HomeMy WebLinkAbout1971-01-15 Minutes22 MINUTES OF A PLAT REVIEW COMMITTEE MEETING The Fayetteville Plat Review Committee met at 3:30 P.M., Friday, January 15, 1971, in the Directors Room, City Administration Building, Fayetteville, Arkansas. Present: Paul Mattke, Larry Wood, Harold Lieberenz. Utility Representatives: Herbert Holcomb, David Tucker, Clyde Terry, Developers g Engineers: "Chuck" Barrett, N. F. Totty, Rev. J. F. Whiteley, Rev. Brian Vanciel, The Committee discussed the proposed Eastgate Subdivision No. 2 plat first. There was a discussion about proposed street pattern in subdivision creating some "through" lots (double street frontage) and not showing EASTGATE SUBD. #2 a dedication for future Willow Avenue extension which leaves platted lots in subdivision to the West without street access. Mr. Larry Wood brought out that future Willow Avenue was designated as a 60 ft. collector on the Major Street Plan, which would require a 30 ft, dedication on West side for this future street. Mr. Barrett was asked what his purpose was in having the jog in the proposed North-South street. Mr. Barrett answered that to straighten out the street would result in around $40,000 additional expense based on improving Willow Avenue as a 50 ft. minor residential street. The proposed plan as he had submitted will create more lots for the minimum expense. Telephone, Trans -Video, and Electric companies said that they could work out their needed utility easements with Mr. Barrett in either case. There was a discussion on a drainage area along where the Willow Avenue extension would be located. Mr. Paul Mattke discussed the drainage problem. Mr. Bob Battenfield stated that 40 ft. paved surface for a 60 ft, collector street would cost $20.00 per foot of street or better to build. Recommendations of the Committee were as follows: 1. Provide 25 ft. for future extension of 11th Street on South. 2. Change street pattern to eliminate the through, double -frontage lots. 3. Provide 30 ft. for future extension of Willow Avenue. 1-15-71 -2- 23 The next case to be reviewed was the Large Scale Development plot tj of the First Church of the Nazarene on Old Missouri Road. FIRST CHURCH OF THE NAZARENE Larry Wood pointed out that the Major Street Plan Map indi- Old Missouri Road cated that a collector was to run across the West part of the Church property. He was of the opinion that the collector should be moved to run along Old Missouri Road. The telephone and T -V companies need a 10 ft. utility easement along the West property line of the Church property. Mr. Herbert Holcomb pointed out that Old Missouri at this point is 60 ft. wide; the County required this width a few years ago before the road was straightened out. A discussion concerning the future extension of Oakcliff Street followed. Rev. Vanciel stated that it might be possible for the Church to dedicate right of way for one-half of the width of Oakcliff, but the Church could not improve this section of the street. The property has one street frontage on Old Missouri Road that they could use. Recommendations of the Committee were as follows: 1. The Planning Commission move the 60 ft. collector to follow the Old Missouri Road, 2. The Planning Commission decide if the Church can dedicate street right of way for future extension of Oakcliff without having to improve the street. 3. Provide a 10 ft. easement along the West side of property. The next idea to discuss was the Large Scale Development Plan of the Fayetteville Baptist Church at the North end of Winwood Drive, The Committee asked Rev. Whiteley why they had planned the Church FACHURCHIor BAPTIST building in line with the extension of Winwood Drive. He stated that CHURCH or Winwood d from a view standpoint this was the best location; however, the Baptist Church location could be changed. If Yorkwood Drive is not extended North in the future, that Church plans a recreational area on that part of the property. Mr. Larry Wood questioned the people representing the Church as to whether they felt they would give 30 ft. off of the South part of their property for the future extension of Township Road. Rev. Whiteley answered that they felt that this could be possible, but the Church was not financially able to improve the extension of Township Road, Herbert Holcomb stated that the electric company was depending on an easement or Township to be extended to the East to extend their lines to serve the area to the East. Ms. Tucker and Mr. Terry stated that they also have laid out their lines to extend East along this point when Township was extended. Mr. Tucker noted that if 24 1-15-71 -3- Winwood Drive was extended North of the section line as an alternate to extending Township that they would need additional easements around the East part of the Church property; however, this can be worked out in the future in the event this is done. Recommendations of the Committee were as follows: 1. Township be extended East along the section line in line with existing Township Road. 2. The Planning Commission decide if the Church can dedicate street right of way for future extension of Township Road without having to improve the street. The meeting was adjourned at 7:00 P.M. 0 0
