HomeMy WebLinkAbout1971-02-05 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING 28 The Fayetteville Plat Review Committee met at 3:30 P.M., Friday, February 5, 1971, in the Directors Room, City Administration Building, Fayetteville, Arkansas, Present: Junior Parker, Paul Mattke, Harold Lieberena, Larry Wood. Utility Representatives Present: Rip Lindsey, Herbert Holcomb, David Tucker. Developers & Engineers Present: Doyle Barnes, Gene Thrasher, Fred Holden, & Mr. Wimberly from McClelland Engineers. The first matter before the Committee was a proposal for division of property by Doyle Barnes. Mr. Barnes wishes to divide his DOYLE BARNES property into 3 large lots; he has ho plans to ever divide into narrower lots. There were no problems with anyone present provided: 1. He dedicate a 10 ft. utility easement across the back of the property. 2. He provide percolation tests on the property. The above property is located on the North side of Highway 16 East near Lake Sequoyah. The next item before the Committee was a proposed replat of part of Parkwood Addition, submitted by Fred Holden. Mr. Holden desires REPEAT OF PART OF • to replat and close a dead-end street crooked through part of the PARKWOOD ADDITION property so that he can go before the Planning Commission with a & PROPOSED LARGE large scale development plan on a portion with houses on a private SCALE DEVELOPMENT drive. Mr. Mattke said bringing the sewer in on Spruce Street would be preferable to the original plan. Other suggestions and requirements were as follows: 1. Retain existing utility.easement down West side of new Lot 4. 2. Design drainage facility to satisfy Mr. Mattke; check with Junior Parker on this also. 3. Retain 20 ft. street dedication on Spruce Street. 4. Mr. Lieberens must check with City Attorney to see whether an informal plat can be used to replat this subdivision and close the street (Carla Drive). Larry Wood was of the opinion it would be necessary to close the street by ordinance since it is public property. The possible paving of Spruce Street was discussed. Mr. Holden said he would like to have it paved as far as his drive at least. It was suggested he check with other property owners about the possibility of an improvement district. There were no revisions to the submitted large scale development plan. :� The next item before the Committee was a large scale development plan submitted by Gene Thrasher for property just South of the University 1 '0 0 2-5-71 _2 - Farm and on the East side of Leverett Avenue extended. Mr, Thrasher said they propose 144 units on approximately 9J acres. He noted a couple of changes in location of service buildings he planned. He said he also hopes at a later date to locate a mobile hams park on the extreme East part of this property and some other property he owns South of Elm Street. This phase is not up for approval today, but is mentioned so that utility representatives may plan ahead. He stated he planned to improve Leverett Avenue to the U. of A. farm, and Elm Street to Chestnut. The architect will have the plans finished in about 60 days; FHA has told him he is next in line for approval of financing; he expects to begin construction in 6 months and have units ready for occupancy in about 12 months. He plans bulk metering on all utilities. The architect is designing individual outside storage units which is supposed to look nice. Suggestions were as follows: 1. Telephone and Trans -Video representatives requested to confer with architect on possibility of underground lines and attachments inside buildings. 2. Larry Wood suggested as an alternative to improving Elm Street that Mr. Thrasher dedicate enough width for a 60 ft. Street on the North of the property to eventually tie in with Township Road to the East. He felt this would be a better location for an East-West street than Elm Street, Since Mr. Thrasher owns property on both sides of Elm, Mr. Wood thought perhaps Elm might even be vacated, Mr. Thrasher approved of this suggestion.
