MINUTES OF A PLAT REVIEW COMMITTEE MEETING
The Fayetteville, Arkansas Plat Review Committee met at 3:30 P.M.,
Friday, March 5, 1971, in the Directors Room, City Administration
Building, Fayetteville, Arkansas.
Present: Harold Lieberenz, Larry Wood, Paul Mattke, Wesley Howe.
Utility Representatives Present: David Tucker, Herbert Holcomb, Rip Lindsey.
Developers & Engineers Present: None,
The item for discussion at this meeting was a preliminary sketch for the
proposed Brookside Addition submitted by Kelley Brothers. The Planning BROOKSIDE A'.
Office was asked to compare legal descriptions to determine if this' Preliminary
property abutts the Winwood Baptist Church property. Sketch
Herbert Holcomb said he had asked Jerry Sonderegger how firmed up these
lots were. He said they are pretty firm except along Township Road.
The sketch was discussed by all present and the following comments were
made:
1. Herbert Holcomb: Requested an easement from the end of Colette
Avenue, across the creek, to a point on the North lots for a heavy
power line. He could then work his way out to the West along
Township Road as it develops.
• 2. David Tucker: The closest telephone feed line is at the corner
of Township Road and Old Wire Road. Some way must be found to
get service in.
3. Paul Mattke: Understood easement across to Highway 265 was an
indefinite one. He would like to have it placed on the Township
line.
4. Larry Wood: Jerry Van Hoose had indicated the indefinite easement
does�not extend as far South as the Township line. Mr. Wood had
discussed trying to develop as a planned unit development with
Mr. Van Hoose. Mr. Wood wishes to talk to the developer to suggest
that instead of going the traditional lay out with houses on
their oww individual lots, they use some of the concepts available
in the present subdivision regulations. He thinks he can prove to
them that with fewer streets and utility lines they can get more
dwelling units and still develop Township Road. They could even
cut�the lot size down to the size of the houses with all open space
common. He felt they could shift up to 50 ft. of Township up to
this property and still save costs. He understood this is to be
quality housing.
Mr. Wood planned to talk to Wells Bone between this date and March 12
regarding his suggestion.
The next matter for discussion concerned an easement for street purposes on
a plat. Fred Holden had filed an informal plat to replat Parkwood Subdivision

and when the Planning Commission reviewed it, they asked the Planning Office
to contact Capt. Harding and see if he ever wanted a street through between
the two properties. If a street is dedicated, it would have to go formal.
Mr. Lieberenz suggested dedicating it as an easement for street purposes. PARKWOOD SUBD.
The utility company representatives said this causes the utility companies
problems. If it states for street purposes, they may not be permitted
use of the easement. They felt it should read for'street and utility
easement. Larry Wood recommended that the City accept the dedication
and waive the requirements for paving at this time and also waive the
formal plat requirement.
Mr. Harding had told Mr. Lieberenz he was willing to dedicate a 15 fto
strip to widen Vandeventer North of Spruce Street to Sycamore Street.
Mr. Holcomb said he believed a street on the East side of Parkwood would
enhance Lot 5 for a large scale development.
There was a discussion of the ability of property owners to vacate an
unused easement without advising the City or utility companies. Some
felt this could be done.
Mr. Holcomb stressed some problems the Major Street Plan is causing the
utility companies. All the Major Street Plan requires is a setback, no
dedication. The utilities have to stay in the street or on the property
line. It would work out better if they could get over on what is to be
the final street line.
