MINUTES OF A PLAT REVIEW COMMITTEE MEETING
The Fayetteville Plat Review Committee met at 3:30 P.M., Friday,
February 26, 1971, in the Directors Room, City Administration

Present: Paul Mattke, Harold Lieberenz, Junior Parker.
Utility Representatives Present: Herbert Holcomb, David Tucker, Rip
Lindsey,
Engineers & Developers: Gordon Houston, C. T. Pearson, Jr.
Gordon Houston was present to discuss the large scale development DAN SPENCER &
plan submitted by he and Dan Spencer on Broadview Drive. GORDON HOUSTON
Large Scale
1. Paul Nattke stated the problem he had with them had been Development
cleared'up, so they can get water.
2. Junior Parker asked that they work with him on paving
around the entrance.
3. David Tucker said there were a couple of easements they
would like to get, although this could be worked out at
a later date since the utility lines would only be for
serving this property and it would remain intact.
Mr. Lieberenz discussed with Mr. Houston the possibility of taking
this on to the Planning Commission March 2 under "Other Business."
The other matter for discussion was the large scale development PEA RSON SHOPPING
plan for Pearson Shopping Center submitted by C. T. Pearson, Jr. CENTER - Large
and also a petition to close the alleys in Blocks 8 and 9, Fergusonb Scale Development
Addition and Seventh Street between School and Locust Avenues,
1. Junior Parker: Discouraged two drive openings onto
School Avenue and suggested further that any opening
on School be limited to entrance only.
The exit onto Sixth Street should be 250 feet from
the Highway 71 intersection as the Highway Department
plans call for there to be a left turn lane built on
Sixth Street.
There will need to be some additional ROW for widening of
Highway 71 for a total width of 80 ft. or so. They can't
widen to the West. He suggested Mr. Pearson dedicate the
20 ft. shown as de -acceleration lane and thought this would
be sufficient.
A 30 ft. radius will be needed on the intersection of 71 and
Sixth Street.

Mr. Parker asked the Planning Administrator contact the Arkansas
Highway Department, Planning and Research Division and ask how
much ROW they will need and whether drainage can be under the
de -acceleration lane.
2. Rip Lindsey: No problems on this; also no problems on
Hinkle Mobile Home Park considered 2-19-71.
3. David Tucker: The telephone company will need a conduit
from Sixth Street to the northwest corner of the North
building and to the telephone company manhole on School
Avenue (approx. 280 ft. of conduit).
4. Paul Mattke: Water and sewer service seems okay. No
objection to closing Seventh Street provided a 15 fte
easement could be given (7# ft. off each side of sewer
line),
Mr. Mattke asked whether Mr. Pearson plans to pave Locust
Avenue. There is a drive opening proposed for Locust.
Mr. Pearson said he assumed it would be necessary to pave
it someday.
5. Herbert Holcomb: There is adequate power service to this
property. He will need to "dovetail" a group of poles along
the North boundary. The power line in Seventh Street can
apparently be eliminated since the motel it serves will be

removed.
There will be a problem in anchoring a power pole at Seventh
and Locust. A pad -mount transformer will be placed on the
East side of the building; check with Luther Tharp to see if
he can get service to the lodal in 15 ft. wide space.
6. Larry Wood: Mr. Wood was not present, but had called in the
following recommendations:
(1) No objection to closing Seventh Street.
(2) If the area on the East side of Locust is to remain
residential, he did not feel any drives should be opened
onto -Locust Avenue.
(3) ROW necessary for widening on Sixth and School should be
dedicated now.
Mr. Lieberenz said the farther South the opening onto Locust could be,
the better it would be. There was a brief discussion about the possibility
of fronting the buildings onto Locust Avenue.
The meeting was adjourned at 5:15 P.M.
