Parker: Street will have to be 30 ft. flow line to flow line. Would like 35 ft, minimum radius on curb line for cul-de- sac. Want detail on drainage structure and drainage easements. Radius off Mount Comfort Road onto proposed street must be at least 30 ft. Mr. Garrett said he would like to build,.a house on proposed Lot 1 against Mount Comfort Road before the plat is '1 processed. Parker and Mattke suggested the house face to the'new street with access onto the new street. The Planning Commission would have to approve this. r Mr. Lieberenz handed out a large scalecdevelopment plan submitted by Ralph Goff for construction of a warehouse building behind the Masonic Lodge on 15th Street. There is in existance an improved street along this property. It was pointed out that this is not a dedicated street. Junior Parker said he wanted to obtain more information on entrances, driveways, etc. No one else expected any problems. Herbert Holcomb was not present to speak for SWEPCO.
