MINUTES OF A PLAT REVIEW COMMITTEE MEETING
The Fayetteville Plat Review Committee met at 3:30 P.M., Friday,
February 12, 1971, in the Directors Room, City Administration
Building, Fayetteville, Arkansas,
Present: Larry Wood, Paul Mattke, Junior Parker, Harold
Lieberena,
Utility Representatives Present: Herbert Holcomb, David
Tucker
Developers: Dan Spencer, Gordon Houston.

The only item for consideration at this meeting was a large scale
development plan submitted by Dan Spencer for property located DAN SPENCER
South of Lot 7, Mountain Crest Addition and on Broadview Drive. Large Scale Development
Mr. Spencer and his partner, Gordon Houston, were present. They
stated they plan to erect 4 duplexes on the property with a private
drive from the street. Larry Wood had no comments to offer on
this plan. Comments offered by others present were as follows:
1. Junior Parker said the City is presently maintaining a
one -lane drive from Broadview back to Old Missouri Road.
He questioned whether Mr. Spencer intended to improve the
portion of Broadview fronting on his property. Mr. Spencer
said he was not. Mr. Parker said he would have to ati:')
least improve the part around the drive area.
2. Harold Lieberena said he could consult the City Attorney to
see if he thought the one -lane drive could be considered
a public street through public use and the City maintaining it.
3. Herbert Holcomb suggested electric power would have to come
from the South. There was a discussion about how to furnish
power.
4. David Tucker said the telephone company has no service in
this area that meets the code. A way would have to be found
to bring telephone service in also.
5. Paul Mattke said he could not furnish water off the small water
line coming down Broadview. It is already inadequate for the
area it serves. He further stated he could not permit any
connections to a low pressure water line above 1480 contour
level.- He offered several alternatives and stated the problems
with each.
(a) There is a high pressure line at North Street and Mission
Boulevard. This is quite a distance away and would be
expensive to connect to.
(b) Mr. Spencer could possibly install a pressure booster
• system. This would cost several thousand dollars and
Mr. Mattke said these are troublesome and unsatisfactory.

(c) Mr. Spencer could have the property graded down to
1480 contour or less. This would be limited to single
i! story construction.' Plumbing for fixtures would have
to be oversized. Pressure would still be low and they
could not run dishwashers. Tenants would not be happy,
Mr. Mattke said there are no plans to correct this within
the immediate future. Higher storage tanks cannot be
installed because of Drake Field,
Mr. Mattke offered to assist Mr. Spencer in getting elevations from
the Baxter Street water tank. Someone said the highway department
should have elevations on the intersection of Highway 45 and Old
Wire Road,
Mr. Spencer asked permission to withdraw the plan until he could
work something out on the problems. Permission was given,
It was noted that there is a 6 -inch water line on Calvin Street and
also on Old Wire Road which Mr. Spencer would need to tie on to
(either line) if he can get the contours down,
The meeting was adjourned at 4:45 P.M.
